Mayor McCoy called the meeting to order at 7:30 P. M.
The invocation w~s given by Rev. W~l~.rd Thrash, First Baptist Church,
and the flag salute ~s led by Mr. Thomas A. ~ummers, Co~u~cilman.
Mayor McCoy recognized Mr. Peirce Brawner, Mayor of Ocean Ridge and
~Lr. John Rossig, Counci~u of Ocean RiOge.
Mr. Michael moved for approval of m~uutes of Regular Meeting dated
February 20, 1967, seconded by Mr. Collins and unsmimously carried.
l-~r. Sun~ers moved for approval of minutes of Special Meeting dated
February 22: 1967, seconded by ~. Nylund and unanimously carried.
PUBLIC AUD~ ~IF~ CE
~rs. Emily Jackson, 728 N. E. 9th Avenue, came for~u~d stating she
wished to extend an invitation to all the people present tonight to
come and hear Mr. Richard Cotton who will deliver an address entitled
'The Unsettled World" at City Hall on ~L%rch lC, 1967.
Dr. Richard G. Manthey, 800 Chapel Hill Blvd., came forward stating
he objected to the fact that F~r. James Allen, gardner for him and
Dr. Pollock, was arrested for not h~ving an occupatihnal license.
Mr. Michael Youngjohn, ~!5 Chapel Hill Blvd., c~me forward to speak
in opposition to the recent enforcement regarding occupational licenses.
~. Ivan Korpan, 237 N. E. &th Street, came forward to speak iu
opposition to the above matter.
Mr. Maynard Wertz, 27~Gondola Court, came forward statiug he was here
representL~ the other members of the Planning and Zoning Board and
requested that council do not create a separate Planning Board frcm
the Zoning Board, as was anticipated.

Mr. ~alter B. Jackson~ 728 N. E. 9th Avenue, came forward inquiring
whether the public would be allowed to get up and ask questions on
Wednesday night when Russell & Axon, consulting engineers would be
present. ~yor McCoy assured him that they would be allowed to do so.
Rev. Lee, St. John's Baptist Church, came forward to speak in
opposition to Ordinance 67-5, providing for an extended hours permit
and r~ght club classification.
Mr. Michael Sullivs~u, 213 N. W. 7th Co~t, came forward to speak in
favor of OrdL~ance 67-5, as mentioned above.
~r. George C. ~Liles, 695 Chapel Hill B]vd.~ came forward urging
e.~veryone present to try to at~e~ the meeting on Wednesday night as
concerns wa~er and SeWer matters for the coming years.
~yor Brawner, P~yor of Ocean P~dge, came for%~rd to speak and extended
an invitation to council to attend some of their meetings. He further
stated he felt Ocean Ridge and Boynton Beaoh should try to Work closer
together.
Mr. Paul Johnson, 512 N. Federal Highway, can~ forward iuquiring whether
the people would have an opportunity to talk about the extended hours
a~d night club matter later. 'He said he wanted it brought out in the
Daper. Mayor McCoy assured him that they wou/d as he P~d pro~sed
several people they could speak on it.
Mr. Oakley Smith, 208 S. ~. Third Avenue, came forward inquiring
regarding the sewer connection at his residence, which apparently was
in the wrong location.
Rir. %~alter ~iadsen, past mayor of Boynton Beach, came foz~mrd inquiring
why the traffic lights on 10th Avenue and Federal Highway have not
been installed as yet. Mr. Carnahan stated they will be forthcoming
very soo~.

PROGRESS REPORTS BT MR. CARNAHAN
REPA. IRS- CITY HALL
Mr~ Carnab~n explained he has contacted M~. Grootenboer and
Mr. George Davis, architects, to give him some advice as to the possible
alteration of the overhangs and the roof flashing at city Droll.
They are presently reviewing the plans of the building and they wou~d
give him a recommendation later this week. Also, }~. Hank Thompson,
a local builder, has ex,mined the building and has indicated that it
would require approximately $7:500 to repair the overhaugs alone.

He said he believed the roof to be Lu a reasonably satisfactory
condition aud the flashing to be the only item ~hinh needs to ~e
replaced Lu the roof section. This cost would probably run around
$2,500 to $3,000. He further stated Counc~lm~n Nylund invited a
roofing contractor of his acquaintance to examine the building also.
He has promised to give us a complete ~itten report on the
recommended repairs ~nd appro~w~te cost involved. All of this
information h~s been secured at no cost to the city.

Mr. Carnahan stated they have spent considerable time and effort
trying to contact various pool contractors to repair the swimming pool
at t.he ~filson.~Regreation Center. it the present time they have only
recemvee co~m~.itments from two cont~ctors. The Bates and Daly Company
of Pompano Beach has given them a proposal for the sand blasting and
~emoval of the deteriorated concrete iuside the pool area at an
approximate cost of $750, This price does not include the regroutiug
o~ painting of the in~rior of bhe pool. He has also received a
proposal from Shad Inc.

FURTheR CONSIDERATION OF COLLEC,_ TIO~N_ OF DELINQUENT S~-~ER
~r. ~rr~han explained with regard to the City Attorney's letter of
February 13 for the collection of deliuquent utility bills, he has
discussed this with ~o Fruda and it is his recommendation that he
be instructed to preioare a letter to the various delinquent accounts
advising them to shew cause why these bills have not been paid before
any legal action is undertaken.
F~. Michael moved for the above recommendation, seconded by Mr. S'mmers
and it was mua ~nimously carried.
CONS~IDER REC_O~)ATION OF CEMET.ERY BOARD
M~s. Tereesa Padgett, City Clerk, read the following recon~endations:
1. An additional ~25.O0be charged for opening and closing graves on
Saturday after 12 o'clock noon and on Sundays.
2. $50.00 be approved as a set fee for disinterment.
The city purchase the funeral equipment offered by Scobee-Combs
for $1~048.00 and offer a complete service. An additional charge
of $25.00 is recommended for this service.
Mr. Summers made a motion to approve Items 1 and 2 of the above
recommendation, namely that an additional $25.00 be charged for
opening and closing graves on Saturday after 12 o'clock noon and on
Sundays, and that $50.00 be approved as a set fee for disinterment.

Mr. Summers recommended that Item 3 be given more study.

K~. Fruda, city attorney, stated he has done so~e research on this
matter and Florida Statuate 171.O~, the law under ~hich they were
operating, was declared unconstitutional, and therefore the annexation
of this land is not possible.

ACCEPTANCE OF 1965-66 AUDIT REPORT
~.ir. Carnation explained they have received the annual audit report from
the firm of Gerald L. Hawkins for the year ending October 31, 1966.
This audit has been reviewed and £ound to be in order. He recommended
that the council accept the audit report as presented.
Mr. Summers moved for the above recommendation~ seconded by lz~r. ~Lichael
sad it was uns=uimously carried.

INDUSTRIAL BOARD
Mr. Carnahan explained that ~rs. Juanita Hughes has made a request that
she be replaced on the Industrial Board by ~. J. A. Riley, who
presently is the ma~u~er of the Hughes Feed and Grain Company.
~ir. Michael moved for the above reconmnendation, seconded by ~Lr. Summers
and it was unanimously carried.
LtBP~RY BOARD
Mr. Carnahan explained that PLrs. Barbara Traylor has offered to resign
from the Library Board if someone from the Negro Section of the city
could be appoLuted. He has contacted ~s. Lottie Pierce and she has
Luform~ed him that she v~oill provide us with the names of individuals
qualified to ser~e on this board. He said he should have these names
prior to the regular council meeting.
Mayor McCoy ast~d ~irs. Pierce who was present at the meeting, if she
would like more time regarding this matter and she stated that she
would.
BOA_ RD OF ADJUS~,~NT
Mr. Carnahan explained at the regular council meeting of January 3,
Mr. James Sarno's name appeared on the list presented for the
Board of Adjustment. However, Mr. Sarno's term as designated by a
previous ordinance ~s established for a three-year period, this
period to expire February 8, 1967. It was the ~-utention of this
Council that ~enever ~ir. Sarno,s term expired, he would be replaced
by Mr. Thomas Dean, alternate member. With the appointment of
Mr. Dean, this would leave only three alternate members. He rec-
ommended that a new alternate member be appointed to serve on this
board. The Board of Adjustment requires a four-man vote for official
action. Therefore, we should have as many alternates for this board
as ~ have members.

Mr. Carnahan related the Palm. Beach County Community Council has
requested that an elected official of the City of Boynton Beach be
appointed aU a representative to help in the a~stration of the
organizati~m' s affairs.
Mayor McCoy recommended that Mr, Carnahan endeavor to obtag_u more
information regarding, this matter,
Mr. ~Lichael suggested they try to obtain an outline of their proposed
activities ~ etc.
REQUEST BY CHA~3ER OF CO}~RCE TO USE VETERANS' PARK FOR AGRICULTURAL
FESTIVAL - APRIL 1~__15, ?67 ____ __
Mr. Carnahan explained the Chamber of Commerce has requested the use of
the Veterans' P~Lrk located at the corner of Ocean Avenue and N. E.
~th Street to hold an agricultural festival on April 14 and-15.
This festival ~dll be operated during the hours of 9:00 A.M. to
9:00 P.M~ on the ~th and 9:00 A.M. to 6:00 P.M. on the 15th.
All necessary arrangements for the setting up s. nd remove~ of this
agricultural display will be handled by the Chamber of Commerce and
local merchants. He be~ this to be of significant interest to
the residents of Boynton Beach and recommended that this request be
given favorable consideration.

~r. Michael moved that our city attorney and city manager get in touch
with ~ir. Jackson, attorney for the Palm Beach County Board of Public
Instruction, to see what can be worked out regardiug this matter.
~r. Summers seconded and it was unanimously carried.
The City Manager had asked for clarification of Section 15-11(6) of the
code of ordinances in reference to requiring a county license prior to
the issuance of a city license. The subject was referred to the
City Attorney for study and possible recommendation.
