Mayor McCoy Called the meeting to order at 7:30 P.M.
ORDINANCE 67-1
The City Attorney read Ordinance 67-1 declaring the intent of the
City to annex the Banos and Pandelly parcel located in Govt. Lot 2~
Sec. 34~ ~sp. 45S, Range 43E, and zoning said parcel R-SA.
Said O~dinance was read on first reading s/nee there had been a change
in the zoning since the original first reading at the January 3rd
meeting.
Mr. Summers moved to adopt Ordinance 67-! on first reading and pass
to 2nd reading. Motion seconded by Mr. Nylund and unan/mously carried.
Mr. Summers moved to remove OrdiD~nee 67-1 and 67-2 from the table.
Motion seconded by Mr. Michael and unanimously carried.
0RDt~ANCE 67-2
M~. Fruda read O~dinance 67-2 annexing and zonin~ the Annan parcel.
Mr. William Koch, Mayor of town of Gulfstream and Chairman to the
County Zoning Commission~ cautioned the council against zoning T~act A
of'subject parcel C~i and recommended the zoning ~e resident/al.
Mr. Henry Pope~ owne~ of polo field adjoinir~3 the Aranan tract also
objected to C-1 zoning of the entire parcel and suggested R-SA zon-
ing adjoining his property.
Ym. Henry Thompson and ~s. Elza Oliver spoke in favor of C-1 zoning
and stated further that thel~ were no immediate plans of development
at the present time.
Mr. Summers moved to adopt Ordinance 67-2 on first reading and pass
to second reading. Motion seconded by Mr. Collins~ Mr. Michael
recommended R-3A zoning and pointed out several factors the city
should consider in annexing this property. Motion carried 4-1.
TRANSFER OF FUNDS
The Acting City Manager read the following memorandum relative to

transfer of funds to supplement the budget to cover the new pay plan:
'gAs per your request at the regular meeting of February 20,
1967 as to the availability and the allocation of funds to
supplement the b~dget for the inclusion of employees into
the new pay plan. At the present time we have eight unfilled
positions with a total dollar value of $27,528. There is
also an additional $4,000 which had been budgeted for pay
plan adjustments. In order to incorporate all city employees
in the new pay plan, it will require an additional $11,356
to be placed in the salary budget.
Rather than try to break these transfer of funds down in
regard to their amounts and activity numbers, t would re-
commend that we transfer in a lump sum $10:000 from the
unfilled positions in the various departments affected.
This money can be transferred f~om the various departments
~nto Activity 5700-485 - Pay Plan Adjustments. By trans-
ferring these funds into this activity, we can make the
necessary pa~o!l commitm~ts ~d ~hen~ at' the[ end of the
year funds can be a!loeate~d and distributed in the proper

Mr. Michael moved to transfer $10,000 from the unfilled jobs in
various departments to Acct. 5700-485~ to cover pay p~an adjust-
ments. ~!otion seconded by ~. Summers and carried unanimously.

Mr. Michael recommended that the Council considemappointing a planning
beard to do plap~ing for the City and serve as a liaison between the
Council and other groups. Mm. Henry Thompson urged the counnil to
create such a board and suggested three year staggered terms. He
offered to serve and also to endeavor to find others willing to
serve. ~. Michael moved ~o instruct the City Attorney to study the
code and bring recommendations to the Council for creating such a
beard. Motion seconded by Mr. Summers and carried unanimously.
Mr. Michael moved that we commend Mm. Thompson for offering his
services to the city and to request that he endeavor to locate
proper talent to recommend for membership on this Board. Motion
