I. CALL TO ORDER

The meeting was called to order at 6:34 p.m. Mr. Majors presided until the election of a
new Chair and Vice Chair occurred.
II. ATTENDANCE
Roll was called, and a quorum was present.
III. APPROVAL OF MINUTES
Motion made by Mr. Kanter, seconded by Ms. Stern, to approve the minutes of the
January, 23, 2017, meeting. In a voice vote, the motion passed unanimously (7-0).
IV. UNFINISHED BUSINESS
A. Barrier Free 5K and Magic Wheels & Special Deals events
Mr. Majors reported there was an increase in participation, with slightly over 200 people.
The event received a lot of press, and good contacts were made for the next year. He
noted several agencies and businesses related to the community of people with limited
abilities attended. He said next year they will have more involvement with people who
use wheelchairs.
In addition, Mr. Majors stated they will focus on the theme of the park, barrier -free.
Regarding the progress on the playground installation, he reported that they are going
through the necessary paperwork and hoped to have it done by next February.

Ms. Stern mentioned that instead of using sponsorship money for the race, she would
prefer to see that money go to sponsor high school track teams that would include
people with disabilities. Mr. Majors would have to clear that through the high schools.
Mr. Majors reported that at the last City Commission meeting, the Commission
appointed Ms. Mondello and Ms. Pierce -Roe to be regular members of the Board and
confirmed that the Board can choose its own Chair and Vice Chair.
V. NEW BUSINESS
A. Election of Chair and Vice Chair
Mr. Kanter nominated Ms. Pierce -Roe for Chair, and Mr. Stern seconded the
nomination. By consensus, the Board agreed.
Chair Pierce -Roe nominated Mr. Kanter for Vice Chair, and Ms. Mondello seconded the
nomination. By consensus, the Board agreed.
Commencing at this time, Chair Pierce -Roe presided over the meeting.
B. Quantum Park site
Vice Chair Kanter reported the following actions since the last discussion:
• Marriott Hotel open and flourishing
o Members of QPODD (Quantum Park Overly Development District) invited
to attend
o Hotel was extremely interested in Quantum Park, blueway, and greenway
• Re -organization of QPODD
o Have two City employees on it
o Transfer Development District duties over gradually to the City
o More pressure on the RPB to continue work on the parks
o Group wants to begin a bricks fundraiser next year
■ Need endorsement from this Board to start next year (ask the City
Commission to put this item on the budget)
Vice Chair Kanter asked that Mr. Majors report to the City Commission that this Board
approved improving the park so that it becomes a community park. He mentioned
outside support that is available for various parts of the park, such as the paddleboard
launch. Mr. Majors clarified that this Board could make a recommendation to the City
Commission.
Vice Chair Kanter added that schools could participate in the project, and there could be
public/private partnerships.

Ms. Stern expressed concern that support for this park might hinder their obligations to
other parks.
Vice Chair Kanter reviewed that the City owns the 17 -acre property, which was not
developed when Parkside was built. The population in the area is "exploding," and
there are no parks.
Mr. Majors mentioned that others are interested in other undeveloped park sites, and it
creates difficulty prioritizing which site to pursue. He said he has had calls about Girl
Scout Park, although Quantum Park is "way ahead of the curve" with beautiful
elements.
Mr. Majors reminded the Board that before any plan is made, the funding has to be
approved. Fees from the cell tower on the site have to go to the General Fund, as do
user fees at all parks. Chair Pierce -Roe recommended reminding the City Commission
that they need funding and suggesting that the Commission look into new commercial
buildings supporting parks going in near them. Mr. Majors further commented that
maybe they could put in trails where the rest of a park was not yet developed.
Mr. Majors recommended that the next Board meeting focus only on parks.
C. Boynton Village Dog Park - Renaming Proposal
There was a recommendation by the City Commission to rename the dog park after
Officer Crowder, who passed away. Mr. Majors said a Board has to make a
recommendation and asked if this Board would do that. The Board agreed by
consensus. He will report that to the City Commission at their next meeting.
There was a brief discussion about the facilities and amenities at the dog park. It was
noted there are many possibilities for sponsors for improvements. Mr. Majors plans to
have a supervisor follow through on that task.
Further discussion occurred about the possibilities for fundraising/sponsorships or
donations. Arbor Day donations and the example of partnerships for the beach cleanup
were mentioned.
Vice Chair Kanter asked if the Board could get a tour of McGillicuddy Park, and it was
agreed they could do that after the time change.
D. Thank you City - Dog Park
Vice Chair Kanter reported that the PBA said the police would be amenable helping
park access if they could get a place to run their dogs. He wanted to thank the City for
the dog park.

E. Upcoming Events -
• Sand Sifters Beach Clean-up first Saturday Monthly
High school students can get community service for participating. The activity begins at
8:00 a.m.
• Silent Painting Party - Wednesdays, 6-8 p.m. @ Art Centers
There is a new art instructor who is deaf and leads the class using sign language.
There are many more people with hearing problems than most realize. The City hired a
sign language interpreter for the kinetic art show.
