This meeting was c~l]ed to consider repair of Rolling Green Ridge sewers
with the consent of the four members of council present at a workshop
session ~ith Russell & Axon.
Mr. Kain stated that this repair work involves more money than the city
has in the regular operating budget and would require the adoption of a
resolution by council.
F~e. I'~allace stated that the city cannot overspend its budget more than
10% without council action. She noted one solution, the city has about
$30,000 which is operating capital now in the hank account. If this
is used for these repairs it means a hand-to-mouth existence for pay-
men~ of sewer bills, etc., but it is the only cash available. She
stated that the bank gets every penny of revenue in excess of expen-
ditures every month and it goes for payment o~ bondS', She felt this
would probably require the adoption of an ordinance. The ordinance
would have to conform with requirements of the bonding resolution and
it would be up to Mr. Moore to work it out and to check into the
legality of it. She stated that this money is earned surplus on hand
when the bonds were sold.
~r. Banks stated that he felt this is the only plao~e~ ~can get these
funds and if this is permissable with the bonding ~/and after being
checked by our attorney through them, it is approved, that it should be
done.
Mr. Banks moved that, predicated on this approval, either an ordinance
or resolution be drawn up to be read as soon as possible and proceed
with this work. ¥~. Collins seconded. Mr. ¥~dsen asked Mr. Moore to
contact Mr. Watson in Jacksonville on this matter; and Mrs. Wallace
said this matter should also be checked with Mr. Hawkins. Motion
was unanimously carried.

Mr. Banks moved that Mr. Kain be authorized to proceed with R~ssell &
Axon for a short term contract proposal so that it will be ready as
soon as this is approved to go out for bids, Mr. Boos seconded and
it was unanimously carried.
Mr. Banks moved to. proceed with this proposal covering the entire sewer
system and have Mr~ Kain, Mr. Moore, Russell & Axon, and others in the
city who need to be consulted on it to geb our application ready with
all our plans for H. U. D. so that we can qualify as soon as possible
for completion of our entire system. Nr. Boos seconded and it was
unanimously carried.
Mr. Sander brought up the matter of closed circuit TV inspection and
stated that a decision should be made to precede that by doing infil-
tration tests before going into that particular expenditure. He stated
that this is less expensive than closed circuit repair.
~ir. Kain asked Russell & Axon to present by letter the ~m~.ry of what
this involves and what services would he required concernir~ infiltration
tests.
Mr. Boos asked Mr. Kain to check into the feasibility of acquiring
equipment to take care of emergencies and make a report to council show-
lng the advantages and/or disadvantages of owning or renting this
equipment.
Mr. Boos moved that Mr. Kain be instructed to have the city engineer
give us a reconm~ndation on this equipment at the earliest possible time.
Mr. Banks seconded and it was unanimously carried.
Mr. Boos moved for the payment of the following bills for rental on
the pumping equipment:
