Minutes 05-11-17MINUTES OF THE ARTS, COMISSION MEETING HELD ON THURSDAY MAY 11, 2017, AT 6:30 P.M., FIRE STATION NO. 2, TRAINING ROOM 2615 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Robyn Lorenz, Vice Chair Debby Coles-Dobay, Public Art Manager Cindy Falco-Dicorrado Golene Louis (Arrived 6:50 p.m.) Anderson Slocombe Clovis Moody, Alternate ABSENT: Kim Weiss, Chair Lauren Huff Susan Oyer I. CALL TO ORDER In the absence of the Chair, Vice Chair Lorenz called the meeting to order at 6:34 p.m.. II. ROLL CALL OF MEMBERS Self -introductions were made. A quorum was present. III. AGENDA APPROVAL Mr. Slocombe moved to approve the agenda. Ms. Falco-Dicorrado seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES A. April 13, 2017 Ms. Coles-Dobay noted on page seven, the top three art works were mentioned in the Strategic Plan Document Discussion on page five of the minutes. On page seven, second paragraph from the bottom should be "Artists with Autism" and on page eight, "The temporary location of the donated Moonfish is currently at the Ghik dFen'e Gnheelhe eco r ureum. Ms. Moody seconded the motion that unanimously passed. V. ANNOUNCEMENTS/REPORTS A. Saturday, May 20, 8L00 a.m. - 1:00 p.m. Conrad Pickel Celebration: http://bit.ly/BB17CP. Ms. Coles-Dobay had forwarded the above link for additional information and noted the Arts Commission had discussed the event at the last meeting. The tour is 8 a.m. to 10:30 a.m. followed by lectures in the City Library Program Room. One lecture regard- ing Conrad's Historic Timeline will be given by Warren Adams, the City's Historic Preservation Planner, and Dr. Ginger Pedersen will discuss one of the largest stained glass windows in the County located in the Iglesia Adventista Church in West Palm Beach. Paul Pickel, Conrad Pickel's son, will discuss a new book, "A Tapestry in Stained Glass" just published by Gene Moody, about Conrad's work and life. Limited copies of the book will be available for sale. She hoped all could attend the event. It was noted there are 16 seats available on the tour bus. B. Wednesday, June 7, 5:30 p.m. to 7:00 p.m., Cocoanut Dreams exhibit recep- tion in the City Library Ms. Coles-Dobay advised Cocoanut Dreams is a wonderful exhibit she hoped the members would see. Janet Devries and Dr. Pedersen wrote several historical books about the area and discovered the photos on E -bay. They purchased them and had them printed on canvases. The photos nicely depict the area. The photographer was Romyn Pierson, III, whose father owned property along the ocean in the Ma- nalapan/Ocean Ridge/Palm Beach area, and the photos were taken between 1912 and 1922. She noted the contrast between then and now was interesting. There will be a book in the Library Resource area that patrons can view showing the picture and a short story about each photograph, providing a historical reference where the photograph was taken, the stories behind the family and more. There will be a reception on Wednesday June 7th from 5:30 p.m. to 7 p.m. which she hoped the members would attend. At- tendees will receive a sprouted coconut in a pot. C. Saturday, July 29, 10 a.m.-12 p.m., Breaking Barriers, Artists With Autism ex- hibit reception at the Civic Center. Vice Chair Lorenz announced the event was approved at the last meeting. The exhibit was installed at the Civic Center and there is wonderful artwork. There will be several ta- bles laid out at the reception and additional artists will have artwork for sale with prices ranging from $30 to $150. The artists brought their artwork, helped hang it and are very involved. Proposal for future Photo Poems exhibit at Civic Center Ms. Coles-Dobay had provided information in the meeting backup and commented she did not have any photos to show the members. She explained Karen Christenson takes photos of wildlife and the outdoors from many different locations and creates poems for each photo to create interest in nature. She proposed to have an exhibit at the Civic Center and wanted to invite Green Cay and Wakodahatchee patrons to help promote it. Mr. Slocombe preferred to see the photographs beforehand. Motion After brief discussion, Ms. Falco-Dicorrado moved to table the item to the next meeting. Mr. Slocombe seconded the motion that unanimously passed. B. Plans for 500 Ocean Grand Opening celebration and Albert Paley, Avenue of the Arts artwork reception (Ms. Louis arrived at 6:50 p.m.) Ms. Coles-Dobay explained there will be a 40 -foot Albert Paley public art sculpture at the 500 Ocean project. The signature piece will be located at the site and six to eight pieces will be along the Avenue of the Arts. Some pieces are 18 -feet high and weigh about 6,000 pounds. Other pieces were 2,000 or 3,000 pounds and cranes will be used to install them when they are shipped from Rochester. She noted it will be quite an ex- hibit. Ms. Coles-Dobay had met with Mr. Paley earlier in the day and they walked the Avenue to survey sites. At the next meeting, Ms. Coles-Dobay will bring images of the artwork. 3 Meeting Minutes Arts Commission Boynton Beach, Florida May 11, 2017 She pointed out in 2013, 12 of his pieces were on Park Avenue in New York. He is a high caliber artist. The goal to coordinate a reception for the Avenue of the Arts artwork with the Grand Opening of the 500 Ocean project was working out well. Ms. Coles- Dobay had remained in contact with the studio and the developer, LeCesse and they like the idea so much, the City, LeCesse, and Cambridge Management Company, who will manage the development, would assist with the Grand Opening as a collaborative effo rt. 500 Ocean has a residential and commercial component. The residential part will be complete and there is a pool area, garden and two separate courtyards. The Grand Opening reception will take place in the courtyard on Friday, October 13th by invitation only, from, 5 p.m. to 7p.m. outside and then attendees will walk to the plaza for the un- veiling at 6 p.m. Announcements and activities are planned. Mr. Paley will be present and Ms. Coles-Dobay wanted City officials and other regional dignitaries to be present. In additional to the sculpture unveiling tours of the apartments, amenities and the grand entryway will be given. They also have electric vehicles to shuttle residents to the beach and for this event, tour the Avenue of the Arts. Docents will be at the sites to provide information on the pieces. The party cycle will also be used. On Saturday, October 14 and Sunday October 15, 2017 there will be a grand opening for the public. The City and CRA are contacting area businesses as the renters will be fairly new to the area to familiarize them with local establishments. They will donate in- formation or give discounts and have drawings the entire weekend. Ms. Coles-Dobay noted the sculpture installations will take place is in mid-August. The commercial por- tion will not be 100% leased. As of May 5th, 347 units are rented and the developer is trying to obtain the Certificate of Occupancy in May. When the sculpture is installed they will install pavers and then the landscaping. The October 13th date was selected and Mr. Paley will be present. Usually Mr. Paley charges to attend and speak; however, he waived the fee. There will be some expenses to the AIPP, but not all of them. Mr. Slocombe asked if all of the artwork on the Avenue was for sale and learned it was. The Palm Beach County Cultural Council has a marketing program in Chicago, Boston and New York and they were looking at using digital advertising there as the market is specific to those areas and customers. They planned to offer a package to come to South Florida and attend an exclusive cocktail reception Thursday night with Mr. Paley and then be invited to the other events to enjoy over the weekend. A renovated bou- tique hotel called Sun Dek on Ocean Drive in Ocean Ridge is beautiful and has about 17 rooms. Mr. Paley will stay at Sun Dek free of charge. Many efforts are being made to attract this type of clientele to the City and area. Ocean 500 has units ranging from 695 square feet to about 2,000 square feet and when renters have visitors, they can stay at Sun Dek. There are many partnerships being formed. IX. UNFINISHED BUSINESS A. Top 7 AIPP program benefits CI Meeting Minutes Arts Commission Boynton Beach, Florida May 11, 2017 Ms. Coles-Dobay conveyed the Arts Commission members are ambassadors for the AIPP program and at the last meeting, they had discussed the top seven benefits and then made revisions. Ms. Coles-Dobay sent the revisions to the members and received one response back. The City is working on its strategic plan initiatives and Ms. Coles- Dobay wanted to include these initiatives so the members would have a reference of what the City, as a whole, is striving to accomplish. She thought it is helpful for the members to be familiar with the goals as it is the best way to engage residents, elected officials and staff. Motion Mr. Slocombe moved to approve. Ms. Louis seconded the motion that unanimously passed. Ms. Lorenz asked where the Moonfish would be located for its permanent location. Ms. Coles-Dobay explained the item should have been included under Unfinished Business. X. FUTURE BUSINESS A. Town Square Plan & public art Ms. Coles-Dobay explained there were three finalists for the public private partnerships for the Town Square Plan. They went through a committee who recommended E2 to the City Commission and they were approved. The team is negotiating a contract. She for- warded an actual link to look at the plans so the members can review the information for the next meeting. The plans are not etched in stone. The company still has to meet with staff and hold charrettes. Mr. Slocombe explained the strategy now for the compa- ny, moving forward, is to take ideas from earlier charrettes and embellish them while looking at how to make the project financially feasible. The current City Hall location could have store fronts, offices and rental areas and be mixed use. A hotel on the corner of Boynton Beach and Seacrest Boulevards was also included. The City had specified certain items they wanted to include in the plans such as the Old High School. In addition to recreational activities, there will be cultural activi- ties. Ms. Coles-Dobay noted Boynton Beach has the 7t" best community band, the Gold Coast Band, in the country and the City will have a theater, which will be included in the Old High School as the cultural center. The Schoolhouse Children's Museum and the Library will stay. The plan looks like having a City Hall attached to the Library and the area near the amphitheater and Kids Kingdom will be moved to another open space ar- ea. Each developer has to determine how to maximize their profits to bring the project to fruition. There will be a fire substation and the police will move to High Ridge Road at Gateway Boulevard Ms. Coles-Dobay thought as a Board, there are suggestions that can be made. Ms. Coles-Dobay noted eco art could be easily incorporated into the plans as could green walls and kinetic art. 5 Meeting Minutes Arts Commission Boynton Beach, Florida May 11, 2017 Ms. Falco-Dicorrado asked what Boynton Beach will be known for. Mr. Anderson ex- plained the City is the Gateway to the Gulfstream. Discussion followed Miami is posh and Delray is charming. Ms. Coles-Dobay explained the Arts Commission has devel- oped descriptions for the different districts in the City. Mr. Slocombe explained there are many elements that will come together piece -by -piece. Ms. Moody inquired about the end vision and learned it was contained in the Master Plan. Ms. Coles-Dobay ex- plained the members could review what the Board put forth and view visuals. It will help create the vision and character for the City and the Town Square will be the catalyst. Ms. Louis commented what is being planned would attract people and explained when she lived in Miami, there was a billboard that said Stay in Miami, Party in Palm Beach. She thought it was important to brand or market what the City has. Delray Beach has Atlantic Avenue. When Boynton Beach has more, they can help with branding to attract new people. Mr. Slocombe explained what is being envisioned now will be different in the future. It will evolve, but it was important to have a cohesive plan. XI.
