Mayor Mahoney called the meeting to order at approximately
9:25 a.m. The meeting had been called with the consent of the
entire Council for the purpose of making certain appointments to
fill vacancies in the P~lice Department.
Resolution 65-W
Mr. Moore read Resolution 65-W which appointed present
Assistant Police Chief Mike Stromick to the position of Acting
Police Chief from June 3rd to June 1?th and to the position of
provisional Chief of Police from June 1?th until such time as he
is certified by the Civil Service Board as having served his
probational period. Mr. Archie moved the adoption of Resolution
65-W. Mr. Banks seconded. Motion carried %-0.
Mayor ~iahoney presented Chief Stromick with his badge and
instructed the City Clerk to administer the Oath of Office to him
prior to June 3rd.
Resolution 65-Y
The City Attorney explained to Council that in order to fill
certain vacancies in the Police Department the Civil Service Rules
would have to be amended to provide for a waiver by the City
Council in regard to time in grade for inter-departmental promo-
tions~ provided all other ~quirements were met. ~r. Moore read
Resolution 65-Y which amended Section 4, Article 4 as above
stated. ~r. Archie moved the adoption of Resolution 65-Y.
Mr. Banks seconded. Motion carried 5-0.
Mr. Kain called the Council"s attention to a memo from
the Personnel Officer which noted the need to amend the Civil
Service Rules as above stated, in order that examinations could
be held for the position of Assistant Police Chief. The City
Manager recommended that the Civil Service Rules and Regulations
be waived insofar as time in grade were concerned for the purpose
of filling the position of Assistant Police Chief, since no

personnel, otherwise eligible to fill the po$ition~ had suff-
icient time in grade to qualify h~m to take the examination.
Mr. Archie moved that the City Y~nager's recommendation be
accepted and that the rules be waived as allowed by Resolution
65-Y, and that immediate examinations be held to fill the posi-
tion of Assistant Chief of Police. Mr. Madsen seconded. Motion
carried 5-0.
Resolution 65-X
Mr. Moore read Resolution 65-X ~ich commended Chief of
Police James Erwin for his service to the City. Mr. Madsen moved
the adoption of Resolution 6~-X. Mr. Banks seconded. Motion
carried 5-0.
Resolution 65-~
Mr. Moore read Resolution 65-Z which commended Ze11 Taylor,
who had recently resigned as Superintendent to Public Works.
Mr. Archie moved the adoption of Resolution 65-Z. Mro Banks
seconded. Motion carried 5-0.
Resolution 65-,A~_
~4r. Moore read Resolution 65-AA ~hich declared a nuisance
Lots 56, 72 and 73 Lav~s Subdivision and directed the City Clerk
within five days from the date of the Resolution to forward
written notice to the owners directing them to abate the nuisance.
Mr. Archie moved the adoption of ~esolution 65-AA. Mr. ~adsen
seconded. Motion carried 5-0.
Ordinance 6~-21 ~ 2nd Readin~
Mr. ~oore read Ordinance 65-21 by caption only for the
second reading. The ordinance affected annexation of the Aiken
Tract located in Benson Bros. Subdivision. Mr. Madsen moved
that the ordinance be adopted on second and final reading.
