CALL TO ORDER Amy Blackman, Recreation Superintendent Wally Majors, Recreation and Parks Director Glenda Hall, Forestry and Grounds Manager Brigitte Chiappetta, Prototype, Inc. The meeting was called to order at 6:37 p.m. by Wally Majors. II. ATTENDANCE Roll was called, and a quorum was present. III. APPROVAL OF MINUTES Motion made by Ms. Stern, seconded by Ms. Mondello, to approve the minutes of the March 27, 2017, minutes as written. Hearing no opposition, the motion passed. Mr. Majors stated that the next meeting is scheduled for May 22, 2017, not May 24, 2017, as noted on the agenda. IV. UNFINISHED BUSINESS A. Quantum Park site Mr. Majors recommended tabling the item until Ms. Pierce -Roe and Mr. Kanter can be present. There was no objection. V. NEW BUSINESS A. Girl Scout park site Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida April 24, 2017 Mr. Majors announced that Eric Ammon, who had sent an email regarding the park, was present. Mr. Ammon is a resident of the Chapel Hill community and asked to meet with the Board. Mr. Majors suggested that he also attend the May meeting, when Mr. Kanter and Chair Pierce -Roe could be present. Mr. Ammon, 3100 Fernwood Drive, talked about his discovery of Girl Scout park. He said there is only one small park within walking distance of his home. Mr. Ammon said he and his wife are committed to helping the community, and want to help develop a larger park near their community. Mr. Ammon runs Paramount Business Jets, and he said he could solicit corporate funds from his clients to help develop the property. Mr. Ammon acknowledged some residents have concerns about increased traffic or parking problems. He recalled talk of making it a pedestrian or boat (kayak) park. He thought a small parking lot towards the highway end would work, with no cars allowed in the park. Mr. Ammon stated that he and his wife are committed to going door-to-door if a petition is needed, or to get people to show up to a meeting if needed. Ms. Mondello mentioned that maintenance would be a big issue, and Mr. Ammon said he had thought of setting up a foundation for the park for those needs. Mr. Majors noted that there is interest in both Girl Scout park and the Quantum Park site, and they are both part of the blueway/greenway/bikeway plan. He added there is funding in the budget for planning and conceptual design for two park sites - one might be Barrier -Free park. The second could be either Girl Scout Park or Quantum Park. A design would allow them to project the development costs, and both parks would be passive. He said they will keep the item on the agenda for several months, with a target decision date of June. B. New Department Staff Mr. Majors said they have a new pool supervisor with a comprehensive background. They are in the process of interviewing for the crew leader position ("handy -person"). In addition, the application process is underway for an outreach/marketing/sponsorship manager. C. Pool Schedule Changes Mr. Majors said the summer pool hours are Tuesday through Saturday, 10:00 a.m. - 5:00 p.m., and the summer camps will still be able to go to the pool. D. Grant updates (Barrier Free Playground, Channel Markers, Kayak/Canoe Dock) K Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida April 24, 2017 Mr. Majors reported as follows: • Grant for playground placement at Barrier Free o At final stage of design o By June/July, ask for approval from the City Commission to purchase and install the playground o 180 days to install • Buoy Markers replacement o At Oyer Park o $10,000 toward the project • Kayak/Canoe Dock o At east side of Intracoastal Park Clubhouse o Handicap accessible E. Upcoming Events • Mother's Day Tea at Intracoastal Park Clubhouse, May 11, 11:00 a.m. Mr. Majors mentioned that summer camps are at 900/0 capacity now. Ms. Blackman said they are adding a teen camp. Ms. Johnson wondered if the dock at the Intracoastal Park Clubhouse would affect the boat speed at the area. Mr. Majors said he could find out if it is a no -wake zone and said he has asked the vendor to notify him of any issues involving kayaks. Glenda Hall mentioned that the area where the kayak launch is presently located in a mitigated mangrove area, and it needs to be relocated. The new dock will not increase the launching capacity. Mr. Majors advised they will install added signage as a precaution regarding the current and boat traffic. The vendor provides a measure of oversight. VI.
