The Rev. Earl Downey~ First Presbyterian Church, gave the invo-
cation. The Salute to the Flag was led by Councilman Banks.
Mr. and ~rso Carlton Irons were introduced in the audience
as citizens in attendance at the special invitatio~ of the
City Couneil~ The ~ery Important Citizen Program" was being
initiated to foster citizen interest in the Council meetings.

Mr. Banks moved that the minutes of regular meeting of
April 5, 1965, be approved as submitted. ~ro ~adsen seconded.

~r. Madsen moved that minutes of special meeting of
April !2, !g65~ be approved as submitted. ~ro Archie seconded.

they did not attend the meeting,

Librar~ Addition
Mr. Kain reported to Council that at the suggestion of
several interested groups of citizens and also.he Library Board
he would recommend that the plans for expansion of the library~
for ~Wnioh $7500.00 had been budgeted in this fiscal year, be
extended to include an expenditure of a total amount of approxi-
mately $13~000.00, the remaining $6~500.00 to be appropriated
in the 1965-66 budffet year, and that plans be authorized for
the expansion of the library as soon as possible. ~.~. Archie
moved that ~r. Kain be instructed to advise the architect of
the desire of the Council to expand the plans for the library
to include an additional expenditure from the coming year's
budget and request him to draw up plans and specifications in
the amount of $13,000.00 and that the plans and specifications
be ready for an anticipated start of construction in July or
August. ~r. ~adsen seconded. Motion carried 5-0.

Due to a recent disintement from one of the above lots
Kenneth G. Colcord had requested that the City repurchase
the lots as the Colcord family had no further need for them.
~r. Boos moved that the lots be repurchased in the amount of
the purchase price, Mr. Banks seconded. Motion carried

Ordinance 65.~ - Annexation of City Property
~r. ~oore explained to those present that there had
evidently been some misunderstanding bya~oining property
owners of the City's desire to annex property to the west of
the City which was city o~ned and that it was his recommendation

in view of the strong objections voiced by the property owners
and also the effect the annexation might have on the acquisi-
tion of Congress Avenus right of way that the annexation pro-
ceedings be discontinued. Mr. Banks moved that the recommenda-
tions of the City Attorney be accepted and the annexation pro-
ceedings be discontinued in addition to the cancellation of any
additional advertising in the newspaper. Mr. Archie seconded.

Street PavinE -.Assessment MOlls
Mr. ~oore informed.Council that the assessment rolls had
been completed on the following street paving pro~eets:
S. W. 4th Street between Ocean Avenue and S. W. 1st Avenue
N. E. 4th Avenue from N. E. ~th Street to F. E. O. Railroad
That portion of S. E. Mhd Street lying between S. E. 12th
Avenue and a point approximately 296 feet northerly there-

Railroad.
Mr. Moore recommended to Council that they accept the rolls as
presented and approve them and establish a public hearing date.
Mr. Madsen moved that the rolls be accepted and approved and
that a public hearing be held on i~y ~rd and be so advertised.
Mr. Banks seconded. ~otion carried 5-0.
Resolution 65-T and Resolution 6~-U
A petition bearing the signatures of the owners of 64.78%
of the front footage involved which requested the paving on an
assessment basis of S. E. 9th Avenue from S. E. 1St Street east-
ward to the terminus at the Florida East Coast ~ailroad right
of way was presented to Council. Als0 pre~ented ~o Council
was Resolution 65-T~ declaring the necessity and directing the
Superintendent of Public Works to prepare cost es~imates~ and
Resolution ~5-U, presenting said estimates and setting a hearing
date. Mr. M~ds~n moved that Resolutions 65-T and 65-U be
passed. Mr. Archie seconded. Motion carried 5-0,

Rev. Earl Downey~ pastor of the First Presbyterian Church
spoke as a member of the Inter-Racial Committee and told the
Council that when the matter of moving the Bahama Bar came up
no other bar would open J the old location. He said that he
