Nayor Banks called the meeting to order at 7:30 p.m. The

21st be approved. Nr. Archie seconded. Notion carried 4-0.

Approval,~of Purchas~ of Acrolein felt Eradication of Elodea in, Canal~
~. Kain recommended to Council that they approve the purchase
of 424 gallons of Aerolein from Southern ~ill Creek ProduCts, Tampa,
Florida, confirming an order p~ced on December 28th at a total
price of $~,088.00, $4,000 of which had been budgeted for this; the
remaining $i,08B to be appropriated from the contingency fund.
Nr. Nahoney moved that the purchase be approved as recommended by
the City Nanager. ~. Archie seconded. The material was to be
delivered to the Nosquito Control District for application by thei~
licensed ~Pplicator, N~ Seabrook. Notion carried 5-0.

Nr. Archie moved that the Budget Report, tabled at the last
meeting, be removed from the table. Nr, Nadsen seconded. Notion

Two apparent bids were received on the one base station and
four mobile radio units, however, the envelope from General Electri~
contained a letter stating that on a previous request for bids,
specs from a competitive company had been used and since their
equipment would not meet the specifications, although lower, they
were not awarded the contract. There was no figure enclosed. The
other bid from ~otorota was not opened. ~r. Mahoney moved that the
bid from ~otorola be held unopened and that Nr. Eai~ be instructed
to endeavor to secure other bmds by personal contact and that he
contact General Electric as to our specifications and ~hat was
unfair with them. Nr, Archie seconded. Notion carried 5-0.

Mrs. Padgett read a letter addressed to Walter A. Nadsen
siting his dedication to service, backing up his view that Coun-
cil should have supervisory authority over all department heads,
and urging a three year contract for the City Manager. The
letter was signed by John J. Ryan.
PUBLIC HAL~-HOUR
Mrs. Emily Jackson presented the Council with a petition with
twenty-five signatures~requesting that the City adopt state elec-
tion laws at the next legislative session.

Service plaeques were presented by Nayor Banks to Gene Moore,
Madsen, Mr. Archie, ~rs. Padgett, Mr. Summers, Mr. Nahoneyand
Eain. Mr. Mahoney presented Mayor Banks ~ th his service
placque,
Mayor Banks formally accepted the American Eagle which had
been mounted on the wall behind the Council table as a gift of
City Hall employees.
Mr. SM ers, re~lrmng Councilman, gave a brief talk in ~hich
he thanked the Council and wished them well.
NEW BUSINESS
Lustallation of 1965-66 Councilmen
The City Clerk administered the Oath of Office of Council
Members to Messers. Madsen, Banks ~nd Boos. The oaths were signed.
The Oath of Office was given to Mr. Nahoney as Mayor and Mr. Madsen
as Vice Mayor, respectivel~ The Oaths were signed.
Mr. Banks presented ~yor Mahoney with the gavel. Mr. Summers
was presented his name plate from the Council table.
Mr. Madsen and Mr. Boos and ~ayor ~ahoney made brief statements
accepting the honor and duties bestowed on them.
Mr. Archie moved that the Council abide by the modified
Roberts' Rules of Order. Mr. Madsen seconded. Motion carried 5-0.

He said that he was glad the Council had seen fit to appoint men
fandliar with the particuler business of the Board on which they
were appointed. He saw, however, no qualifications set forth for
membership on the Planning and Zoning Board. He asked that the
