NINUTES Nr. Mahoney moved that the minutes of regular meeting of Nov- ember 16th be tabled until the next meeting in order that they could be clarified with regard to Ordinance 64-22. Nr. Archfe seconded. Notion ca~ied 5-0. Mr. Arehie moved that the Council accept as written the minutes of special meetings of November tSth, November 23rd, December 2nd and December 3rd. Mr. Mahoney seconded. Motion carried 5-0. PUBLIC HALF-HOUR Albert Wehrell, 938 Isles Rd., lauded the Council for the speedy trash collection following hurricane Cleo, the beautification program and the sewer program. Emil Freun~, Riviera Drive in Lee Manor Isles asked about plans for paving of Riviera D~ive. He was told that it would be completed as soon as possible. Mr. Archie presented a number of suggestions ~hich he said that he would like to see accomplished in the coming fiscal year. They were as follows: The letting of bids for island maintenance on Federal Highway to regular lawn maintenance companies instead of leaving it to city crews. A survey be mmde of all street repair and storm drainage needed for the next five or ten years, with the idea of borrowing ~180,000 or ~200,000 to do the ~o rk now and repay the debt with the yearly ~udgeted ~l§,OO0 for street repair. Study and revaluation of the Master Plan. -1- M I N U T E S City Council Boynton Beach~ Fla. December 7, 1964 4. Complete study and revaluation of licensing ordinance and licensing fees. 5. Complete Charter revision for the 1965 Legislature. 6. Revitalization of the downtown section. New boat ramp and improvements to facilities in the north end of town. PUBLIC HAARING 8:00 P.~f. Ordinance 64-24,,- Conditional Use for Medical and Dental BidE. Lot 15, School Road Estates (Unrecorded) Public Hearing on a request by Dr. John A. Walker for a condi- tional use of acreage parcel in Sec. 33-45-43 known as Lot 15, School Road Estates (Unrecorded) was called. There were no objec- tions presented to the Council. It was requested that the record show that Dr. Walker was present in the audience. Mr. Moore read Ordinance 64-24 which granted the request for the conditional use to build a medical and dental center. Mr. Mahoney moved that Council approve the application of Dr. Walker for perm~ssio~ to construct a medical and dental build- ing and approve 0~dinanc~64-24 on first reading, passed to second reading. Mr. Archie seconded, Motion carried 5-0. Request for Rezonin~ E. 43.33' of Lots 1, lA and 2 Lee Manor Isles frgm RiAA to C-1 This request from Properties Unlimited, Inc. of 1120 South ~ Federal Highway had been considered by the Planning and Zoning Bearo at their meeting of November 5, 1984. The request was opposed in a petition bearing eleven signatures of property owners in the sur- rounding area. In addition there were sixteen peop~ in the audi- ence who objected to the zoning request. The Board recommended denial. There was no one present speaking in favor of the requested change. Several of the petitioners were present. Nr~ Nahoney and Mr. Paul Harrin8ton requested that the record show tha~ representa- tives of the same group of people that objected to the Planning and Zoning Board were present at this time. Mr. S~mmers moved that the request for a zoning change from RiAA to C-1 on the E 43.3~' of Lots l, lA and 2 less Hwy R~¥ Lee Manor Isles be denied. ~r. Madsen seconded. Painting and l~aintenance V~ater Towers Nr~ Nahoney moved be removed~from the table. 5-0. that the bill in the amount of $6,000 Mr. Summers seconded. ~otion carried ~ro Kain informed council that the contract was authorized by council action on August 20, 1982 and was formally executed on September 7th of that year. Funds were encumbered in the followi~ accounts in the previous year's budget: 280Z~A - ~80S 280Z10B - $2,200. Mr, Kain recommended payment from these accounts. ~r. Nahoney moved the bill be paid as recommended by the City Nanager. Nr. Archie seconded. Notion carried 8-0. 2. Tropical Acres Restaurant, Inc., for Board Dir~ner ~r. Archie moved the bill from Tropical Acres Restaurant for the Board Dinner in the amount of $8~7.S0 be paid from account 820G1A. Nr. ~ahoney seconded. Motion carried ~-0. ~. ~ard Engineering Traffic Light Controller North 10th Avenue Mr. Kain recommended that the bill in the amount of for a traffic light controller, cabinet and wood pole mounting brackets, for the installation of a traffic light an Seacrest Blvd. and North 10th Avenue from ~ard Engineering be paid from account ~800, Mr. madsen moved the bill be paid as recommended. Mr~ Archie seconded. ~otion carried 8-0. American Cast Iron Pipe Company - 1~8~-8A Pipe Contract The total bill in the amount of ~9,~08.S8 represents the entire amount of pipe purchases for the previous fiscal year as per contract. Mr. Archie moved that the Council authorize payment to the Ame~ic~u Cast Iron Pipe Company in the amount of Mr. Summers seconded. Notion carried ~0. P__roDerty Grant - Lot 28. G!e~ Arbor Addition .~1 Mr. Noore reported to Council that his investigation of the offer of conveyance fr.o~.Joseph C, Bates of property known as Lot 28, Glen Arbor Addmtmon ~l had revealed that the property was of doubtful value to the City, however, there was a possibility -3- MII~ UTES City Council Boynton Beach, Fla.
