Call to Order Ms. Coles-Dobay, Public Art Manager Chair Weiss called the meeting to order at 6:30 p.m. II. Roll Call of Members Self -introductions were made with the above members noted as present. III. Agenda Approval Ms. Oyer wanted to add comments to the agenda unrelated to the agenda. Motion Ms. Weiss moved to add informational items from the Board members to the agenda after they approve the minutes. Ms. Lorenz seconded the motion that unanimously passed. IV. Approve Meeting Minutes A. May 13, 2017 minutes Motion Ms. Oyer moved to approve the minutes. Ms. Falco-Dicorrado seconded the motion that unanimously passed. Meeting Minutes Arts Commission Boynton Beach, Florida June 8, 2017 V. Informational Announcements Ms. Oyer was recently in England and met sculptor, Fidan Bagirova, who is installing a large piece at the World Trade Center. She gave Ms. Oyer her card and requested, if Ms. Oyer was aware of anyone wanting sculptures to forward them to her. She thought if Ms. Coles-Dobay was developing a list of artists for the upcoming development, Ms. Bagirova could be added to the list. Ms. Lorenz pointed out Ms. Bagirova may know kinetic sculptors. Rick Maharajh was present and advised he is a member of the CRA Advisory Board and is an Ambassador for the Chamber of Commerce. He has been a resident for about 20 years. He was present to observe. VI. ANNOUNCEMENTS/REPORTS A. Saturday, May 20, 2017 at 8 am - 1 pm, Conrad Pickel Celebration - report Ms. Oyer explained this was the fourth time she attended the event. Several of her students and many people from outside the City attended. She favored adding Bernard Thomas to the next event, and advised Warren Adams, Historic Preservation Planner, is working on gaining access to Gallery Fantasia. She advised the church next to her home has stained glass work by Conrad Pickel which she thought should be explored and she thought it would be nice to see something different in the next event. She noted Conrad Pickel still has some old work on Industrial Avenue. Ms. Falco-Dicorrado thought the tour was informative. Part of the tour included Boynton Memorial Park and she thought the stained glass was nice but the condition of the furniture and pews was dingy and brief discussion followed about upgrades and repairs being made at the cemetery. Dr. Ginger Pederson did an exceptional job and encouraged attendees to visit a church in West Palm Beach as Mr. Pickei created the largest stained glass in Palm Beach County there. She encouraged people to visit it. B. Wednesday, June 7, 2017 at 5:30 to 7 pm, Cocoanut Dreams exhibit reception - report Ms. Weiss announced the reception. She, Ms. Coles-Dobay and Ms. Falco-Dicorrado had attended as did Ms. Moodie. All agreed it was very nice. Mr. Maharajh attended and also won a coconut. Ms. Moodie attended towards the end of the reception and liked how Janet DeVries obtained the photographs. She displayed them and noted the Arts Commission would receive 10% of any sale of the artworks. About 40 people attended and the presentation was very nice and attendees had several stories to share about some of the pictures. (Golene Louis arrived 6:51 p.m.) VA Meeting Minutes Arts Commission Boynton Beach, Florida June 8, 2017 Ms. Oyer sent pictures to the Lake Worth Pioneer Association in the hope that members could identify some of the individuals in the pictures and attend the event. C. Saturday, July 29, 2017 at 10-12 noon, Breaking Barriers, Artists With Autism exhibit reception at the Civic Center. Chair Weiss announced the Breaking Barriers, Artists with Autism exhibit and advised the artwork was already installed. The reception was July 29th and all were invited to attend. D. Healing Grounds final art presentation for approval Ms. Coles-Dobay had sent members information about the Healing Heart Grounds building on 222 W. Boynton Beach Boulevard and explained it is a holistic veterinarian clinic. Clientele go there for holistic treatment for their pets and themselves. The Veterinarian offers homeopathy, acupuncture, chiropractic, cold laser and others. Dr. Nancy Keller has been in the area for 30 years and this was a passion of hers. Ms. Coles-Dobay advised she has a waiting list. Dr. Keller took two old homes that were attached and created a veterinary facility. They had originally presented a gate for the public art requirement which did not meet the Art in Public Places requirement, so they got a sculpture and the Arts Commission approved the concept, artist and placement. The value of the piece was $4,500 and they only needed to spend $2,600. Visuals of the piece were viewed. (Mr. Slocombe arrived at 6:57 p.m.) Motion Ms. Lorenz moved to approve the location and the sculpture. Ms. Oyer seconded the motion that unanimously passed. VII. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING A. NONE VIII. NEW BUSINESS A. Proposal for future PhotoPoems exhibit at Civic Center At the last meeting, PhotoPoems was presented to the Commission for a potential exhibit, but the members preferred to wait to see actual images. Ms. Coles-Dobay 3 Meeting Minutes Arts Commission Boynton Beach, Florida June 8, 2017 obtained exhibit examples from her Facebook page and included how the photos and poems would be displayed in the meeting back up. The purpose of her exhibit was to create interest in nature as she perceives it and she wanted to invite different organizations to the reception to not only increase awareness of the outdoors, but also expose them to the Art in Public Places program. Discussion followed the Sierra Club has a sizeable membership and if there could be signage at the Loxahatchee and Wacodahatchee Preserves announcing the exhibit, which would be displayed September through December 2017. Exhibits typically run four to six months. The members discussed whether there is enough of an audience to warrant the exhibit for that amount of time. Chair Weiss takes pictures at Wacodahatchee and follows their Facebook pages, noting there are amazing photographers that post on these pages. If the Photo Poems artist is somebody that is in touch with these people, they would likely be supportive. Chair Weiss could see an exhibit with many photographers, but not the poems. Ms. Coles-Dobay explained there is no other group that wants to exhibit at this time. The Arts Commission could issue a call to artists for a nature themed exhibit, but the Civic Center has limited space and limited access. This could be a turnkey artist, but other groups have their own contests. She suggested in the future, the Arts Commission collaborate with them so when they have their contests they can show at the City's venue. Ms. Coles-Dobay commented if this is done, the Arts Commission may want to consider the exhibit at the Library. In the past, there were three different artists and they collaborated on three different artworks for the Art in Public Places Program. A photographer, illustrator and painter, showcased their own wildlife work, and it was very high end. Ms. Coles-Dobay commented she can bring in the exhibit schedule and look at slots and decide what they want to see in the future for an exhibit. Ms. Coles-Dobay noted the Art in Public Places program hosted the Palm Beach County Teachers Association who just come in and shown their work. After, they had Women in Visual Arts which was terrible. There was no promotion. She did not want to showcase artwork just to put on the wall. It must have a purpose. She was very disappointed in the Women in Visual Arts exhibit. All of their work is judged and there was a judge from South Carolina that was in town that that judged the exhibit. They filmed him going around critiquing each piece and no one looked at the video. They just came in to pick up their checks because they won an award. Ms. Oyer suggested a month display may be more appropriate than a four month as more exhibits could draw more if there was more of a variety. Ms. Huff inquired if the artist would be open to a poetry slam and putting the photos on a slideshow with the pictures in the background. She thought people may feel more connected and doing so would eliminate having more artists. It would be a nicer event. Ms. Moodie suggested the Arts Commission ask for a participant engagement piece and detail what it is. Ms. Coles-Dobay agreed to bring it to the next meeting and will email it to the members in advance of the next meeting. Ms. Louis agreed. Cl Meeting Minutes Arts Commission Boynton Beach, Florida June 8, 2017 Motion Ms. Oyer moved to approve the exhibit contingent on having an interactive engagement such as a poetry slam at the reception or slam reading. Ms. Coles-Dobay remarked there is a stage in the Civic Center with a big screen and can rotate images. Ms. Coles- Dobay asked if other organizations should attend or have a booth. It was thought Bush Wildlife may be interested in participating as would the Sierra Club and Florida Trail Association. Discussion followed about the reception and there was agreement the reception would be held from 5:30 p.m. to 7:00 p.m. as suggested. If there are booths, people can look at the work, read the poems and listen to her reading. Fifteen minutes was sufficient to discuss the work followed by questions and answers and then have a mix and mingle. They can suggest to her, a portion of the reception be interactive, then she could do her own thing. Vote The motion unanimously passed. B. Albert Paley, Avenue of the Arts artwork selection, placement and estimated cost. http://www.albertpaley.com/index.cfm?Page=Home At the last meeting, the Arts Commission reviewed 500 Ocean and the Avenue of the Arts combined Grand Opening celebration to be held on October 13, 2017. It will be by invitation only from Friday 5 p.m. to 7 p.m. and then open to the public on Saturday and Sunday. The signature piece is the Albert Paley 40 -foot sculpture on the corner of Federal Highway and East Ocean Avenue. The event would host an iconic ribbon cutting and possibly laser lights. A more private reception will be held with Mr. Paley at the Sun Deck in Ocean Ridge later. Board members will be present. The other specially invited attendees should be individuals that have the ability to purchase Mr. Paley's artwork as all of the pieces on the Avenue of the Arts are for sale. Any artwork sold would result in the Art in Public Places Program receiving a 30% commission. It will attract people from all over the nation and world and the Palm Beach County Cultural council is involved. Having the exhibit will do a lot. She noted each year, the Arts Commission has the Avenue of the Arts reception separately, but now that they have this piece, the management team wanted to go with the City and CRA for something more spectacular. The celebration will involve the public and Albert Paley will be available. The Arts Commission had not viewed the actual pieces. The members viewed a map of the Avenue of the Arts. Cavalcade is a 40 -feet tall artwork that will be on the corner. Other pieces for Avenue of the Arts will be on pedestals by Dewey Park, by the 5 Meeting Minutes Arts Commission Boynton Beach, Florida June 8, 2017 apartments on E. Ocean Avenue on the road. Another site will be next to the 211 E. Ocean Magnuson House, another in front of the Civic Center and a parking lot that is an overflow parking lot that has the Winds of Wine there currently. There will be a piece on the corner of Boynton Beach Boulevard and Seacrest. There are only seven pieces chosen due to cost. The artworks are big and must be appropriate to the site. The piece Mr. Paley will install at 500 Ocean is multi -colored, and most of his exhibit pieces are made of weathering steel and some are stainless. All of his work is very abstract. The signature piece by Albert Paley will be the largest sculpture in Palm Beach County. The other challenge the Arts Commission is working on is the Town Square Plan. Pieces will be situated, but later may be moved. Ms. Coles-Dobay reviewed the locations of the pieces as follows: Envious Composure, an 18 -foot tall piece will be located on the corner of Boynton Beach and Seacrest Boulevards by City Hall. This piece is a painted piece. She noted all the pieces for the City will arrive in one piece. There are different parts of the sculpture called "furniture" that is a support structure the crane uses to lift the piece up and put in place. It is a very careful process. Equilibrium will be located in the landscaped area of the overflow parking by the City Hall Garage. The sculpture's support pieces are in different areas and will attach to concrete pads so more may be needed. The purpose of the Avenue of the Arts was to attract people to a redevelopment area and the Arts Commission recognized that pad locations may change as the Town Square plan; Coalescence, a 7'5" tall piece will be located in front of the Schoolhouse Children's Museum; Evanesce is a 9'10" piece which will replace the piece by Tom Brewitz in front of the Civic Center; Moment is 14'5" high sculpture will be located east of the Magnuson House on 211 E. Ocean Avenue; Proscenium, a 13'10" high piece will replace Ying Yang; Stance is 13" high and will be located at Dewey Park; The art will remain for a year. Docents will be available to discuss the pieces during the grand opening weekend. This event is an impressive undertaking. The Arts Commission will seek all types of press coverage especially international. 0 Meeting Minutes Arts Commission Boynton Beach, Florida June 8, 2017 Motion Ms. Lorenz moved to approve the selection, placement and estimated cost of the Albert Paley exhibit. Ms. Oyer seconded the motion that unanimously passed. C. Town Square Plan & public art This item was discussed at a prior meeting. Ms. Coles-Dobay had forwarded a link to the 2016 Strategic Plan and advised the City is still using Americas Gateway to the Gulfstream, but is moving forward to more specific branding and as it evolves, it will change and be refreshed. Ms. Coles-Dobay wanted the members to start thinking about how public art can connect spaces and people for the different elements of the Town Square Plan. She distributed a copy of the plan. The selected respondent to the Town Square RFQ was the E2L Group. They put together a conceptual idea based on what was presented to them to be included. It is a public/private partnership and the design is not etched in stone. Some elements have to be part of the plan as a developer has to make money. Currently, the City is drafting a development agreement and then charettes will take place for public input. The Arts Commission can decide to think about what kind of public art can create place making. The developer is aware the Avenue of the Arts must remain in the plan. City Hall could be moved somewhere else and the former site be mixed use. An aerial was viewed. Kids Kingdom will be moved to a more accessible area and the amphitheater will be moved. There is a lot of green space for the area and connectivity. A hotel was also planned. It was noted there was a need for meeting places and place making which could be designated with public art. Some people want to see a clock. The Arts Commission needs to engage an artist in this space and decide what could happen in the space. Gathering spaces need to be unique. Ms. Coles-Dobay provided examples and she wanted the Arts Commission members to think about what they envision. Ms. Oyer's great great-uncle's house was next to the Civic Center which was the first homesteaded property in the City and she has repeatedly been approaching the City about having a statue there and the family would pay for the bronze plaque. She noted she spoke to the developers repeatedly and they seem to be amenable. She noted the statue would celebrate history. Ms. Coles-Dobay explained the Strategic Plan from 2010 contained information about what would work and did include historical elements. The members viewed a lengthy presentation how art can define public areas and what the community wants. The Seacrest Streetscape project at the intersection of MLK Jr. and Seacrest Boulevards, involved planners and they liked public art for the gateway corner. They engaged the community and they had a public artist approved by the Arts Commission and engaged four different generations come together to discuss what the community wanted to depict about their history, the present and the future. The results are the features on the three corners of MLK and Seacrest Boulevards. 7 Meeting Minutes Arts Commission Boynton Beach, Florida June 8, 2017 (Ms. Louis stepped out of the meeting at 7:58 p.m. and returned at 7:59 p.m.) There is a public artist on their team working with the development group that could initiate the ideas into the plan. Artist Lucy Keshavarz is involved with the group and is very informed with the process. The developer has to commit to public art as part of the project. She wanted the top three art forms the Arts Commission endorsed kept in mind. Pictures of various structures that serve as public art were viewed. It was noted the Art in Public Places guidelines which details what the Arts Commission wants to feature, should eliminate ideas that do not conform to the Strategic Plan. It would be helpful to look at features that relate to Boynton Beach. Ms. Coles-Dobay requested the members send her their ideas with the themes of Glass, Eco and Kinetic Art and where to place it. She also mentioned the Florida Association of Public Art Professionals at the University of Central Florida, had students that presented concepts to engineering and art students and one will become realized. Solace Temptess was a structure that could be a public space and was similar to a sun dial. It uses a solar panel and has benches. At night they are interactive and they light up, create sound. IX. UNFINISHED BUSINESS A. Moonfish kinetic art permanent placement Ms. Coles-Dobay commented currently the Moonfish piece is in a temporary location and the only suggestion she received was to place it at Oyer Park by Boat Club Park. Ms. Lorenz suggested it be located in front of the fire station. Members should submit their suggestions. X. FUTURE BUSINESS A. None XI. ADJOURNMENT Motion There being no further business to discuss.
