The meeting was called to order at 4:00 p,m. by Mayor Banks
who announced that the purpose of the meeting was to consider a
request made to the City Manager through a letter from Mr. Gilbert
Collins, relative to his name being removed from the candidate's
list for election December l, 1964.
The substance of the letter was that ar. Collins wished his
name withdrawn from the election but that he would run if the
results of the primary were "thrown out" and the ten candidates
names submitted in the election of December let.
City Attorney Gene ~oore advised the Council that there was
no legal procedure by which the results of the primary election
could be disregarded since no violations had occurred, and, there-
fore, the Council could not grant ar. Collins' request.
Mr. Archie stated there were two ways in which Mr. Collins
could rescind his letter: one, by another letter asking that the
Council disregard his letter o£ withdrawal, or, two, by personally
appearing at the meeting to say he had changed hie mind. Since
neither course had been taken, he, Archte, felt the letter dated
November 20th should be acted upon by the Council.
The City Manager and City C~rk had verbally advised Mr.
Collins of this meeting. The Police Department had been unable
to locate Mr. Collins either at his residence or at his place of
business to deliver the written notices.
Discussion ensued until ~:30 pom. ~hen ~r. Collins had still
not appeared~ Mr. Archie made a motion to accept ~r~ Collins'with-
drawal from the list of candidates for December let aud stamp
across the name of Gilbert Collins "~fthdrawn." Notion seconded
by ~r. ~ahoney; ~esse~s. Banks and Nadsen voted Aye. Mr. Summers
voted Naye because he felt that Er. Collins had acted in haste.
Mayor Banks stated for the record that he felt he was not
doing the City justice to allow the name to remain when the can-
didate asked that it be withdrawn.

Mr. Mahoney moved that the Co~ncit meet to canvass the vote
of the General Election De~ember 2nd, at 9:00 a.m.; seconded by
Mr. Summers, and unanimously passed.
