MINUTES OF SPECIAL MEETING OF CITY COD3tC!L, HELD IN CITY HALL, BOYNTON BEACH, FLORIDA, NOVEMEER 15, 1964 at 9:00 A.M. PRESENT: J. ALLISON BANKS, ~i~YOR JA~ES J. MAHONEY, VICE MAYOR JOHN L. Precinc Mrs. Mildred Hallter, Clerk, No. Precinc~ Canvass of Ballots from Primary Election of November 17, 1964 Mayor Banks called the meeting to order. Mrs. Padgett pre- sented the returns from the municipal primary election of November 17, 1964, a copy of which is attached hereto. Mr. ~ahoney moved that the Council accept the tabulation of votes as submitted by the City Clerk and officially declare the results as listed. Mr. Archie seconded. Motion carried 5-0. Mr. Archie moved that the names of the six qualified candi- dates be placed on the ballot in alphabetical order for the December 1st election. Mr. ~ahoney seconded, Notion carried 6-0. Resolution ~4-XX - ReEistrar for the 1964 Bonds The City Attorney read Resolution 64-XX which affected the appointment of the Atlantic National Bank of ~est Palm Beach as the official registrar for the 1964 Bonds. Mr. Archie moved the adoption or'Resolution 64-XX. Mr. Summers seconded. Motion carried, ~-0. Ordinance 64-~ - Emergency Ordinance - Garbage & Trash Collection Mr. Moore read Ordinance 64-2~, which prohibited the removal of garbage or trash collection within the City of Bo2nton Beach by any organization or concern other than municipal unless fran- chised by the City. Mr. Summers moved the adoption of Emergency Ordinance 64-23. Mr. Mahoney seconded. Motion carried 5-0. Mr. Summers moved that the pending application of All Florid~ Sanitation Service for an occupational license to collect garbage within the City be denied. Mr. Mahoney seconded. Motion carried Letters of Appreciation to Broward and Palm Beach Counties Mr. Madsen moved that the City ~anager be instructed to send a letter of appreciation to Broward County Commissioners for their cooperation in extending Boynton Beach the use of the voting machines during the primary and a letter to Palm Beach County Commissioners for their assistance also. Mr. Ms_honey seconded. ~otion carried ~-0. M I N U T E S City Council Boynton Beach, Fla. November 18, 1964 Resoluti°n 6~-~ Nr. Moore read Resolution 64-~%~ which appointed Nr. Kain to act for the City in supplying information to the Office of Emer- gency Planning for a disaster grant. Mr. Archie moved the adop- tion of Resolution 64-~. ~r. Nahoney seconded. Notion carried 5-0. Solicitation Permit - Veterans of Foreign Wars ~r. ~ahoney moved that the Veterans of Forei~ ~?~ars request to conduct a poppy drive on November 29 and ~0 be granted and that all fees be waived. Mr. S~mmers seconded. Notion carried Job Reclassification - Radio Dispatcher II Mr. Kain recommended to Council that due to the extent of responsibility of the chief radio operator in the Police Depart- ment, a new position of radio dispatcher be established and the incumbent be installed at Range l~, Step 5, and that the appoint- ment be made effective as of November l, lg64, and salary differ- ential be retroactive to that date. ~r. ~adsen moved that the recommendation of the Cit~ Manager be accepted and the position of Chief Radio Operator, Range 15, Step ~, be established in the Police Department. Mr. Nahoney seconded. ~otion carried 5-0. .Se~crest. Blvd..Improvement and 18th Avenue Brid~e Pro~eet Nr. Archie reported that an article in the paper concerning the proposed building of a South County Courthouse at the cost of ~l~O,O00 to ~200,000 to be financed from the bonding issue, dis- turbed him. The possibility that the improving an-d fourlaning of Seacrest Blvd. and the South 18th bridge might be postponed by this was his partic~lar concern. Mr. Archie asked Mr. Kain to contact Mr. ~'arren or Mr. Frost and find out if this money would be taken out of the bonding issue that was going to finance the improvement of Seacreat Blvd. and the constructing of the 18th Avenue. ~r~ Archie moved that Mr. Kain be instructed to write a letter to the School Supervisor, Er. Martin, asking for clarifi- cation on the school site in Boynton Beach and George Warren on the 15th Avenue Bridge and County Courthouse Annex, requesting in the letter to Mr. Martin that a meeting with the school board and the council be arranged. Mr. Summers seconded. ~otion carried 5-0. MINUTES Ui Boynton Beach, Fla. November 18, 1964 Super-X Dru~ Store - Water Service fo,.Fire ExtinEuisher'System Mr. Kain brought to the attention of Council a request from the Super-X Drug Store being constructed at Sunshine Square S~op- ping Center on 5. Federal Hwy. that water.be supplied for their fire extinguishers without bein~ metered a~d a flat fee be charged of ~15~00 per month or $180.00 Per year. After discus- sion Mr. Nahoney moved that the request be treated exactly as any other case of similar nature had been treated, however, if other fire extinguisher systems now in existence in the city were metered, that a stmdy be made to determine whether or not a flat fee s~ouid be C~a'r~ed. Mr. Archie seconded. Motion carried 5-0. ReGuest.~o Solicit by Vth Day Adven~tists Mr. Mahoney moved that a request by Dr. J. Ross James repre- senting the 7th Day Adventists Church for permission to solicit free will offerings in the City between Thanksgiving and Christma~ be granted and that all fees be waived. Er. Archie seconded. Motion carried 5-0. Railroad Crossing Protection ~r. Summers stated t~hat there was a new warning device on the market which would be tripped by the high-railers as well as trains and that it would cost *§00.00 additional. ~r. Mahoney moved that the City Nanager be authorized to secure definite prices on the newwarnlng device for railroad crossings. Mr~ Archi seconded. Notion carried ~-0.
