Star Scout Jon Archie, Troop #320 led in the Salute to the Flag. MI~ UTE,S, ~ir. Mahoney moved the minutes of No~ember 2, 19 4, be approved Mr. Summers requested that the word sign_be inserted on page 4, para. 2, line 2. This ~uld make the context read "...occupational licenses for sig~ paintffrs and si~n contractors...." The correc- tion was accepted by the Council'~Nr. S~w~ers seconded. ~otion carried §-0. BIDS A~fARDI~t G Two P__olice Cruise.~.s ~r. Eain reported to the Council that the committee appointed by Council had checked the bids which had been accepted and tabulated at the last regular meeting and had found Earl ~allaee Fez Delray Beach, Florida, to be the Iow bidder with $4300.00, He confirmed that the Earl ¥~allace Ford equipment met the specifica- tions and rec~nmended the bid be awarded to that firm. Mr. Madsen moved that the recommendation of the committee be accepted. ~ro Archie seconded. ~otion carried 8-0. PUBLIC HALF.HOUR Mr. Thomas Canavan of §18 N. E, 4th St., requested clarifica- tion of the turn-on, turn-off charges on water which had been increased from ~2.00 to $§.00. He was told that the change had been made by an amendment passed by Council. He also questioned the Council regardLug when the sewer system would be available to his property. -1- NIN UTES Boynton Beach~ Pla, November 16, 1964 fee which was not needed and never used, was brought to the atten- tion of Council. Nfs. Padgett explained that the license was paid for in October, however, the agency in Boynton Beach was closed before the new license came into effect in January and did not open again, Mr. Archie moved that the request be granted and the license fee be refunded. Nr. ~ahoney seconded. Notion carried 5-0, Authorization,,to Purchase Citizen Band Antenna~ ~V&r. Kain recom~mended to Council that the purchase of seven antennas he made in the amount of ~158. Z9 from the Contingency Fund Account #5800. The antennas were needed at seven locations in the City and would make it possible for citizen band ~raus- mitter receivers to go into operation immediately in case of disaster. The local radio club recommended that the antennas be installed at the following locations: Wilson Recreation Building Public Works Shop Police Department City Hall Civic Center Water Plant Sewer Plant Nr. Mahoney moved the Council authorize the City Manager to pur- chase these citizens band antennas for civil defense from the contingency fund. Mr. Nadsen seconded. Motion carried 5-0. Nr. Kain recommended the payment of $6,606.90 to Cleary Bros, for Estimate No. i covering work from October 12, 1964 to October 25, 1964 for Project 5754-8G from the 1984 Bond Issue. Nr. Archie moved the bill be paid as recommended. Nr. Summers seconded. Motion carried 5-0. ~r. Kain recommended that Russell &Axcn Invoice ~2V in the total amount of $1602,15 be paid from the Sewer Construction Fund. Engineering Fee for Consulting Services 56.69 Resident Inspection month of October 1964 1545,46 ~1602.15 Nr. Eadsen moved Invoice ~27 in the amount of $1602.15 be paid to Russell & Axon. Nr. Summers seconded. Motion carried 5-0. MINUTES City Coun6il ~ Boynton Beach, Fla. November 16, 1964 A bill from Jack Sharpe~s for painting two elevated water tanks in the amount of $6,000.00 was brought to the attention of Council. An agreement signed in June 1961 which provided for a complete scraping ,and painting job every third year at a contract price of ~1000.00 per tank per year was discussed..Mr. Arehie stated that it was~ his ~nderstandlng that one co,nell was not allowed to act for any future councils and could not enter a contract for a period of more than one year and also the council could not encumber funds for more than one year of the budget. Mr. ~ahoney expressed a desire to see a copy o,f the 1961 contract with Jack Sharpe. He, therefore moved that the bill be tabled until the next meeting, so that the Gouncil wonld have time to go over the contraot. Mr. Archie seconded, l~otion carried Setting Date for Canvassin~Ballots for Primary Election Mr. Archie moved that 9:00 a.m. ~¥ednesday, NOvember 18,1984, be established for a meeting of the Council to canvass the ballots for the primary election. Mr. ~ahoney seconded. Motion carried 5-0. Departmental Reports Mr. Mahoney moved that the departmental reports of the Police, Fire, Recreation and Public Works be approved. Mr. Summers se- conded. Motion carried 8-0, OTHER T~snsfer of Funds to Time DeposiSs Mr. Mahoney moved that the request of the Finance Director for permission to transfer excess funds to time deposits until such time as they are needed for expenditures be granted. Mr. Archie seconded. Motion carried 5-0. Report by Mr. Archie on Bicycle Path on South Seacrest Blvd. Mr. Archie reported to Council that the construction of a bi- cycle path on Seacrest Blvd. from South 28th Avenue to So~th 15th Avenue would be completed in the near future with the cooperation of the County.
