KAIN, CITY MANAGER G~NE MOORE, CITY ATTORNEY TEP~ESA PA~GETT, CITY CLERK Mayor Banks called the meeting to order at 7:30 p.m. The invocation was given by theMayor, followed by the Salute to the Flag led byScoUt Craig Jones, Troop 395. MINUTES Mr. Mahoney moved that the minutes of regular meeting of August 3rdbe approved as written. Mr. Summers seconded. Motion carried 5-0. OLD BUSINESS P~rchase of Acroleln for Elodea Control in Canals Mr. Kain reported to the Council that he had contacted the various agencies as instructed and that the Mosquito Control Dis- trict had tEEiertaken a program to eradicate hyacinth water weeds in all the canals within the City, however, the other trouble- some weed, elodea, must be eradicated by the use of acrolein, The County had agreed to apply the materials if the City would supply them. The approximate cost would be the same as the applicatign earlier in the ~year, $3180. The funds were available in account number 800Zlla,~capitat expenditure item in General Government. Mr. Kain recommended the transfer of $3180 to account 800B9 for this purpose, Mr. Archie moved that the CoUn- cil approve the appropriation of ~3180 by transfer as recommended for the purchase of acrolein for application to the canals and that Mr. Kain appoint a City employee to check on the canals and follow through with a cleanup at the first signs in order to keep future costs ~own tea minimum. ~r. Mahuney seconded. Motion carried 5-0. .NE~ BUS~ESS Request for Relocation of Bahama Bar Mr. Eain read a letter, dated J~ly 31st, from ~r. Harold Monchick, owner of certain real estate on Seacrest Blvd., and -1- MINUTES CITY COUNCIL Boynton Beach, Fla. August 17, 1964 N. W. 9th Ave., petitioning the Council for permission to locate the Bahama Bar at this site. Mr. Monchick was present in the audience and said that it was his intention to build a building according to City building codes to house this establish- ment, if permission were granted for its relocation. Mr. Moore was asked for his opinion. He said t~hat the Council had two alter~atives in his view and in either case the code would have to be amended. Amending the code as $o footage requirements between establishments of this nature and churches and schools, or amending the code making exceptions in ~z~nsfer cases. Mr. Moore ~eld that licensas were not transferable, per se as a liquor license was granted tO a location. After considerable discussion, Mr. Summers moved that the matter be tabled. Mr. Archie s.eco~ded. Motion carried Zuvitation from City of Miami Beach for 5Oth Anniversary A letter from the City of Miami Beach requesting participa- tion by the City of Boynton Beach in their 80th Anniversary Cele- brati~ Parade, scheduled for ~rch 2?, 1965, was brought to the attentzon of Council by the City Manager. Mr. Archie moved that Mr. EaLu~andle this question administratively and contact the various civic clubs to see if they would be interested in repre- senting the City as a civic club project. Mr. Summers seconded. Motion carried 5-0. LEGAL Quit Claim Deed to State Road Department for ConEress Ave.Extension Mr. Moore brought to the attention of Council a request from the State Road Department for the execution of a Quit Claim Deed on a parcel of land 80x40 feet at the intersection of 2~rd Avenue and 18th Street needed for right-of-way of proposed Congress Avenue. Mr. Moore recommended execution of the deed. Mr. Madsen moved that the Council authorize the ~ayor and the City Clerk to execute the deed as requested by the State Road Department. Mr. Archie se- conded. Motion carried 8-0. MIN UTEB CITY COUNCIL Boynton Beach, Fta, August 17, 1964 ADMINISTRATIVE Chan~e Orders #6 & #11 - Bumby & Stimoson Mr. Kain asked Council approval of change orders as follows: #5 - Net reduction of ~8,449,02 as a result of elimination of lift station Net addition of $680.78 for installation of safety guard rail at the chlorine contact cham~er at the treatment plant. Eadsen moved that Change Orders #6 and#ll be approved. Summers seconded. Motion carried 6-0. Aporoval of Bills The following bills for sewer construction mo rk were pre- sented to Council by the City Nanager: Bumby & Stimpson - Covering work from June 21 to July 20, 1964 $18,710.98 Russell & Axon - Consulting Services Resident Inspections $ 670.39 1882.61 $ 2,553.00 Mr. Summers moved that the Council authorize payment of the above listed bills. Mr. Mahoney seconded. Motion carried 6-0. Final payment on the jail was requested by ~r, Kain. Release of liens had been supplied by all contractors. Amounts due are as follows: Young & Waldie 7,558.14 Kenneth Jacobsen 523..28 $ 8,081.39 Mr. ~ahoney moved that the Council approve payment of the above listed bills, the final payments on the jail. Archie seconded. Notion carried 5-0. Presentation of Pronosed Budget for 1964-65 by City ganaEer gr. Kain officially presented his budget estimates to the Council and read aloud the budget message included therein. gr. gahoney asked if he could ask Nr. Kain a couple of questions$ they were as follows: Mr. Nahoney: In the report you just read, you mentioned that the deficit in the water and sewer department of next year of $231,500--does that include the figure of extension that we are running down at the present time? Mr. Kain: No, sir. Mr. ~ahoney: It does not. Then this figure could well be, with engineering fees, etc., an additional ~90,000. ~ould that be about right? Our contract $82,000 plus engineering fees and in- spection fees, etc. would run it up another 7 or 8 thousand. Mr. Kain: It is au expense that must be met. I anticipated that this extension would be provided for in the refinancing, and would not be properly chargeable to a budget as an estimate-- a proposed item--Yes, it is true, it would be an item that must be provided for. Mr. archie: Are we going to argue the budget tonight? .N~..Mahoney: No, I just wanted to ctarify a few things_ in my_ m~d. I would like to ask one other question. Would the borrow- ing as recommended by one of our fiscal agents of $200,000 correct this situation in your opinion, or will this not happen year after year. That's what Z'm g~tting at. Mr. Kain: As far as this instrument goes, I show in here an ~~ted deficit of $231,§88. I assume what you are talking about is interim financing, or short term. Mr. ~ahoney: Just the borrowing, if we weren't refinancing. Mr. Kain: I seriously doubt it. Again, this is sn estimate, I seriously doubt that it would offer an~ solution within this bud- get year to your problem. Mr. Mahoney: ~nat I am getting at, does this look like a contin- uing deficit year after year. Mr. Kain: This appears to be the case~ yes. Mr. Mahoney: That is what I was getting at. Mr. Kain: If you are talking about a $200,000 loan, then, of course, your point about the $80,000 should appear here. This may be an oversight in my estimate. Although I don't think so. My assumption was that that was an item that would be provided for...have to be bonded. I can see no other way out of providing for those kind of funds. ~e have no other funds, either pre- sently or auticipated~ in this budget to provide for.... ~r. Archie: Do you think we ought to add two mills to the budget? ~n &ase, this refinancing thing doesn't go through. Have you thought of that. ~ mean~ if we are going to start arguing here tonight, or discussing the budget that we just got today. At this point the Mayor interrupted the discussion and called for m motion to adjourn. Mr. Nadsen moved that the meeting be adjourned. Mr. Archte seconded.
