Mayor Banks called the meeting to order and announced that this meeting
for the purpose of discussion end consideration of the bonding resolution was
called for six o~cleck and the notice was signed by the Mayor and all the
Councilmen. He asked the City Attorney for a brief resume of the resolution.
5~. ~ore explained that the 55 page resolution was for the purposed re-
financing program that had previously been approved by the Council in order to
refund end refinance all outstanding indebtedness with the exception of the
1950 Bonds and the developers, refunding agreements. The $6,000,000 bond/ng
agreement would include the refinancing of the 1960Water Bond issue and the
Series A, 1961 and Series Bp 1961 Water and Se~er Bond issue. It would
accomplish the desired purpose of the Council of eliminating the front foot
assessment and would release any pledge of the utility excise tax. The
bond schedule would reduce the immediate impact on the income from the sewer
system until such time as it wilt he more self-sufficient. After Council
approval, validation proCeed/ngs will be filed with the Court and, if approved,
the bouds would be sold.
Mr. Fain added khat the proposed refinancing program would also provide
funds for the expansion of the sewer system.
Mayor Banks asked each Councilman for any comments they would care to
make. Each Councilmen said that he had studied the resolution and was
fand liar with it. Mr. Mahoney said that he had met with Hrs. Wallace, Hr. Madsem
Mr. Summers and the City Manager and they had gone over the entire resolution.
Mayor Banks was out of tOWn for this workshop meeting. Hr. Archie was unable
to attend, however, he had since spent five hours studying it, and asked that
the record show that he had read every page.
Mr. Moore pointed out two changes that should be made and the Council
agreed. They were en Page 28: '~...sinking funds shall be continued and
maintained with a trustee to be designated by the City Council by resolution;"
On page 34: "...the governing body of the City maT~ if it deems advisable..,

Delinquent Personal Property Tax and City License - Treasures. of the Sea
Mr. Moore brought to the attention of Council and asked their desires
on an individual who had been delinquent in paying his personal property
tax and getting a City license for nine months. It was pointed out by the
City Clerk that every means had been utilized in trying to collect the
money. Mr. Summers moved that the matter be turned over to the City Attorney
and the City Manager. Mr. Archie seconded. Motion carried 5-0.
Application of Shell 0il Compao~ - Construction of Service Station
Mr. Moore informed the Council that the Shell Oil Company had made appli-
cation, currently pending in the Building Department, for the construction
of a new service 'station at N. E.. 2nd Ave. and Federal Highway. He explained
that a technical factor was involved in that the service station that was
there before was forced out of business by the widening of the highway and
was at that time a non-conforming use. Ne said that the company had paid
the city occupational license each year. Mr. Madsen moved that the issuance
of this building permit to the Shell Oil Company, which is presently pending
in the Building D~artment, for the construction of a service station at
N. E. 2nd Aven~e and Federal ~ighway he approved subject to all requirements
of the City and State and County regardirl~ road setbacks. Mr. Arc. hie
seconded. Motion carried 5-0.
