~ro Kain explained to the Council that~ the time the bids wer~ first
let there was monies avail~ole in the accounts for the p~chase,
since that time, however, the accotmt had been deleted. Es would,
therefore, recon~end ~at all bids be rejected and that the bidders
be notified that Durcnase will uot be made at this time, and that at
such time aa money is made av~ii~ole the City will readvertiae.

Amend~nent to Zoning Code
At a special meeting of the Plsm~a~ug and Zoniz~g Board on
Eebrua_wy 19, 1964, the: Board had voted unanimously to recommend
to the Council that two new zOning districts be established, to
refine Ordinance 62-9, namely, au R-2A and R-3A. ?ne purpose
being ~o make it possible to grant a &nange in zoning to allow an
owner to build multiple dwellings in the R-2 and. E-3 classifications,
but restrict them to only multiple dwellings.

A Public Hearing was called for the purpose of dete~ining
whether or not additional taxicab service was warranted in Boynton
Beach. This action was necessary, as ~r. Lionel Beg~uoche had made
applications for a license to operate a taxicab and botim the Code
~ad a franchise in effec~ with T. Earl ~allace called for proof of
~. Begnoche came before the Council ~ud stated that
population ef Boynton had increased from ~000 in 1~87 to 12,000
aa of last year amd the City still had only one taxicab service.
V£nereas, in Delray Beachthere is l~,B$~ population and they have
l~ automobiles with ~ comp~uies. He further stated that he would
like to operate in the south end ~nd he planned to operate it j~st
himself.
Nothing further was presented in behalf of the =pplzca~m~n.
Spe~ing ag~ins~ the application was ~&r. Joseph Tomberg,
atto~.ey representing ~r. T. Earl ~al!aee. ~. Tomberg read from
the franchise agreement; a letter ~ich had been sent to the City
Co~ucil amd to the ~yor; ~ud gave the following to support his
claim that ~o additional service was warranted: He stated that
~r. ~allaoe had ~ excess of ~,000 invested; that he had four
cabs, t~o were airconditioned, another was not and the fourth was
in ~eservs$ that ~!r. and ~s. ~allace were the o~ners and operators
~ud.that theiy had operated at a loss f~om 19S8 ~o 1981. In 1981
they had. made a profit of ~G,200, 1982 - $~,~00, and 198J - $&,100.
~nat since 1~88 neither ~r. ~llace ~or the City had received
co~plaints that they failed to render satisfactory and adequate
service. ~r. Tomberg also read from the mLu~tes of the Council
meeting in Which the franchise had been passed.

RESOLUTION NO. 6 4- P
WH~, a certain tragic boa~ accident, occurring in the
vicinity of the B~ynton Beach Inlet, on the 25th day of March,
1964, resulted in the loss of human life and property;~ and
W~EREAS, through the heroic and efficient efforts of
various '~x~dividuals and rescue agencies, the loss of life and
property as the result of said accident was greatly minimized;
and
WHEREAS, the City Council of the City of Boynton Beach,
Florida, deems it proper that such heroic efforts be publicly
recognized,
NOW, THEREFORE, be it resolved by the City Council of the
City of Boynton Beach, Florida, that the timely, efficient and
heroic efforts of the individuals and agencies participating in
rescue operations connected with the capsizing of the "TWO
GEORGES" in the vicinity of the Boynton Beach Inlet on the 25th
day of March, 1964, are hereby publicly recognized and grate-
fully acknowledged, and they are commended for their efforts
in minimizing the loss of life and property connected with this
accident.
