I. CALL TO ORDER

Chair Weiss called the meeting to order at 7:38 p.m.
II. ROLL CALL OF MEMBERS
Self -introductions were made. Also present was Lucy Keshavarz, Public Artist, Susan
Oyer and Barbara Ready.

A. June 8 and July 13 minutes

Ms. Louis seconded the motion that
Ms. Lorenz moved to approve the June 8th meeting minutes. Ms. Huff seconded the
motion that unanimously passed.
The July minutes were not available.

V. INFORMATIONAL ITEMS FROM THE BOARD
None.
ANNOUNCEMENTS/REPORTS
A. Sat., July 29, Breaking Barriers, Artists with Autism exhibit reception.
Chair Weiss attended the Breaking Barriers reception as did Ms. Lorenz, Ms. Louis and
Ms. Oyer and thought it was fantastic. She has since been to the Festival Flea Market
where the artists have a booth. Ms. Lorenz noted the exhibitors were excited and felt like
celebrities. Ms. Louis liked the entire setting and how people reacted to the art. She
thought it could be expanded and it helped boost the artists' self-esteem. Chair Weiss
agreed and would love to work with them again. She thought it was a very special exhibit.
The exhibit will remain at the Civic Center until September 5th. Ms. Coles-Dobay
recommended calling ahead as the Civic Center is short staffed. Chair Weiss posted
many photographs on Facebook and the post got more attention than usual. Ms. Oyer
noted artist Tom Brewitz was there and Eleanor Krusell, Communications Manager, had
ideas to do more with the group and give them more exposure. She introduced Cynthia,
who coordinates the Artists With Autism, with the Upledger Institute and they may have
an exhibit there and work with the City.
B. Wed., Aug. 2 Art Camp Awards Reception
Ms. Oyer had attended the Art Camp Awards Reception and advised it was a huge
event. Last year, there were complaints there were not enough awards, and this year
there were many awards. The art was amazing and there was a great turnout.
C. Wed., Aug 2 Cultural Council PBC Chicago Media Luncheon
Ms. Coles-Dobay advised she attended the Palm Beach County Cultural Council
Chicago Media Luncheon representing the City and County. She advised all of the
travel leisure and art centric writers attended and Boynton Beach was well received.
She hoped good articles would result focused on the Albert Paley art. She noted the
participants were excited about all the things the City does.
Earlier in the week, Ms. Coles-Dobay attended the Cultural Council Season Preview
and media from the local area were present, including WPTV, the Palm Beach Post and
the arts newspapers. The media gave the Council tips on what to submit to gain interest
in the story. They also held a round table and Council members each gave a one -
minute pitch highlighting their programs.

VII. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING

VIII. NEW BUSINESS
A. Public Art changes in Town Square Plan
Ms. Coles-Dobay indicated, as part of the Town Square Plan, the Arts Commission will
consider some of the existing art in the area and decide which pieces to relocate
somewhere else. Additionally, the members will decide if it is time to de -commission
some of the artwork. She noted the piece When are you Coming to Visit is which is
about the aging elderly population. Is decaying, and is supposed to decay could be
considered for decommissioning. There are three murals on the Madsen Center, which
will be torn down and the Arts Commission will be asked to decide if another artist
should be sought to paint another mural or take a photograph of it and place it
somewhere else.
Ms. Oyer commented the solar flower is not working and was covered with cobwebs.
Ms. Coles-Dobay advised the artist will remove the piece next Tuesday. Next week the
kinetic piece in front of the Old High School will be removed because the area will be
fenced in preparation of the rehabilitation. The corkscrew will be removed by Friday.
She explained it is exciting and the Arts Commission will discuss them in the future.
The Avenue of the Arts will be continued. Next year, the entire street will feature the
Albert Paley exhibit. He has a signature piece for the 500 Ocean project. Ms. Coles-
Dobay noted Ocean Avenue has kinetic art every other year to coincide with the Kinetic
Art Symposium and the Arts Commission will discuss the Town Square Plan and the
Avenue of the Arts at the next meeting. The members will have to consider where to
place the art during construction of the Town Square.
B. Town Square Plan - August 24 Public Input Workshop Open Spaces &
Public Art Working the workshop with Lucy Keshavarz
Ms. Coles-Dobay distributed a draft agenda for the public input meeting on the open
space element of the Town Square. She explained after viewing images, most of the
discussion will be about what was liked and what type of experience the participants
had when viewing art and what to have in the open space areas of Town Square. The
discussion will be not so much about placement rather how art will represent the City
and the City's diversity.
Ms. Coles-Dobay introduced Lucy Keshavarz, the Art Consultant with E2L, the private
partner, hired to work with Ms. Coles-Dobay for the art for the Master Plan for the Town

Square. Ms. Keshavarz will conduct the workshop and she hoped to have the members
assist with the engagement process.
Lucy Keshavarz, E21- Art Consultant, explained the exercise was a discussion, at a
higher level, as they are still creating the Master Plan. The exercise is about what the
Arts Commission wants the experience in the Town Square to be. A presentation will
be viewed consisting of samples of different types of art including placed art, eco art
and the importance of public spaces and public art. There will be discussion groups at
the end and six stations for attendees to visit staying about 10 minutes at each station.
The questions are about sight/vision, touch, smell, taste and movement. It is more of a
how the attendees want the open space to be. The results will give the design team the
narrative to follow. Each of the six stations will have an artist, and hopefully an Arts
Commission member to help facilitate. When attendees make a comment, they can
repeat it to ensure they are hearing it right and write it down. If attendees are not
articulating clearly, they should discuss it further to understand what the comments
mean. The public will impart their thoughts and the Arts Commission members would
facilitate, or scribe. The discussions at each station will be captured. When that exercise
is done, people have a tendency to think more or there is something really important
they want which is where a survey comes in. The Team will ask attendees to describe
in three sentences what they want to experience and to imagine how what was
discussed will appeal to the community. Since the comments are written down, it
provides good data. There is also an evaluation on the back. The presentation will go
on the Town Square website.
The design team wants people to be excited about this project as it was wanted for 10
years. The meeting starts at 5:30 p.m. on August 24, 2017, and the project was moving
quickly. The plan is to meet an hour before the meeting and Ms. Keshavarz will email
the presentation to the members. The Arts Commission member can meet the artist co -
facilitator. Chair Weiss and Ms. Moodie will attend if possible. Ms. Huff and Ms. Lorenz
will also attend. Ms. Louis will advise if she can attend. Chair Weiss noted the exercise
was similar to an appreciative inquiry model, which was a great way to obtain feedback.
Ms. Keshavarz reviewed one or two exercises with the members. When the exercise
was over, Ms. Keshavarz spoke about essential composition, which creates contrast.
The contrast makes each feature look better.
IX. UNFINISHED BUSINESS
Ms. Coles-Dobay asked if the members completed the ethics training.
X. FUTURE BUSINESS
A. Moonfish kinetic art permanent placement

Ms. Coles-Dobay explained the Moonfish is temporarily located and the members will
discuss its placement at another time. Ms. Coles-Dobay explained there are
requirements when citing art. There are sensors so there has to be some type of
movement and light for the piece to move. Ms. Huff was unsure if the stage would be
on the other side in the E21- plan which typically gets a lot of sun. The artwork in the
Town Square plan or where to incorporate other pieces, as well to the existing pieces
would be discussed in the future. A suggestion was made to place it by the Boardwalk
Ice Cream Shop. Ms. Coles-Dobay explained the land is privately owned and there has
to be an agreement with the property owner to site the art there. When there is more
information on the Town Square Plan, the Arts Commission will discuss art placement.
Ms. Ready commented if the Arts Commission members start saying the same thing,
the design team may be able to preserve the green space by the Schoolhouse
Children's Museum. There was agreement, the members did not want a concrete
jungle.
XI. Adjournment
