Chair Ready called the meeting to order at 6:31 p.m. Mr. Feldman led the Pledge of
Allegiance to the Flag.
2. Agenda Approval

motion that unanimously passed.
Mr. Adams requested the Clerk check to ensure the Board received the minutes from
the March meeting.

4. Communications and Announcements
Mr. Adams explained Mr. Tidwell and Vice Chair Salomonsson advised they would not
be present for the meeting.
The members received a handout for required Ethics Training. Mr. Adams requested
the members sign the acknowledgment and return it to the City Clerk,
5. Old Business:
A. Certified Local Government Grant: Black History Interactive Website
update
Mr. Adams was still working on the website. He advised the grant was extended until
August 15th due to several issues. There was a delay in receiving the executed contract.
There was a three-month delay in getting the pictometry image. Another person from
GIS had health issues and the GIS work was being left up to him. It was getting done,
but Mr. Adams could not charge for his time spent working on the project and the City
will not use all the grant monies. The person working on the 3-D buildings submitted the
information in an incorrect format and it was incompatible with the software the
department used, even though the software was explained. A planning department
employee will handle the 3-D work and there was little input from the community. Mr.
Adams decided to scale back the website which will have several layers. There is a
historic layer and a 3-D pictometry layer which was phoneminal. There will be a layer to
show subdivisions, a layer for lots, and a layer to show significant sites in the areas.
When clicking on the significant sites, there will be information provided, but sites that
have a lot more information will have a link to a certain webpage. The site will only
include 3-D images of buildings that no longer exist and they will not be imbedded in the
maps. Information on the buildings, when clicked, will also be included on a separate
page.
Mr. Adams was disappointed, but pointed out the City can expand the site in the future.
There was a suggestion from the people who created the GIS software to work on the
site for $13,000, but there would not be enough time to amend the contract and
complete the work so Mr. Adams decided to do it in house. There were legitimate
reasons to return some of the grant funds, but there was one issue after another.
Ms. Oyer noted FAU is one of the top GIS schools and may be able to assist. Mr.
Adams declined indicating it was his experience, the more people involved, the more
problems. Mr. Adams wanted to video some of the residents and had obtained quotes,
but only two residents agreed to be interviewed. He felt two people was not a fair
representation of the entire neighborhood. Chair Ready asked if some of the funds
could be used for community outreach and learned they could not. The funds were for
the website and must be spent in five weeks. Additionally, community outreach would
require a contract amendment and time would be scarce. Mr. Adams advised he is

spending all of his time on the project, but noted he has other work coming up including
submitting a designation application in the next week or two. He estimated the City
would be lucky to spend $20,000 out of the $32,000 grant. He reiterated the work is
getting done, but they cannot claim the grant funds for it.
B. Celebration of Conrad Pickel event
Mr. Adams advised the Conrad Pickel event was a success. The tour visited the same
sites as last year and he pointed out Dr. Pedersen hosted the tour this year and did a
good job. When the tour bus returned, the participants attended the lectures. He and
Ms. Coles-Dobay had a conference call with Paul Pickel to move the event forward and
start planning earlier. They had discussed extending the tour and charging for it. They
planned to include the Conrad Pickel house in Pompano Beach, the church in West
Palm Beach, the glass factories in Lake Worth and Delray Beach and adding other
artists associated with stained glass to the tour. Mr. Pickel liked all of the arts and
discussed having more of an event after the bus tour, such as a light lunch, and maybe
drinks and music at the Woman's Club because Conrad Pickel held concerts in the
Gallery Fantasia. Ms. Oyer suggested walking to Gallery Fantasia from the Woman's
Club and commented it was believed the former UCC Church on US 1, which was
converted to a bank, had work from Conrad Pickel. Mr. Adams was unsure, but would
check with Paul Pickel. It was noted J&S Auto has art in a few buildings in the industrial
district. Ms. Oyer explained art can be found in the most unexpected places.
C. Local Register Historic Site Designation: Boynton School (Schoolhouse
Children's Museum), 129 E. Ocean Ave.
Mr. Adams announced the Boynton School was added to the Local Register at the June
6th City Commission meeting. It is the City's 9th site on the Local Register.
D. 2017 Small Matching Grant application for repairs to the Boynton School
(Schoolhouse Children's Museum), 129 E. Ocean Ave.
Mr. Adams submitted the application to repair the Schoolhouse Children's Museum
which included the soffit, fascia and flashing; preparation and painting of the exterior
including all windows and doors and the interior floors. The maximum total of $50,000
was requested and the total value of the project was $63,856. The other monies are
from donated services from Mr. Adams and others. He received an email the application
was received and complete. The applications will be reviewed next week and staff will
know how the application ranked by the next meeting. Mr. Adams thought the State
would question if there are enough funds to do all the work, but he would explain staff
intended to focus on the soffits first, and see what is uncovered. He would rather have
items listed in the application they can spend the money on if they get the full amount.
E. 2017 Special Category Grant application for the 1927 Boynton High
School, 125 E. Ocean Ave.

Mr. Adams submitted the Special Category Grant application for $500,000 and the City
Commission approved the $250,000 match. If successful, $750,000 would be
earmarked toward the High School. The CRA paid for REG Architects to prepare the
application and Mr. Adams had provided the needed input for the submission. If the
grant is received, Mr. Adams will administer the grant as the City will do the work. The
grant period will start July 1, 2018. He was uncertain when the application would be
reviewed, but anticipated it would be some time after the Small Matching Grant was
reviewed next week.
6. New Business:
A. 324 NW 1 st Ave. potential designation
Mr. Adams explained there was a good chance this property will submit a designation
application and other requests and wanted to explain what is occurring. The owner
wanted to split the property into two parcels. The home is situated on five lots, but the
house sits on three lots. A property survey is needed, but theoretically the owner
should be able to partition the lots so the potential historic house will sit on three lots,
leaving two vacant lots next to it for construction of a new house. The issue is the back
garage. If the lot is split, the garage will be on the property line which does not meet the
required setbacks.
Mr. Adams explained the Preservation Board can grant variances if the historic building
is saved. Staff advised the owner, if possible, to create the two separate parcels. The
Board will recommend they designate the individual sites so the lots can be split and the
owner apply for the variance. At the meeting, members will have to designate all five
lots. If the Board recommended approval of all five lots, the next application would be
to split the lots and award the variance for the garage because it does not meet the
setbacks. If the variance is approved, the Board will have to remove the historic
designation from the two vacant lots as the designation. He pointed out. This would be
contingent on the City Commission approving the recommendation. He noted it could
all be done at one meeting.
Mr. Adams explained the owners agreed to provide a rough idea of what kind of house
they would construct on the two vacant lots and had discussed Mediterranean Revival
or Mission styled homes. Mr. Adams understood the owners would live in the historic
structure and may rent or sell the newly constructed home. He emphasized the project
is contingent on the survey. The lots are 25 feet wide, and the abutting structure sits on
two lots. The owners can build on 50 foot lots which is two lots. There is an alley in the
back which was not dedicated to the homeowner and there were issues with its
abandonment.
The 1920s garage is in fair condition and the owners want to save it. Mr. Wilson met
the owner and advised she was thrilled. Mr. Adams reminded all this project is in a
potential historic district. The members agreed to let the Board see sketches what the

new house would look like, although there was no requirement they do so. Mr. Adams
apprised the Board in the event the application is received
Chair Ready could support the designation, but questioned if the Planning and Zoning
Board would decide if the lot could be split. Mr. Adams explained there is a minimum lot
width requirement and that was why they need an up to date survey. Ms. Oyer asked
about the alleyway abandonment. Mr. Adams did not know the process as it was
beyond the application. She thought the owner should try to purchase the land as the
City has abandoned alleys in the past. Mr. Adams explained the entire block of
homeowners would have to agree, and the homeowner would only gain more depth and
not width. Mr. Wilson asked about the usual minimum setback from the property line
which Mr. Adams anticipated was 10-15 feet depending on if it was a corner lot. He
cautioned they did not want to create a non -conforming lot with the alleyway. If the
application moved ahead, the Board will understand the process and rationale. If the
lots are split and variance granted, the next step is to move the designation. Two lots
would not be designated, allowing for construction of a new home.
B. Boynton Woman's Club, 1010 S, Federal Hwy.
Mr. Adams advised the CRA agreed to purchase and operate the Woman's Club. They
will establish a scholarship trust with the funds to perpetuate the name of Major Nathan
S. Boynton. The building is on the National and Local Register and the CRA requested
Mr. Adams be involved with the building in the future.
7. Other
Mr. Adams explained there could potentially be a lot coming up with the high school and
the possibility of the local and national register designation of the home discussed at the
last meeting.
8. Comments by members
Ms. Oyer noted she was appointed to the Planning and Development Board and the
City will determine which of the Arts Commission or Historic Resource Preservation
Board she could remain on at the next meeting. The City was looking to make some
changes as they have not cleaned up their policy regarding how Boards run and who
can sit on the Board as the Statutes are from the 1970s. She thought it was a huge
mess and they just made corrections how to remove people.
Mr. Wilson spoke to Jim Roana, a local realtor and long-time resident, who posted a few
photos from a brochure issued by the Rotary Club circa 1940 on Boynton Beach Raw
website. Mr. Wilson advised it included a map, which he had seen in the past, but not
the brochure. Mr. Wilson visited Mr. Roana at his office and he had several brochures.
Mr. Roana had been asked to sell a home as the prior owners had passed away.
Relatives came in with a U -haul and took all they could, but they found a box in the attic.

Mr. Roana asked if he could keep them and the family consented. He requested Dr.
Pederson and Chair Ready circulate them to the Historical Society. The map
referenced the Indian mound, A1A. SR 140 and the Woman's Club with the walkway
before US1 was widened which indicated the information was before 1946. It was
known the archivist had the map, but it was not known if she had the entire brochure.
Chair Ready requested the members contact their State Legislator in support of the
Historic Resources Preservation Tax Credit program as they are needed for the Old
High School. It was also noted the Historical Society starts up in September.
