Minutes 08-28-17 MINUTES OF THE RECREATION AND PARKS BOARD MEETING HELD IN COMMISSION CHAMBERS BOYNTON BEACH, FLORIDA, ON MONDAY, AUGUST 28, 2017, AT 6:30 P.M. PRESENT: Betty Pierce-Roe, Chair Wally Majors, Recreation and Parks Director Christina Johnson Glenda Hall, Forestry and Grounds Manager Charles Kanter Brigitte Chiappetta, Prototype, Inc. Julie Mondello Renee Stern Daniel Shapiro Eric Ammon, Alternate ABSENT: Michael Byrd Lisa Browne-Banic, Alternate I. CALL TO ORDER The meeting was called to order at 6:33 p.m. by Chair Pierce-Roe. The Pledge of Allegiance was recited. II. ATTENDANCE Roll was called, and a quorum was present. III. APPROVAL OF MINUTES- July Motion made by Ms. Stern, seconded by Ms. Mondello to approve the minutes of the July 24, 2017, meeting with the following correction: Christina Johnson arrived late, but was in attendance. In a voice vote, the motion passed unanimously (7-0). IV. UNFINISHED BUSINESS A. Non-motorized Vessel Dock Mr. Majors clarified that they obtained permission from the State to relocate the dock for kayaks, canoes, and paddle boats that was discussed at the last meeting to Oyer Park at the location identified in the diagram he handed out. They also received verbal approval from the permitting agency (Department of Environmental Protection). The grant is from Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida August 28, 2017 the State of Florida, called Recreational Trails. That grant allows the enhancement of non-motorized vessel opportunities. Also, as part of the grant, they have to install signage (educational in nature) and landscaping that they indicated they would at Intracoastal Park primarily to make sure people stay out of the conservation area. Mr. Majors noted that the dock will be ADA compliant. Mr. Majors believed the location was chosen based on the depth of the water there. He also felt there would be no major impact on the other docks there. It is about 24 feet by 24 feet and will have rails for safety. Construction on the dock is awaiting the agreement from the State to commence work. Mr. Majors noted that more handicapped parking spaces are not required at this point. Chair Pierce-Roe wondered if they would widen the circle where people load and unload to make it more convenient for people with disabilities, and Mr. Majors said they would look into it. V. NEW BUSINESS A. Holiday Parade Grand Marshal This Board has been asked by the Mayor to invite Vincent Wilfork, a Boynton Beach native who attended the University of Miami and is retiring from professional football, to be the Grand Marshal this year. Staff sent the invitation and said that in case Mr. Wilfork does not accept, they want time to find an alternate, and will wait until the end of September for him to respond. B. Kids' Club/Fit to Play Mr. Majors spoke about the importance of physical fitness for children. The Parks and Recreation Department has pledged to avoid unhealthy snacks at their events, and the after-school programs will participate in Fit to Play. There will be one hour of physical activity before the children do homework. They will conduct voluntary fitness level measurements before and after and will be sensitive about it. Parents have to sign a permission slip for their child to participate, but children will not be forced to participate. The program will be five days a week. C. VI. ITEMS FOR THE CITY MANAGER'S ATTENTION - None VII. NEXT MEETING: September 25, 2017 They will be discussing the Master Plan. VIII.
