I. CALL TO ORDER
The meeting was called to order at 6:32 p.m. by Mr. Majors.
The Pledge of Allegiance was recited.
II. ATTENDANCE
Roll was called, and a quorum was present.
III. APPROVAL OF MINUTES
Motion made by Mr. Kanter, seconded by Ms. Mondello, to approve the minutes of the August
28, 2017 meeting. In a voice vote, the motion passed unanimously.
IV. UNFINISHED BUSINESS
A. Holiday Parade Grand Marshal
Mr. Majors discussed the hope that Vince Wilfork would accept an invitation to be Grand
Marshal for the parade; however, he has not heard back.
The City will now be accepting nominations, getting the word out via press releases and social
media, and a decision will be made at next meeting in October. Nominations will be sent to the
Board members to review prior to the meeting.

V. NEW BUSINESS
A. System Master Plan
Mr. Majors indicated that the City has been talking about the parks system for several months
and how to improve it, and with new board members, now is a good time to review the master
plan. A digital map is online of parks and facilities in the City. There are currently 29
developed parks comprised of 180 acres and 7 undeveloped sites. Designations have been
assigned for each park, i.e., community, neighborhood, passive, special use, water and beach
access facilities, conservation lands, etc. Mr. Majors then reviewed the purpose and locations of
each park within the City. He further indicated that there is a mandatory requirement to have a
system plan in order to maintain national accreditation, which the City current has.
The plan looks at each facility to get a sense of current conditions and what to do in the future.
The current plan had been brought to Board late last year, included public feedback, and then
taken to the City Commission for endorsement.
The department's strategic plan will expire at end of month; plans are being made to update the
plan within 3-6 months and will include an update of the mission and values of department, as
well as future projections, further addressing environmental concerns and economic
development, social contributions, and further opportunities for residents to gather for common
interests.
Chair Pierce-Roe interjected mentioning a program for not throwing away fishing poles or nets,
instead sending them to Boyer Park for kids to refurbish and reuse.
Mr. Majors pointed out that the plan is on the City's website and shows park acreage,how each
park is designated and defined, and the levels of service. The City tries to maintain 2.5 acres per
IK residents (as stated in the Comprehensive Plan).
Eight future park sites were also reviewed.
With regard to changes to current recreational facilities: the arts center will have to be vacated by
March and the programs relocated; the civic center won't be vacated until the high school is
ready.
November will be when the City commits to phase 2.
Ms. Browne-Banic inquired regarding keeping the activities going regardless of location to
which Mr. Majors responded that is staff's goal.
It is anticipated the high school will be more along lines of a performing arts center; it will not be
able to include operations as an after-school program.

The City may maintain a portion of library; the plan is to incorporate the new library into the
new City Hall. A suggestion was made to move some programs to the senior center.
Mr. Majors also indicated the information online includes the capital improvement plan and
adopted budget.
There was further brief discussion regarding dog parks, grants, which undeveloped sites should
be focused on,budget approval, and developer fees.
B. Upcoming Events—
• Sand Sifters Beach Clean Up @ Oceanfront Park— Saturday, Oct. 7, 8:30 A.M.
• Fall Festival @ Intracoastal Park— Saturday, October. 16, 3 P.M.
Lisa Browne-Banc then introduced herself as the newest member of the Board.
Chair Pierce-Roe inquired regarding hurricane damage to the parks and was advised that there
had been nothing serious. All shade sails, with the exception of the one at the amphitheater
(which had been lost in the hurricane) had been removed prior to the storm.
Mr. Majors thanked the City's public works and utilities departments for their efforts and
diligence with hurricane cleanup.
