Minutes 10-23-17 DRAFT CITY OF BOYNTON BEACH RECREATION & PARKS ADVISORY BOARD MEETING CITY HALL—COMMISSION CHAMBERS October 23, 6:30 P.m. PRESENT: Betty Pierce-Roe, Chair Amy Blackman, Recreation Superintendent Charles Kanter, Vice Chair Lisa Edmondson, Prototype, Inc. Julie Mondello Renee Stern Michael Byrd Eric Ammon Christina Johnson ABSENT: Daniel Shapiro Lisa Browne-Banic, Alternate I. CALL TO ORDER The meeting was called to order at 6:32 p.m. by Chair Pierce-Roe. The Pledge of Allegiance was recited. II. ATTENDANCE Roll was called, and a quorum was present. III. APPROVAL OF MINUTES Approval of the minutes was deferred to the next meeting. IV. UNFINISHED BUSINESS A. System Master Plan continued discussion Discussion deferred to the next meeting. V. NEW BUSINESS A. Veterans Events—not discussed due to the absence Wally Majors. B. Holiday Parade Judge and Grand Marshal (nomination accepted through Nov. 1) Meeting Minutes Recreation and Parks Advisory Board October 23, 2017 Page 2 Ms. Blackman provided a draft application indicating that several boards have been charged with picking an on stage judge to critique different categories. The date of the parade is December 2, 2017; the judge must be present by 3pm that day. Ms. Blackman indicated that Mr. '_Majors has requested a special meeting of the Board be held on November 15, 2017. Upon general consensus by the Board, the special meeting was agreed to be scheduled in lieu of the regular November 27th meeting. Mr. Majors had requested that any Board members unable to attend in person attend via conference call if able or to send him an email with their nominations. Chair Pierce-Roe asked that nominations received be sent to the Board members to review prior to the meeting. Discussion continued regarding whether they could nominate persons who work for the City as well as the possibility, if other boards have no one to nominate, that the PRB would be able to provide more than one candidate. A. Fit2Play Ms. Blackman provided information regarding a grant program received from the Florida Recreation Parks Association, outlining program goals such as tracking of children's health, food intake,body measurements, etc., to start a database to utilize for statistical purposes. Miami- Dade has implemented the program and found the children to be healthier and better educated. The grant provides training for staff, materials, and access to the databases. The City has purchased the SPARK program used in the school system which is a well-defined curriculum for aftercare, and has also purchased a nutrition program to be implemented. Chair Pierce-Roe asked about having a gardening program for teaching children how to grow vegetables, further outlining the benefits to children of growing their own food. It was noted that the Hester Center had such a program a few years ago and the Arts center did one last spring. Mr. Kanter noted that acreage has been volunteered and a task force has been put together in a similar regard. B. Traveling Sauna Ms. Blackman provided a flyer to the Board from a mobile sauna vendor showing interest in providing their service at different park locations. The first event will be at Intercoastal Park on November 18th. E. Upcoming Events— • Sand Sifters Beach Clean-Up @ Oceanfront Park— Saturday, Nov. 4, 8:30 A.M. • Holiday Movie @ Children's Museum Grounds—Fri. Dec. 1, 7:00 P.M. • Parade @ Federal Hwy— Saturday, December 2, 4 P.M. • Tree Lighting @ Children's Museum Grounds— Sat. Dec. 2, 5:30 P.M. • Boat Parade @ 735 Casa Loma Blvd. —Friday, December 8, 6:00 P.M. • Music on the Rocks @ Children's Museum Grounds—Fri. Dec. 15, 6:30 P.M. Meeting Minutes Recreation and Parks Advisory Board October 23, 2017 Page 3 Mr. Ammon inquired regarding an assessment of hurricane damage to the parks and was advised by Ms. Blackman that she will mail out the information to him. Discussion continued regarding status of the trees in Girl Scout Park, as well as contractors being utilized in conjunction with City staff for debris removal. Mr. Ammon handed out a survey for Girl Scout Park; the idea is get resident's email addresses to talk about events in a community e-newsletter. The survey also provides a check off for items residents would like to see in the park. Chair Pierce-Roe offered to connect Mr. Ammon with the Inlet Cove Association website to link with City information(incaviews.com). Chair Pierce-Roe asked regarding an update of the kayak dock at Oyer Park, voicing concerns that they not lose the available grant. Ms. Blackman responded she will ask Mr. Majors and report back. VI.
