Minutes 12-14-17 MINUTES OF THE ARTS COMMISSION MEETING HELD ON THURSDAY, DECEMBER 14, 2017, AT 6:30 P.M. AT THE CITY HALL WEST WING CONFERENCE ROOM, 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA PRESENT: Kim Weiss, Chair Debby Coles-Dobay, Public Art Manager Cindy Falco-Dicorrado Robyn Lorenz Clovis Moodie Lauren Huff Marsha Levine 6:30 P.M. MEET AT CITY HALL WEST WING DOORS TO TAKE A TOUR OF ALBERT ON THE AVENUE. 7:00 P.M. MEETING BEGINS I. CALL TO ORDER After the tour of Albert on the Avenue, Chair Weiss called the meeting to order at 7:19 p.m. II. ROLL CALL OF MEMBERS Self-introductions were made. A quorum was present. III. AGENDA APPROVAL Motion Ms. Levine moved to approve the agenda. Ms. Falco-Dicorrado seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES • August 10, 2017 minutes Motion Ms. Lorenz moved to approve the August minutes as presented. Ms. Huff seconded the motion that unanimously passed. • September. 12 — Meeting Cancelled • October 12, 2017 minutes Meeting Minutes Arts Commission Boynton Beach, Florida December 1 , 2017 There was a change to the motion regarding Item B, Leeward Luxury Mural. Ms. Falco- DiCorrado dissented and not Chair Weiss. Ms. Coles-Dobay made the following changes: Page 3, under Albert on the Avenue, the application is Ottocast and not °HtG Page 4," She explained the piece will be painted when it is ready to be installed and the base alone weighed 10,000 pou total weight of the Calvalcade was 8,500 pounds." Motion Ms. Huff moved to approve the minutes as amended. Ms. Lorenz seconded the motion that unanimously passed. • November 9, 2017, minutes— Meeting cancelled. V. INFORMATIONAL ITEMS FROM THE BOARD Ms. Coles-Dobay thanked the members for volunteering and being part of the art program and supporting it. She thanked the Minutes Specialist and wished all a Happy Holiday. Ms. Huff recalled the Wild Capture — A PhotoPoem Exhibit Reception on November 31d at the Civic Center took place and announced the photographer was there and it was a nice event. She recommended viewing the exhibit. Ms. Oyer pointed out an article in the Coastal Star about art in libraries, written by Lucy Lazarony, which featured an interview with Ms. Coles-Dobay. Ms. Lazarony travelled to several cities researching the article. There was also an article in the Palm Beach Post about the Art in Public Places Program and the new installation of the Paley Exhibit, which has received a lot of press. Since installation at the end of September, there were 20 feature articles about the Paley Exhibit and there is an ad in the Cultural Owl. More ads and articles about the Paley Exhibit will follow as the City has a strong public relations campaign. She noted this is a national exhibit and the City's push is to get national press exposure. Invitations will be sent out. Friday, February 2, 2018, from 5 to 7 p.m. for the Grand Opening event at Ocean 500, which will celebrate the Paley Exhibit and sculpture entitled Cavalcade. Albert Paley will be present as would other City and County officials and the developer. As a publicist, Chair Weiss commented having 20 articles in such a short span of time was great. VI. ANNOUNCEMENTS/REPORTS On the Town PBS video about Boynton Beach Ms. Coles-Dobay announced there is a feature about Boynton Beach and the Art in Public Places Program on On the Town, airing on WXEL PBS. She noted the information is on the website and the episode would air on December 23rd and December 241h on PBS. She shared the link and the members agreed to share the information. Ms. Levine explained her friends in the business have their own affiliates and they could pick up the On the Town Series. There was one slide of Lantana in the expose, which Ms. Coles-Dobay thought was a preview for the next episode of On the Town. VII. PROJECT UPDATES/APPROVALS • Casa del Mar public art review Ms. Coles-Dobay reviewed the original presentation and the conceptual idea for the Casa del Mar Public Art project spanning from Federal Highway, east to the Intracoastal. The members viewed the site plan and the public art represents Mango trees, which speaks to the eco system. A mango swale on the property will remain. The art is called Emerging Mangos and it should look like a mango tree caught between sections of the wall. The tree is composed of masonry wall. The roots are aluminum, and reflective commercial mosaic glass tiles with hand sculpted glazed tiles for the leaves are used on the branches. The budget was $77,756. An image of the completed project located to the north side of the entrance was viewed. Landscaping and LED lighting used in the front of the piece to illuminate it at night. A structural engineer worked with the developer to ensure the piece met the City's wind load and structural requirements. It was noted Artist Lucy Keshavarz, also created the Jaycee Park public art markers. Casa del Mar was planning an unveiling at the opening reception on Wednesday, January 17th from 5 p.m. to 7 p.m. The members needed to approve final installation of the project. The project is north of Dimick Road, nearly in Hypoluxo, on the main wall that faces Federal Highway. Motion Ms. Lorenz moved for final approval of the art. Ms. Huff seconded the motion that unanimously passed. • Sara Sims Park public art concept ideas Ms. Coles-Dobay explained Sara Sims is a park located in the Heart of Boynton (HOB) area that already has public art on the street corners. Five community input sessions and four generations of community residents participated and developed the concept of what the community means to them regarding its past, present and future. Ms. Coles-Dobay reviewed past public art projects. Sara Sims Park will have gates, pavilions, fencing, and improved walkways and landscaping. A nearby racquetball court had a neighborhood vibes mural that would be touched-up and the basketball and racquetball courts would remain. There will be a rest area. The final plan had been presented and approved by the community. Ms. Coles-Dobay showed the members where the public art would be located. The Arts Commission wanted to utilize the theme of music since the imagery in the park already had it as did the panels. The City would like to hire the same artist who worked on the HOB project for this fast-paced project. If so, the Arts Commission would have to extend an invitation to Artist Debbie Maruchi to create a piece in aluminum for a 3 Meeting Minutes Arts Commission Boynton Beach, Florida December 14, 2017 welcoming entry feature and give a description of the criteria. The concept will come back to the Arts Commission. Ms. Coles-Dobay advised the City wants to make improvements in the park quickly and anticipates starting in April and completing the work in August 2018. Chair Weiss suggested reviewing the concepts first and allowing the artist be creative. There were no objections. Ms. Moodie did not see a strong depiction of music in the panel although it was in the mural and it was noted Ms. Maruchi did not create the mural. She wanted to know where the music came from. Ms. Coles-Dobay explained when the artist worked with the community, the community identified music as one of their strengths. The artist was present for these sessions and she developed the pieces. Ms. Moodie thought based on what Ms. Maruchi has previously created, she could provide additional concepts to consider. Ms. Coles-Dobay requested a motion invite the Artist Deb Maruchi to provide a concept for Sara Sims. Motion Ms. Lorenz so moved. Ms. Falco-Dicorrado seconded the motion that unanimously passed. Vlll. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING Kinetic Art exhibit planning - location and dates Ms. Coles-Dobay explained the Arts Commission starts discussing and planning the exhibit in January. The members must decide where to have the year-long Avenue of the Art exhibit, which is held the first weekend in February and the locations to site the art for the weekend event. The Avenue of the Arts pieces are installed in September. In the past, the Arts Commission had a tent in the Old High School parking lot, but the area will all be under construction. The Old High School renovation will be finished and it was possible they could use the upstairs of the building, but she did not know about the rest of the site. The exhibit also has many of other activities ongoing with art situated throughout the area. The Civic and Art Centers, and perhaps the Theater will be activated, but the area will be a construction zone and she did not think they could count on using the former locations. Artists showcase their work indoors, make presentations and have additional outdoor art. A lot happens in the Library Program Room and Civic Center. The Arts Commission will have to be creative and reinvent the event. Ms. Coles-Dobay identified sites that have art and pads and sought to expand the event. If one end is temporarily unavailable, they have to select other areas for art and the tent. There was the possibility to add other pads, perhaps some in the water basin area and/or water by St. Marks Church. The Arts Commission wanted to connect some of the areas and there is a better flow such as the City Hall parking lot by Bradley Miller's building. 4 Meeting Minutes Arts Commission Boynton Beach, Florida December 1 , 2017 Liability agreements would be needed with private entities. A fairly large tent could be accommodated on the new City Hall parking lot site and a smaller tent be used for exhibits or volunteers. The Arts Commission would have to contact the Church regarding parking or additional outdoor art. Ocean One is building their project at a major intersection and the site could accommodate a tent. Ms. Coles-Dobay would have to approach them and see if they would be interested in letting the Arts Commission use the land. She noted only half of the Ocean One site would be used. Ocean 500 also has a large parking area between the commercial and residential units. Chair Weiss favored being as far away as possible from construction and thought construction next to the exhibit would be unattractive and difficult. The goal is to have a nice exhibit with national and international artists. It was noted setting up the tents would tie-up space for about a week. The interior of the tents would have to be set-up and construction activity may be ongoing. Ms. Coles- Dobay thought locations to the east could be scouted. It was important to stay where the art pads were located. Chair Weiss asked about moving the exhibit up one year. Ms. Coles-Dobay discussed the matter with fair promoters and others in the industry and noted the event is a biennial event and there was a concern about the event losing momentum. There is no guarantee the area would be ready by 2020. Ms. Moodie thought looking at alternate locations was great. Ms. Coles-Dobay thought it was a logical site and the members should discuss each site further. When the Arts Commission looked at a date years ago, they noted it was Super Bowl weekend, but Ms. Coles-Dobay recalled there was something every weekend. Ms. Oyer suggested holding the VIP Party the Friday before the event at the Woman's Club. Ms. Coles-Dobay explained the VIP event should be where the art is located. Chair Weiss thought the golf carts similar to Delray Beach may be helpful. There was brief discussion the Woman's Club may house the Library temporarily. The Arts Commission will have to adapt and have more outdoor exhibits and less indoor. Ms. Oyer suggested routing the path north on US 1 and perhaps using the CRA office and the area north of Boynton Beach Boulevard, such as Intracoastal Park or Seacrest Boulevard up to Sara Sims. She thought attendees would understand the City is under construction. Chair Weiss asked if they could have a small preview portable show in 2019 that would lead up to the big event in 2020. Ms. Coles-Dobay thought the Arts Commission would have to reinvent the event and examine the elements they have. She thought the situation was a good opportunity to study the event. It might be good if it would coincide with the unveiling with the entire Town Square. Ms. Levine explained the area across from the Ocean Cafe is private land. Ms. Coles- Dobay explained the Town Square will be under construction and in different phases. Area B is the furthest away from construction that has walkable areas near the pads and the Arts Commission could continue with additional pads. There were concerns about pedestrians crossing the street; however officers would assist. Ms. Oyer thought a smaller version where the tiki people are, by the church might be helpful since there are already pads there. Chair Weiss suggested thinking of sites and discussing them at the next meeting. She would want to know which areas will have the most construction and 5 Meeting Minutes Arts Commission Boynton Beach, Florida December 14, 2017 when and then stay away from them. Ms. Huff thought artists may be concerned with vibration from the trains and construction. A much more solid tent floor would be needed. After further brief discussion, there was agreement this item would be continued to the next meeting. Ms. Coles-Dobay agreed to send the members the information to consider. Ms. Coles-Dobay commented she is also speaking with Mike Simon, CRA Executive Director and Andrew Mack, Development Director. Some development projects need development agreements before they can start to build and they have not yet started. It is important to know so the Arts Commission will know when to discuss the issue with them. Ms. Coles-Dobay repeated she surveyed people in the industry and they advised heavily against skipping a year. Ms. Moodie asked if the Arts Commission could focus holding the event east of US 1. Ms. Coles-Dobay explained there is a lot of cost involved with the pads although some sites could be used in the future. There were also some blocks with commercial space at Casa Costa and 500 Ocean the Arts Commission can consider. IX. NEW BUSINESS NONE X. UNFINISHED BUSINESS NONE XI.
