Rev. Keith Love, First Presbyteria~ Church gave'the Invocation. Minutes of the November 7th meeting %vere read and approved with one addition at page 8 (add :co-op north oft) upon motion by Mr. Archie, seconded by Dr. Akes and unanimously carried. Minutes of the November lzith meeting were read and approved as written upon motion by Mr. Archie, seconded by Dr. Akes and unanimously carried. Mr. George Culver requested the logs east of Howard Johnson be- ~ve~n Intracoastal waterway be cleared because of mosquitoes, snakes, etc. He submitted a petition ~ith 78 signatures affixed ihereto. Mayor Oyer recommended this item be referred to City Manager. Mr. Archie moved the Mayor's recommendation be accepted. Motion seconded by Mr. Madsen and unanimously carried. Dr. Akes announced that Tuesday, November Z9th wD_I be the Blood Bank Drive and urged the citizens of this community to participate because the need is very great at the present time. Mr. D. M. Martin, representative of Russell & Axon appeared before Council displaying artist~s conception of proposed water improve- merit plant and completed construction plans. The City Manager stated plans have been inthe office for anyone that wanted to look ttzem over, tV~ayor ~er recommended the plans be approved. ~r. ~adsen moved that tk~ ~ayor:s r~commendation to approve ~e plans be accepted. ~otion seconded byl~r. The City Attorney read I[esolution zn regard to public alley at N, E. Brd Street and lla~road 2hyenas in Arden Park, Mr. Archie moved the ~esolation be adopted. ~otion seconded by ~r. ~adsen and ~i~o~sly carried. · The City Attorney rea~ the second~esol~tion in regard to pavzng alley be~een N.~. 3rd Street and ~ailroad Avenue in ~den Park~ re- gulfing Supt. Public Works to prepare estimated costs o~ building, ~d repairin~ the ~ley; also, assess~t be borne by abutting property owners with no assessment to City. ~r. ~dse~ ~oved the ~esolution be adopted. ~otion seconded by ~r. Archie ~d unanimously carrzed. Hearing t~ be held at December 19th ~ep~ing at 8:00 p.~. It was also agreed that on the four items denied by the Zoning Board that the hearing be held December I9th at 8:00 p.m. Mr. Moore advised that he had been contacted by a. firm of attorneys who have been retained for the purpose of defeating the appeal in regard to the swimming pool validation, t~s stated they would come in for the purpose of defeating the appeal, and that they had been retained by Mr. Startzman and Mr .~ Miles. Mr. Archie movdd that the City Attorney be instructed to opposes the above request. Motion seconded by Dr. Akes and motion carried 3-2. Mr. Baughman and Mr. Madsen voting ~RXlo*~. Mr. Baughman stated he felt Mr. Miles had,presented a good case fdr savings that would save the t~cpaye rts money. ~i~. Madsen said the first time he abstained from voting but this time he voted ~Mo'~ because Mr. Miles had given him a copy of the figures andke had atBo requested a copy of the F. S. Smithers re- port from Mrs.Padgett which he has not received, thru no fault of Mrs~ Padgett. The City 1V~anager reviewed the report of the Civil Service Board in which they recommended ~zat Henry Lansford~s classification be changed fromm 1 year to 5 years; that Ethel Collins be changed from addressograph operator to cle,rk typist and H, Byrams be changed from light equipment operator to truck driver. The City 1Vianager recommended the Civil S~rvice Board's request be approved° Mr.. Madsen moved that the three above mentioned changes be adopted. Motion seconded by Mr. Archie and unanimously carried. The City 1Vianager reported on the conference with the Library Committee ~ Supt. PubIic Works, Building Inspector and A4rs ~ Sullivan. It was reit the i{olff house ~vas conducive to a library and sketches were st%bmitted for alterations and additions. It was the consensus of opinion, the proposed plan could accommddate i0,000 volumes which is tw-ice the size of the Womans' Club Library at present, as submitted byMr~ ~rootenboer~s sketch. TheCi!y !Vianager recommended final construction plans be made and authorization to. begin advertising if it is the desire to have the building completed by February 15th. Mayor~ Oy. er recommended working plans be drawn and advertise for bids on the work; IVir. Madsen moved that 1V~r. Grootenboer and Mr. Smitzes recommendation be accepted authorizbaE ~vorking plans be drawn and advertisement made for bids to be received on this. iVfotion seconded by Dr. 3kkes and unanimously carried. Upon recommendation by the Mayor, Mr. Madsen moved that the Boy $Couis be ,authorized to use the Council Chambers for their Honor Court. Motion seconded by Dr. Akes and unanimously carried, Mr. Archie moved that the United Fund be permitted to use Council Chambers Tuesday, l~ovember ZZ, 1960. Iviotion seconded by Mr. Iviadsen and unanimously carried. -5- City Manager reported that in reference to report on automatic crossings at unguarded sections the agreements are in abeyance until nev¢ owners ~ake over company january 1, 1961. Archie and un~mously carried. In reference to the complaint of Mr. Oharles F. Gaffney for fill, the City Mar~ager and IVLv., Groo~enboer were instructed ~o check in~o this ~d m~e ~ecom~end~ons ~s to policy in reg~d to items of t~s City Manager reported that the Grimes property in the soath part of tov~n was being taken care of by Mr. Grimes in that they are digging a canal and properly draining the area and cooperating very nicely. In reference to F. S. Smithers and Co. proposal concerning se%v- age program, City Manager report~ed it is almost identical to water improve- ment contract except for the amount of $6,000. for services plus expenses as approved by City. Mr. ~rchie inoved that the Mayor's recommendation be approved to enter into a contract ~vith F. S. Smithers and Co. and authorize the Mayo r to sign s~me under terms crf this contract. Motion seconded by Mr. Madsen and unanimously carrzedo City 1Vian~ger requested authorization to make payme uts on garage court, act on same procedure as were made on the pool wvith the understanding final payment weald be approved by council. Mr.~ Archie moved that the City Iv~anager be authorized to meet bills monthly as presented to pay the contractor on the garage. Motzon seconded by Dr. _Akes and unanimously carried. IVir. ~irchie moved that the, advertising bill in anaount of $559.56 for pt~blicity Of fishing tournament be approved. 1Viotion seconded by Dr. Akes a~ec~ unanimously carried. lV[r. Madsen moved that the bill for $160.80 ~o Foundation Well~ point Corp. be approved. Motion seconded by Mr. Archie and una_ui- rnously carried. Mr. L. H. Zill, Seventh Day Adventist Church requested per- until Christmas. mission to sing Christmas carols and accept donations from Thanksgiving -6- Mr. Madsen moved the above request be granted. Palm Beach Country l~esources Development Board sent letter advising that the term of Evans James expires January 1st. Mr. At.hie moved that Harvey Oyer be. appointed as the 3-year man to serve on l~esources Development Board, Motion seconded by Dr..Akes and motion carried &-0. Mayor Oyer abstained. The City Clerk read the 1960 tax roll adjustment report. lViayor Oyer recommended that ali adjustments as read be made. lv~otion by Mr. Madsen t_o accept Mayor Oyer:s recommendation, seconded by Mr. Archie and unanimously carried. In reference to the 1959 taxx item on personal property relative to Elmer Ptubbard o£ Coun~3~y' lvlercantile, Dr. 3Lkes moved that the 1959 tax b~ adjusted to i960-assessment of $16,000. and that Mr. Hubbard be charged the cost of advertising and interest accrued, l~otion seconded by Mr. Archie ~ unanimOUSly carried. Mayor Oyer recommended that Council go into Executive sess:on regarding water improvenuent program.
