Minutes 02-08-18 MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2, 2615 WEST WOOLBRIGHT ROAD BOYNTON BEACH, FLORIDA ON THURSDAY, FEBRUARY 8, 2018, AT 6:30 P.M. PRESENT: Kim Weiss, Chair Debby Coles-Dobay, Public Art Manager Robyn Lorenz, Vice Chair Lauren Huff Clovis Moody Golene Louis Marcia Levine 1. CALL TO ORDER II. Chair Weiss called the meeting to order at 6:36 p.m. 11. ROLL. CALL OF MEMBERS Self-introductions were made. A quorum was present. III. AGENDA APPROVAL There were no changes made to the agenda. IV. APPROVE MEETING MINUTES A. Jan. 11 minutes The minutes were not available. IV. INFORMATIONAL ITEMS FROM THE BOARD None. VI. ANNOUNCEMENTS/REPORTS A. February 1St, 5:30 p.m. — 7:00 p.m. Collectors Reception with Albert Paley at the Sun Dek Hotel, 6666 N. Ocean Blvd., Ocean Ridge, Florida Chair Weiss attended the event and conveyed she learned a great deal about Mr. Paley through his lecture and conversations. It enhanced her appreciation of his work and she was grateful to have attended. Ms. Huff announced she was more proud of Boynton Meeting Minutes Arts Commission Boynton Beach, Florida February 8, 2018 Beach than before She thought Mr. Paley was amazing and insightful about his work and art as a whole. Ms. Levine explained she is new to the Arts Commission and was seeing the scope of its mission. She thought the sculpture and meeting Mr. Paley was exciting and she enjoyed hearing him discuss his work. She noted in addition to collectors, there was another public arts manager from Tamarac present and hearing her talk about her experience was interesting. The event continued to the next night where she attended the actual Grand Opening. She is starting to view Ocean Avenue differently and had a total Albert on The Avenue experience. Ms. Moodie advised it was a pleasure to attend the event and be in an intimate setting with him to hear him express his thoughts about Envious Composure. Ms. Lorenz felt the Arts Commission does not always have the opportunity to meet an artist of his caliber and she appreciated being able to do so. Ms. Coles-Dobay asked if the goal to have a collector's reception was a success and if they hold one again as the art is for sale. Chair Weiss thought it was entirely worthwhile. As to the goal of selling some of the art, it would be nice if something sold, but there was more of a chance the art would sell with an event like this than not. Ms. Levine asked if she were to look for more collectors, is it town collectors who collect public art, or smaller. She thought it would be exciting to say it would be an event next year and have access to Albert Paley or another artist. She thought it would be very exciting and provide her with the opportunity to discuss it when she attends events. The agreement with Mr. Paley was to have a 30% commission, not just on the Avenue, but anything due to the Arts Commission's efforts. If someone buys a functional piece of his, such as a table, lamp, or if he is asked to commission a piece, the 30% would apply as long as the sale occurs within a reasonable timeframe. The work on temporary loan is always for sale. The Arts Commission will do the same thing and as they plan for the kinetic event, that is the new sales pitch to get collectors to attend. There is both indoor and outdoor pieces. B. February 2nd, 5:00 p.m. -7:00 p.m. 500 Ocean Opening Reception w/ Albert unveiling of Cavalcade at 500 Ocean, 101 S. Federal Hwy. Chair Weiss thought it went beautifully; it was well organized and had a nice balance of Commissioners, lay people, area business people and Arts Commission members. She thought the inside and outside events went very well. She thought it was great for the Commissioners to meet Mr. Paley, which the Arts Commission facilitated as they could gain a better understanding about the work. Ms. Huff agreed and thought the unveiling reception was well organized. There were multiple things to do, there were tours, mingling and the canapes were great. Vice Chair did not attend the event, but had visited the next day and saw the rentals. There was a drone and people looked forward to seeing the aerial view of the Avenue. The cycle party was fun. 2 Meeting Minutes Arts Commission Boynton Beach, Florida February 8, 2018 (Ms. Louis arrived at 6:49 p.m.) Ms. Moodie explained the reception allowed her to get a closer look at 500 Ocean. Ordinarily she would not tour the facility or what was occurring, but because it was a part of the event, she was able to see the sculpture and the facility which enabled her to speak to others. Ms. Huff recalled when all were counting down to the sculpture unveiling, vehicle occupants waiting at the light rolled down the window also participated in the countdown and enjoyed the unveiling as well. Ms. Louis thought the entire event was amazing speaking to Mr. Paley and seeing his work. Chair Weiss explained Cavalcade had a kinetic quality, which was also a great connector. It was noted kinetic art distinguishes Boynton Beach from other towns. Ms. Moody thought it was interesting Mr. Paley looked at the Avenue as a collective that advances education and dialogue. Susan Oyer liked that that Artist Ralph Papa was present with the Plein Air Artists. She thought it was a nice way to commemorate the event. Ms. Coles-Dobay noted at the Pirates Fest, Mr. Papa typically attends the event and paints Plein Air. He stopped and saw the Cavalcade piece being installed during construction and he started to paint it. When he showed the final picture Ms. Coles-Dobay asked permission to use it to promote the exhibition. They discussed it with 500 Ocean and Mr. Paley and it was supported. It was a collaboration of artists working together and it was a good connection with local artists. C. Feb, 10, 5:30 - 7:30 p.m. Tribute to Frank Varga at Cornell Museum, 51 N. Swinton Ave., Delray Beach Mr. Varga is an artist who has several pieces of art in the City who has a studio in Delray Beach. He created a piece dedicated to Carolyn Sims, and had the Seahorse on the Avenue of the Arts, which the Arts Commission purchased the piece for permanent placement which is now by the Library. He created the Marlin at WalMart on Federal Highway called Gateway to the Gulfstream and a mixed-metal piece for Imagine Charter School. Mr. Varga had done much more for art on a global basis. He is a world reknown artist from Budapest, who trained formally in Italy and who has been all over the world. He teaches sculpting and during his 57-year career, he made 37 trips to Carerra, Italy with students to where they mine the marble. He gives art history tours and has artwork throughout Palm Beach County. He is one of the more prominent local sculpturer who uses bronze metals and carvings and did a lot of art for churches. Mr. Varga is not well and so they wanted to have a tribute to him while he was still present. It was a collaborative effort working with Ralph Papa, Rick Beaulieu and Cornell Museum Director Marusca Gatto agreed something could be done to honor him. They offered to hold an event at the Cornell Museum. They will have some of his pieces outdoors in the front walkway area, some indoors and there will be a rotating video that showcases more of his art that gives a greater sense of his work as a worldwide artist. She posted the art in the Boynton Beach Art in Public Places Facebook page as a collaborative effort to what 3 Meeting Minutes Arts Commission Boynton Beach, Florida February 8, 2018 they are already hosting which is called Art on the Square. The event is on Saturday and Sunday from 10 a.m. to 5 p.m. There will be booths set up around the museum of artists, work and the reception is 5:30 to 7:30 pm. During the reception, there will be a tribute to Mr. Varga at about 6 p.m. D. Sat., March 24, Sister Cities, Young Artists & Authors judging, City Library Ms. Coles-Dobay explained this event will be held at the Library on March 24th. She was unsure of the time. The Sister Cities organization is looking for Board members to serve as judges as they have in the past. Last year, the event was held at the Woman's Club. Jeanne Heavilin, from Sister Cities, was thrilled with the Arts Commission's judging the event because last year, the art selected went on and won, the National Competition. Chair Weiss and Vice Chair Lorenz volunteered to judge. Ms. Levine could not commit and Ms. Louis agreed to be on standby. VII. PROJECT UPDATES/APPROVALS A. Water, You and I final review A visual presentation of the Water, You and 1 project at the East Water Treatment Plant was made which included a preview of the proposal and the process to finish. The Utilities Department will provide the landscaping at the park before celebrating the completion of the project. Ms. Levine thought it was a fantastic piece and she liked the educational component. Chair Weiss agreed. Ms. Moodie thought it was a good example of a Science Technology Engineering Art and Math (STEAM) project. Vice Chair Lorenz noted it was necessary to clean up the corner of the park and the piece puts it on the map. Ms. Huff also noted it addressed a lot of the issues with the homeless there. Ms. Louis liked the beauty of it, noting the different lighting brings a different view of seeing art. Ms. Oyer mentioned it was one of her favorite pieces in the City and it was a stellar example of what public art is in the City. She was also glad it paid tribute to former Mayor Harmening. She liked that the light glows at night and would like to see something like it in the Town Square. It is decorative and functional art that tied in nicely with the water tower in the back and the wall. Motion Vice Chair Lorenz moved to approve. Ms. Levin seconded the motion that unanimously passed. VIII. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING A. Kinetic Art Event planning - date 4 Meeting Minutes Arts Commission Boynton Beach, Florida February 8, 2018 Ms. Coles-Dobay explained the Board was going to discuss the dates for the kinetic biennial event. The event starts with installation of the art, which is connected to the Avenue of the Art in October and then builds up to the first weekend in February. There is a Friday night reception before the weekend event, which is held in a tent with indoor artwork and the artists. During the weekend, the tent is open to the public and all enjoy the indoor and outdoor exhibits and other activities. This event has been occurring since 2013. The Arts Commission works hard and has considered all the other events occurring locally and in South Florida. The focus should be about the arts and although kinetic is more than just art, as it incorporates STEAM as an educational component, it is a top focus for the City as it differentiates Boynton Beach from other cities. Kinetic art is not the favorite type of contemporary art; however, Ms. Coles-Dobay is contacted by people all over the U.S. about kinetic art exhibits that are occurring. It is becoming a popular art form as it has an engaging and interactive quality. This is also not the same type of event as the Pirate Fest. It is more similar to art fairs such as Art Palm Beach or Art Basel. It is open to the public and accessible as it is a free event. Ms. Coles-Dobay put together suggested dates. Saturday was a very strong attendance day. Sunday is strong, but towards the afternoon, it tapers off and the Arts Commission may want to consider ending it earlier. Ms. Coles-Dobay had listed the events that may have influence over attendance over the weekend. Chair Weiss thought it should not cut into the Super Bowl time and suggested the event be 10 a.m. to 3 p.m. Ms. Huff commented they do not want to take away from the event, but Boynton Beach has Movies in the Park and she thought after the movies they could invite attendees to stick around for a Super Bowl Party on Ocean Avenue that will keep people moving on the street. Ms. Coles-Dobay thought the focus was kinetic and creating another event regarding the Super Bowl to keep people around is not the focus of the event. Chair Weiss wanted it to remain on the same weekend as the Super Bowl. Vice Chair Lorenz advised the artists were not pleased about the time on Sunday as it takes an hour to tear down. Ms. Moodie inquired if there were surveys taken and if so, what the participants indicated. Ms. Coles-Dobay explained they did have an after event discussion with the artists and they did not mention it, rather they indicated it should be a longer event such as for a week or a month. Ms. Coles-Dobay explained the Arts Commission could explore the suggestion, but the outdoor exhibit is already a year long. She explained it is a lot of work to ship the piece and set-up it up and then take it down. Ms. Levine thought there was a lot to be done the weekend of the event and individuals try to fit everything in. She thought it could be held from 9 a.m. to 3 p.m. It is a hard time, but it makes time for the Super Bowl. Start earlier on a Sunday. Ms. Moodie agreed about keeping the event the same weekend but end it earlier. Ms. Louis suggested the event be held 10 a.m. to 4 p.m. on Sunday. There were no objections. Ms. Oyer volunteered to work the event and go to the VIP night. As for the Sunday hours she noted there are people who go to church and the event should be mindful of this. She also favored starting 10 a.m. or 11 a.m. and be finished at 4. There was consensus to hold the event from 10 a.m. to 4 p.m. on Sunday. 5 Meeting Minutes Arts Commission Boynton Beach, Florida February 8, 2018 Ms. Oyer asked about the Town Square. Ms. Coles-Dobay explained she has locations in mind for the art and there are conversations ongoing. She has contacts made, but the art would not be Ocean Avenue from Seacrest to First Street B. Call /invite to artists schedule Ms. Coles-Dobay wanted all to see how the schedule works for the kinetic event. There will be a call to artists, but she asked if there are select artists the members would like to include in the event. The Board can invite artists and she requested if there was any artist a member thought should be included in the event, they should let Ms. Coles-Dobay know. There is a committee that determines who would exhibit, which includes one member of the Arts Commission. Members could also suggest what else they could have included. One location she is considering is because there will be a different route to extend the event further and add a few new sites to Casa Costa, connecting to the Marina and the round-about along Boynton Beach Boulevard. There is a new site at Palma Pavilion, which will have a water feature. She requested the members do research. Ms. Oyer suggested Artist Tim Hare be invited to exhibit. At the last event, he was by the Amanda .lames Gallery. He works with copper and makes smaller pieces. Ms. Levine queried where artists can review the requirements for the events and learned they should go online to Intlkineticartevent.org. There should be a call to artist listed from last year on the site, which would be updated. The call will cater to one artist to display something in the water and even some functional. Ms. Coles-Dobay was reminding artists the City will be undertaking the Town Square Plan and the focus on the Town Square is kinetic and interactive and could be solar driven. Artists may be able to create something, have it showcased and it could be considered for permanent installation in the Town Square. It could be an added bonus for artists to participate. IX. NEW BUSINESS A. Yearly Board Elections Ms. Coles-Dobay explained every year in December Board appointments are up for reappointment. Then in January, the City Commission will elect a new Vice Mayor. She explained the Chair of the Arts Commission was Kim Weiss and the Vice Chair is Robyn Lorenz. The members can keep the same officers or change. The Vice Chair fills in when the Chair is not present. Ms. Levine nominated Ms. Weiss as Chair. Ms. Huff seconded the nomination. There were no other nominations for Chair. Ms. Moodie nominated Ms. Huff as Vice Chair. Ms. Huff declined indicating she was new. Ms. Louis nominated Robyn Lorenz as Vice Chair. Ms. Lorenz accepted. There were no other nominations for Vice Chair. Kim Weiss and Robyn Lorenz were elected Chair and Vice Chair respectively. Chair Weiss thanked the members for the nomination. 6 Meeting Minutes Arts Commission Boynton Beach, Florida February 8, 2018 B. Future exhibits Ms. Coles-Dobay included info and meeting materials. Rotation of Art was halted due to pending construction for the Town Square. Ms. Coles-Dobay gets a lot of requests from artists to be considered when a site becomes available. The Arts Commission had previously discussed what type of art is desired, what type of organizations they want to add and how they can bring something special to the table to the event. This will continue. Ms. Coles-Dobay had some thoughts about the tribute to Frank Varga. Artist Rick Beau Lieu, one of the founders of this program has done many things for the program. She thought it would be a good idea to honor him and Artist Ralph Papa as well. She suggested as the Arts Commission moves forward, maybe the members could consider ways to honor some of the individuals who are important in the community. She would rather honor an artist while living. Ms. Moody asked how to determine which artists to invite to have an exhibit and what would qualify someone for a tribute. Ms. Coles-Dobay responded it is an individual in the arts that contributed to the City's program and the art in Boynton. Someone who is outstanding, not new to the community who helped put Boynton Beach Art on the map and expanded the program and been a strong advocate. Chair Weiss expiained ids. Coles-Dobay is good at identifying people and educating the members. Ms. Coles-Dobay will bring back highlights about the artists and their contributions to the City. Ms. Levine hoped there would be tributes to local women artists. If there are, she would like to learn about them. Chair Weiss liked the idea of honoring people who have contributed to further the arts in the City. She asked if there could be a monthly digital highlight of a featured artist and hoped they could talk about it in the future. Ms. Louis liked all the ideas and thought certain people should be recognized for the work they have done starting with Mr. Beau- Lieu. It could be a continuing expose' and artists added to the list as appropriate. Ms. Coles-Dobay agreed there should be strong criteria for those being honored and the Arts Commission will still want to have exhibitions in between. Ms. Coles-Dobay thought it would be spectacular to have some of Rick Beau Lieu's work when having the opening of the new facility. He paints, he sculpts and works with metals and is a high caliber artist. An exhibit would have an impact. Ralph Papa also has a following and has made contributions with Plein Air. Plein Air Magazine reaches out nationally. He paints all over the country with different groups and in Italy. Ms. Coles-Dobay explained these people reach other areas beyond other borders, which helps with the Arts Commission's vision to connect to the culture of Boynton Beach to the global community. They are local Boynton Beach artists. Rick Beau-Lieu started the Arts District and Rolando Barrera assisted later. Ms. Coles-Dobay sought to make art more interactive, exciting and global to attract people here. Chair Weiss thought this was a way to teach people about local artists. Ms. Huff explained when she moved to the area, she would drive around and see art, but her friends did not go out of their way for art. When she went to the Avenue of the Arts, she saw there was a large art influence in the City. Social media is a great option to present local media artists and small business artists such as Amanda James. Ms. Coles-Dobay explained the CRA engaged an outside agency to promote those businesses. Ms. Coles-Dobay commented they could tap into that with media they also published. Ms. Oyer asked if the Arts Commission contacted other advisory boards to invite their members to art events. She thought there would be a lot more people at events and there may be more participation on the Boards. Ms. Coles-Dobay explained they did that with the Kinetic event, but there was a controlled cost issued. X. UNFINISHED BUSINESS A. Town Square Plan • Potential deaccession (decommission) and relocation for existing public art Ms. Coles-Dobay provided a list of the outdoor artworks the members could discuss. In light of the Town Square Plan, the members should review the pieces and determine if the piece should be relocated or decommissioned. When Are You Coming to Visit was a donated piece from 2010. It was supposed to be temporary. It depicts an old woman that does not get any visitors. People do not visit them so they decay, although the elderly population has value and a place in society. The piece is falling apart The Bloomer Tree was a donated piece. It was not made well. It was moved to the roundabout and it fell over during Hurricane Matthew. The Arts Commission had it stabilized and placed it in a protected area by City Hall. When the recent cold front occurred, there were heavy winds that came from the west and it fell over. Ms. Coles- Dobay had it removed. It will be set aside for now and be a part of the Town Square. A crane will be used to relocate it which is costly. The piece is estimated to be about $80,000, but the cost spent to repair it to-date is about$12— 15K. Some of the flowerettes needed to be replaced. She estimated the cost to laser cut new ones would be another $3K. The piece is high maintenance. The problem was when it was made. the top piece did not come off from the bottom piece and the supports should have gone all the way up to the tree. Ms. Coles-Dobay had concerns about how the piece was fabricated. There are wind chimes and jellyfish panels at the Schoolhouse Children's Museum. These will be removed. There is public art on the amphitheater resembling a mangrove estuary and glass tile on the wall and sides, which could be moved and relocated. This was a Beth Ravitz and George Geston project. 8 Meeting Minutes Arts Commission Boynton Beach, Florida February 8, 2018 The Moonfish was on First and Ocean. Ms. Coles-Dobay suggested wherever this piece is located, it needs a lot of activity. The piece was very well received by the public. When a car drives by, the piece moves and at night, the piece lights up. Lighted blown glass lanterns with a bullet proof plastic surround was a CRA public Art project. The lights are computer controlled. There are a total of six lanterns that are in storage. The Seahorse Fountain by Artist Frank Varga is located by the Library. There are murals by the Madsen Center. Ms. Coles-Dobay noted the Madsen Center will be demolished. The murals were commissioned by the CRA. The Manatee is on loan in City Hall, but it was a piece identified for permanent installation years ago. The Circle Triangle Square mobile by Tom Brewitz, was in City Hall. It moves gently with the wind and it is easy to relocate Ms. Coles-Dobay explained there is a lot of indoor art. There was a bronze dedicated piece in the Library dedicated to reading. The piece was purchased by the Friends of the Library. There is a mural in the children's reading room in the Library, and there are other wall pieces. Ms. Coles-Dobay explained murals can be reproduced, put on film and placed elsewhere, or an artist can be hired to duplicate the image. There are also art pieces on the wall as part of the City's collection. Another piece was part of a memorial collection in honor of Wilfred Hawkins, a former Assistant City Manager. A donated intricate piece made from mixed materials was in the Library. Ms. Coles-Dobay explained the interior pieces could be relocated and would be discussed at another time. The members reviewed the When Are You Coming to Visit piece by Melissa Markowitz. After brief discussion, it was decided the piece would be decommissioned. There was dialogue about surveying the community or request residents write a letter to her about what pieces they like. The Arts Commission makes the decision whether to decommission. It was thought further damage could occur to the piece, which was already deteriorated. The pad is also too big for the piece. Ms. Coles-Dobay commented she could speak with the artists and then decide what could be done. Ms. Coles-Dobay agreed to speak with the artist. Consequently, this item was deferred. It was suggested the Bloomer Tree be moved indoors near an air vent. Ms. Coles-Dobay commented the new City Hall will have two floors. 9 Meeting Minutes Arts Commission Boynton Beach, Florida February 8, 2018 The Chimes and Jellyfish panels would be saved, but the Arts Commission will have to find a new location for them. There was brief discussion only one of three chimes works well; two others do not. There was agreement to decommission the two that do not work well. Modify or use the one. The mangrove canopy at the amphitheater with glass tile leaves would be relocated to another location. The Moonfish would remain. The Seahorse Fountain would be in an intimate location near the Library. Vice Chair Lorenz thought the murals were outdated. Ms. Coles-Dobay explained they were art deco and it was relevant to the playhouse. She did not know if the Theater would be moving to a new location. If not, the murals would not be relevant. The Arts Commission can take images of the mural, have the mural reproduced or hire the artist to paint the mural at a new site if there is a theater. Ms. Coles-Dobay spoke about the Manatee art. The artist is willing to reduce the price. The Arts Commission always wanted to purchase the piece, but they were never able to appropriate enough funds to purchase it. She will come back with the price. She advised the artist indicated it should be an indoor piece and not an outdoor piece. Ms. Coles-Dobay explained this pertained to the Town Square plan and they have funds to purchase public art. It could be considered for permanent placement. XI.
