The meeting called for the purpose of a tentative budget hearing was called
to order at ?:&5 P.M.
Daring the reading of the budget~ Mr. Erwin Waits, President of the Boynton
Beach Chamber of CoEmerce, questioned the Council on their plane for the distri-
bution of the item in the budget known as Community Promotion in the amount of
$11,OOO~ statiag that the Chamber of Comnerce had presented the Council with a
budget request of $L4,000 and would lik~ an answer. He was informed by Mr. Ba~ghman
and Nayor Nahoney that the Council would support any projects of the Chamber of
CeEme~ce presented to them in the coming year, provided the Chamber presented the
Council with an itemized accounting of the individual requested projects. Mr. Oyer
moved that of the $11, OO0 set aside for Community Promotion that $10,000 be bud-
geted for Chamber of Conferee activities of ~aich Sk, OOO shall he restricted for
Chris%mas lighting and for the promotion of commercial, industrial and agric~ltural
activities for the City ef B~yaton Beach. Er. Darkin seconded %he motion which
was deaied three to two, Mr. Baughman, Er. Nadsen and Mayor E~honey voting no.
E~. Oyer moved that the Council budget an additional amount to the ~.treet
Depart Budget of $12,0~0 ~er ~.the purpose ~f lighting the Federal Highway.
Mr. Put,kin seconded the motio~ whi~n was denied three to two, Mr. Madsen,
Mr. Ba~aman, end Nayor Nahoney voting no.
Following the reading! of ~he tentative budget: F~yor Nahonay read a letter
from A~torney General of t~e State of Florida stating that "to levy a publicity
tax on {he assessed valuation iof komesteaded property without giving the o.wners
the be~fits of h~mestead ~empti~n would ~e a viola%i~m of Section 7, Art~cleX,
of the ~State Constitution. ~ Fmyer Eahoney then stated that homestead exemption
w~uld ~erefere be allowed ~ this year on the publicity millage.
