The meeting was called to order at ~:0~ P.M.
Gordon Park Plat, lay~out of plat on!y~ was approved
a motion by Mr. 0yet, seconded by Mr. Madsen and unanLmously
passed. Tentative approvs2 of plat not gr~ted~
Glen Arbor 2nd Addition, lay-out of plat only, was approved
upon a motion by Mr. 0ygr seconded by Mr~ Madsen and unanLmously
passed~ Tentative approval of plat not gr~uted~
Veiaire Ist Addition~ lay-out of plat oniy~ was appr~oved
upon a motion by M~. Oyer~ seconded by Mro Madsen and unsnimousty
passed. Tentative approval of' plat not granteS.
Regarding Fern Ridge plat~ Mr~ 0yet moved that tentative
approval be granted subject to proper drainage as required by the
Supt~ of Public Works~ Mr. Madsen seconded the motion w~hich oassed
Mr° Gyer moved tl~t the Mayor be authorized to sign final
plat for Woodcrest M~uor~ subject to fins~ approval of streets by
Supt~ of Public Works. Mr. Grady Moffit and Mr. Gerald L~uusm~
developers of Woodcrest Manor S~division, presented the Oo~uacil
with a bo:ad for ~000 in the form of a cashiers check to insure
completion of the streets.
An analysis of the bids on Piurrican~ Panels for the City Hall
submitted by the Supt. of Public Works~ was read. The Supt. of
Public Works reco~mended that the contract for both first s~ud se=
cond floors be awarded to Clyde Worrell, Inc~, at a combined price
of ~2,81~4~40, in order that there be no division of authority amd
materials and workmanship will mat&n~ Since the Co'~acil had, at
it's last meet~ag, passed a motion to award tb~ bid to the low
bidder on let ~d 2r~ floors individus~ly~ Mr. Madsen moved that
the bid be awarded to Clyde Worrell, subject to approval of City
Attorney of awarding the bid in this mar~uer. Mr. Baugb~man seconded
the motion which passed ~uanimously.
Ordinance ~9-8 was read for a first reading, dealing with
the certification a~ licensing of contractors.
R~. Oyer moved that action on the ordinance be tabled o~tii
~ednesday August 12th at 2~00 P.M. at ~ich time the Council meet
~th the City ~ttorney present so that it could be discussed at
length, Mayor M~d~oney stated that the City Attorriey had told
him that hs was fully acquainted with the ordin~uce. It was also
pointed out that the Ordinance had been submitted ~y the Building
Board. The Mayor informed the Council that in pass~mg the ordi~
n~_uce to the second reading, they were at liberty to make changes
at this meeting and at th~ 2nd reading which would take olace at
the next regular meeting of the Co~aCil~ !~. E~kin seconded
Mr. Oyer~s motion to table~ The motion was denie~, three to two,
~. Madsen, Mr. Baugh~an~ and Mayor Mahoney voti~ nco
Thereupon, Mro Baughman moved that the ordinance be passed to
the second reading~ stating that in the meantime the Council could
talk to anyone they desired and make recom_mendations for any changes
they felt necessary. Mr. Madsen seconded the motion which passed
tbmee to two~ Mr. Durkin ~ad ~ir. Oyer voting no. Mr. Oyer asked
t~hat the record show that he did not feel it proper that the
Council continually take up vital legislation for the commu~uity
at special meetings, and that he felt that these items should be
discussed in special meetings and voted upon at both readings at
public regularly scheduled ~eetings. Mr. Oyer further stated that
he felt the ordinance was a needed ordinance and had marj good
things in it~ Mr. Durkin stated that he did not see the necessity
for haste and that b~, too, felt it could be postponed. The Mayor
stated that the ordinance was being passed for the protection~
safety and ~-elfa~e of the people buying homss~ in that it established
qualifications of persons being grab_ted contractor's licenses, and
that it was the duty and obligation of tt~ Council to safeguard the
public in every way possible immediatelyo
There being no further business the meeting was adjournad at
