The meeting was c ~alled to order at 7:45 P.M.
The Rev. Bruce T. Powell, pastor of St. Joseph's Episcopal Church, gave
the invocation.
Diplomas for meritorious service were presented to members of the Safety
Patrol by the Mayor,
2&in~tes of regular meeting held May 4th were read and umanimously approved
with no corrections.
The Nayor amnou~ced that the registration books would be closed at 5 P.M.
on May 2~th, five days :prior to the Gas Franchise Referendum election and reopen
at 9:00 A.M~ May 27th.
The F~yor informed those present of the upcoming meeting with the auditors
on Wednesda~, May 20th~ at I:O0 P.M. to go over budgetary procedures, stating
that it would be open to the public.
During the public half hour I~. J. A. 0um~amgs inquired about the q~ality
of City ~ter in Rolling Green Ridge~ ~ud was given details regardLug the water
problem.
Mr. Warbington presented to the Council plans for buildings he requests
permission to erect on Lots 436-439 Cherry Hill asking that he be issued a
h~lding permit. These h~J_ldS_ug plans constituted multiple dwellings. Mr. Oyer
moved that he be allox,~d to obtain a building permit. 1.i~o Baughman seconded the
motion which passed unanimously.
A gentlemen ',~rom the audience inquired into the ordinances deaii~g with dogs
~ug wild, the licensing of such animals and the requzr' ement of rabies shots.
He-~s informed the Council would look into the problem.
A letter was read from F~s. Mark ~ite, President of Boynton ~oman's Club
c~img to the attention of the Conncil the necessity for a light in front of the
Wcm~n~s Club B~lding, and the need of a street light at the so~th e=~ of the
Club hoUSe. It was decided that the State Road Department wo~ld be written re-
garding the traffic light and the lighting committee would be ~formed of the
request of a street light by ~. 0yet.
~nother letter from Mrs. k~ite ~s read offering the City its librs_~y
~en the City is prepam~d to house it properly ~nd employem librarian. Stating

second ~he motion provided it included the title to the mains will rest
with the City of Noynton Beach. Mr. Fruda pointed out to the Council
that they sho~d concern themselves with the type of rights of ~y.
The ~yor suggested that this request be granted if the rights of way
were clearly desisted. Nr~ D~Narco, who was present in-the audience,
told~ the cOUncil that the owners wo~Id give the City title to the rights
Of' ~y. }~.' Baughmsm agreed to the ~mendment By ~. Oye~ and the motion
p~ssed unanimously.
A request from the American Legion for the use of the City Hall
~udit~r.i~ On July l~th, at 7:30 P.E. for the purpose of holding a program
~ CiVi~ DefOe for the residents of the City was granted By a uma~ous
vote of theC~ on. oil.
· Mr~ Oyer~ moved that an expenditure of $300.00 be approved for the
Fire WorkS~.Display on July 4th. ~. Nadsen seconded the motion which
passed unanimously.
The Council gave the American Legion permission to use the back
portion of the Little League Ball Park for the Fire Works Dispt~v on
July 4th.
At the request of the ~yor, for ~n official acceptance of the
Advisory Board report on Railroad Crossing Conditions end Remedies Therefor,
Mr. B~ghm~n moved that the report be accepted, ~. Madsen seconded the
motion which p~ssed unanimously.
It w~s decided to meet with the members of the Advisory Board on
Saturday at 1:30 P.M. to go over this report and consider possible action.

The Mayor pointed out that there were ~wo changes since the first reading,
one appearing in Section il, "that unless Grantee sh~ll notify Grantor in
writing by December 3tst 1959. = The second change ~as Section 17 which
had been added ~nd did not appear in the first readin~ and regards the
annexing of territory to the City. ~r. Baughman moved that Ordinance #320 be
passed and adopted on the second and fNn=l readin~ of April 2Oth, 1959,
and that the ~yor and City Clerk be authorized to sign the ordinance.

Mr. Baughman moved that the letter of understanding to the City from
the Florida Public Utilities Company, dated F~rch 21, 1959, be accepted
~nd become a part of the granting of this Ordinance #320. Mr. N~dsen
seconded the motion which passed unanimously.

aM. Baughman moved that the Council approve the resolution subject to the
na~es of the Clerks being included at a later date. Mr. N~dsen seconded

~as read. Mr. ~en moved that the notice of election for publication
in the newspaper be approved. ~. B~ughman seconded the motion which

Mr. Fr~Sz re~d a contract received from the Town of ~tfstream for
fire protection, He said in his opinion the contract was vague and that
he, as City Attorney, co~ld not approve it. Mr. Baughman moved that
the con~ract be returned to the Tow~ of &~tfstream. Nr. ~dse~ seconded
the motion w2L~'ch p~sse~ three to two, ~. Oyer and Mr. iMrkin votin~ no.
Mr. Oysr stated that he felt the amount of the cc~tract should ~be included
in the~motion. ~. Durkin stated that he felt the check sh~]d be returned
with the contr~ct u~ti! ~ contract w~s executed.
· ~r. l~adsen moved that ~he City AStorney be authorized to consult

A letter was read from t~he Litt~le River Ba~k and Trust Company of
~ami, Florida, statiug that they had received funds totalling $103,250.95
from Mr. N. R. Field to be credited to the City, s Sewerage Con_s~uction
F~nd ~Accemut, a~d anthorizimg Nr. Field to act as co,tier for $50~O00.00
in Bo~ to be delivered to them from the City. M~. Durkin moved that
the City Treasurer prepare $50,000.00 in Sewage Bonds and that Nr. Field
be notified that the Bo~ds w~l be delivered to hJ.m to deliver to the

The Treasurer's Roper% was road. Nr. Durkin moved that the report be
accepted and that the Treasurer be instructed to have copies ma~e for the
Councilmen. Mr. Oyer seconded the motion which passed unanimously.
After being i~formed by the City Treasurer that a ballot of City
employees showed only one dissenting vote to increasing the benefits of
Blue Cross I~s~rance, Mr. Oyer moved that the benefits be increased from
$12.00 to $14.90 per day, with a cost to the employee of ?¢ per ~eek for
~ family contract and a ~ost to .t.he ~mty of 20¢ per month per employee.

A letter was road from Mr. Charles Gordon addreSSed to the Palice

The ~ire Chief reported to the C~oil, at the request of Mr. Baugbm~n,
on ~gs located in the Gitymhich hsd been cendemmed b.y the City and
ordered demolished, however, the demolition -~as never carried oat.
)~. 0~er moved that the matter bo referred to the City Attorney for his
recommendations, l~r. Baughman seconded the motion which ~assed unanimously.
The ~yor informed the Council that the Supt. ef Pablic Works had
asked for permission to advertise for bids on gasolene. Mr~ McGregor,
representative of the company now sullying the City with gasolene~
spoke.to the Council with respect to the advantages of his cempa.n.y serving
the City. Mr. D~rkin moved that the matter be referred back to ~r. Grooten-
boer ts investigate the matter ~ther and report back to the council at

regarding an engineering study ~and report on possible water system.im-
provements for the City~ giving details of the study and an estimated
maximum cost of. $500.00. Mr. Oyer moved that the engineering study ~

mously.
TMo bids were opened and read om street paving to be done in the
Laurel Nill section, Boy~ton Beach, Fla. Mr~ Dmrkin moved that these bids
be referred to )~. Grootenboer and Mr. Madsen for them to cheek with the
specifications and make recommendations to the Council at the nex~ meeting.
M~. Oyer said that he would seooud the motion if it included that they bo
directed to turn 5_u figures of what it ~ould cost the Oity~ itself, to do
the work. Mr. Durkin agreed to the amendment. The motion carried unani-
mously.
The ~qvor brought to the attention of +~he Couno~ the receipt of the
Engineering survey of the 40 ~cre tract to be used as a City Dump. He
suggested to them that they meet on Wednesday afternoon at 1:30 P.~ and
visit the site and discuss t~he survey.
Mr. Durkin reported to the Council ~hat he had arranged a joint
meeting of the Parks & Playgr~ a~d Recreation Boards for l~esday night
April 28th, at the eld City Hall. He prc~ised a report on this meeting
at the next Council meeting.
