~ Oyer expressed appreciation ~o i~. PartS-u and Mr. Chadwell for the
rough times he _bad given them and the many courtesies extended ~.~ during
the past year, stating that he had the highest regard for these gentlemen
and that they had contributed in a great way to the commmuity and al~Ja~o~gh
the~ opinions had varied at times, they ~d rendered ~ fine service to
the community.
M~. Durkin stated the same gener~ fee!iugs for Mr. Chadwell and
}&~. Partin and moved that the name plates which ~had been on the Council
table be given to ~L~. Chadwell, former M~yor, and ~iro Partin~ former
C~cd~r~n and the other Counc'~mlmen~ )~. Oyer seconded. Motion passed.
Rev. E. Keith Love was intro&~ced and de!iver~d the invocation.
~or M~oney welcomed all the people in the audience and paid tri-
bute to former M~yors L. S. Chadwel~ and Mort Partino
~yor Mahoney c~]]ed for the first order of business and asked if
Vnere were s~y resignations from the presently appointed officers to be
presented to the Council. ~ter a short waiting period, ~. Baughman
moved that all officers previously appo~_uted be removed from office
effective ~mediatelyo ~L~. ~dsen seconded~ Upon ~nquiry by ~&~. ~rkin
as to which officers this included he was ir~ormed that this included
City ~.ttorney, City. Judge, Chief of Police~ Fi_~e Chief, City Clerk,
Deputy City_Cl~rk~ Tax Collector, Supt-. of Water Dept., a_nd ~ o'bher
officers ~ position~ held that ~ere appointed each year at the first
regular meeting of the City Council.
After much discussions l~ro Baug~ called for the ~2~estion. The
motion passed V~ree to t~o~ Mr. Dyer and I~o Durkin voting no.
F~. Baugkm~u moved-that all Boards, except the Ci~-L1 S~vice Board,
arid those Boards which resigned by letter, be vacated effective i~z~ediatelyo
~k~. Madsen seconded. Motion paseed unanimously.

ret~ing fixoe chief who had serve~ the city for 35 years should be heeded
and that he had recommended the Asst. Fire Chief~ ~me second highest position
in the Fire Dept, ~ ~ajority of the men in the Fire Dept elected this
~ a~d we sho~uld abide by their wishes.
M~. Baughm~n moved that Terbesa Padgett be appointed as City Clerk.

with her I am sure that she is willing to relinquish the City Clerk job

stated that they did not know ~e gentlem?~ and felt t2aat they should
have ~he opportunity of meeting him and becoming familiar witch his
qmalifications before having to vote on hLm for the appointment of
Supt. of Public ~~orks. On a c~s32 for the vote~ the motion passed
three to ~¢o. ~r. 0yet and ~e. Durkin voted no.

back to the or~gim~l motion on the floor for the appointments to the
Zoning Board. Upon a call for a vote the motion carried. Mr. Oyer amd

the es.me reasons given by ~o Durkin~ +~hat being that a section of the
~lty C~rter calls for the Boards to be created by ~?itten resolutions

~. Durkin stated several times dur~ the cottrse of the meeting
~t he ~pposed the appointments to the vs~ious B~ds on the grounds
that the appoin+~menta were made in violation of Section 19 of ~he C~ter
and not on the grounds that he had any '~'

~ho~e Boards. He also stated that ha -was not consulted in making
of the appointments aud that he reoresents a certain segment of'this
cmmm~uity, evidenced ~- the fact t~at he received 1~35 votes in the
election a year ago. He felt that ~ should ~ -~ '

the appointments to the various Bos~rds, and ~hat he woul~ like it in-
luded mn the record that ~ did object to+~0nose a~ointments on the
basis of the fact that hs ~s not consulted at ~!~ n~er offered the

~M~, Oyer stated several times thr~hout the meeting that he ~ast
a no vote to the major~Ity of the appointments to the various Boards
for the same reasons that ~@. Durkin had given, A section of our
City Charter provides that the Boaa~ds be created by written resolutions
definir~ the duties of the Boards and this '~as nsf dons, and that he
did not feel that it ~ms proper for a fac%ion of the City Cc~mci2 to
~ake appointments to these various Boards ~thout consultation of the
Oo*~uci! as a whole.
