Mr. Field assured th~ Co~mcil thet he concu~s in principle with
the bonding agreements. The bonding company signs the' construc-
tion contract, The contractor is looking solely ~ Mr~ Field
for oayment ~ad the City is not in def.sult~ ~uless the City does
not pay over the money after is is given to them by Mr~ Field.
Mro Field is merely asking for e phase basis for p%~rchase of the
bonds~ instead of a l~mmp sum. The City is protected by their
egreement wit~ Mr. Field that he is responsible for purchasing
all of the bonds.
The agreemen~ was airmailed to Attorney Trimble in Ee~ York for
his approval of changes being made.
