The meeting w~s ~alled to order by the~l~ayor at 7.30
who said it had been called as a public hearing on the estimated
CftyB~dget for the year %eginnIngNovember !, 1958, and ending
An audience of over 200 citizens was present a_~d filled the
auditorium of the new City Hall which was being used for thefir~t
t i~e.
The CotLueilmen alternated in reading aloud t~_eb various' items of
t he Budget.
Er. Durkin read ghe estimated Budget for ali Departments, stating
the present amot%ut of bonded indebtedness as $~20,~51.00,
The ~ayor said each Department would be go~ over and each item
discussed.
A msmber of the audzeno~ asked the ~fayor to present the members of
the ou-ucil and other City ofzlclals at the Council table to the
public, which he did,
Er. ~Iahoney said he understood ~he estimated Budget was 1 ,00o:oo
above cur estimated income. Regarding the Police Department budget
he had no objection but v~s ~prised to see another figure thrown in
since the last budget submitted, without consultation.
The ~!ayor said it was diseased.
~r. ~honey said he thought it~ had been left at the $&5,500.00
figure, with which i, Tr. Oyer agreed.
The ~i~yor said it v~s not too late to delete it. ~Ir. ~!ahoney said
he was not opposed ~o the addition.
Er. ~lrkin said he felt one patrolman shou/d be allocated as an
investigator~ to be designated Ins~ctor.
The 5~ayor agreed with him and said two patrolmen are needed.
]~fr. l{aheney thought the man could have a dual capacity to fill the
duties mentioned by ~r. I~rkin and also fill in ~ith other duties°
Police Chief Car~er said such a man ~%ould have to be specially
trained and would have to receive a higher salary than a patrolman.
A lady in the audience complained of a lack of street li&~_ts on 35th
Street and was assured by tyro ~yer that with the increase bein~ allowed
for lights in this year's budget a ~oo~ ~mber of s~e% !igh~s should
be provided.
~fr. ]~honey moved the amount of $2,?00.00 for highway lighting
be deleted from the estimated budget. ~fr. Durkin seconded. Eotion
carried.
One member of the audience said this vms a good move and that the
amount sho?~ld be turned over to residential lights.
Mr. Durkin moved ~his sum be !ou~ to residential lightir~. Mr.
Par~tn seconded. ~otion carried.
With reference to the proposed appointment of a new City Engineer
at an estimated salary of 28,000.00, l~r. Mahoney thou&hr this would be
of 'benefit , ~ut after looking over the ma~v applications that have
come in for City Managers he found many have had City ~n~ger and
Engineering experience as well, and he thought ~ could use a man with
the combined ~-nowted~e of both. He would therefore like to ~hange
this item from C~ty En~ineer to City ~nager with Engineering experi-
ence, and that such a man he thought could be obtained for the s~me

~r. ~honey asked how the figure of $20,000.00 for m~intenance
of the City dump had been arrived at without discussion.
-ne D~ayor explained the 40 acres couldnnot be opened up without
equipment, and we do not have a piece of equipmen~ in the City with which
to handle the job, and we ~ither have to _out off the opening for a year
or budget for it now.
In reply to a question from Er. Mahoney, Mr. Taylor said he had
checked prices when ~roPar~zn' suggested negotiatin~ with the County
Co~ission for this sa~ forty acres, and the cost of proper equi~ent
~o maintzin the d~mp was $20,000o00~
~r. ~Tahoney said he would be in favor o~i~hie umount if we can get
the old dump filled in and covered Upo
P~garding the oroposed Recreation Director POSition at $5,000.00
a year, ~r. ~ahoney agreed this would greatly help to co-ordinate all
recreational activities.
The M~yor thought this one item which could be dispensed with for
this year, although it is needed.
In discussing the old City Hall for recreational purposes, the
2~vor expressed the opinion that it could be used as a firet-clas~ library.
~r. D~honey said that ~-ntil the old City Hall property can be
disposed of it could fill a pressing need for facilities for young folk
and to this end $1,000.00 has been put in the Budget for repair to the
building. ~ ' ' ~

The Mayor asked wh~t the ~nite people would say to our cutting out

~r. Durkin thought the old City Hal! not an ideal place as a
recreational center and that a s~m should be set aside each year so that
in time there would be a good center for the children of the City. He
thought it m better place for a police station or a library.
Some me~%ers of the audience expressed agreement others disagreement,

Mr. 0yer moved the reserve of ~10,000.00 for the Reereation~tCenter
be cut in half and that the Recreation figure of $5,000 for a Recreation
Director be included, together with the $1,000.00 for City Hall re-
pairs. ~r. Durkin seconded. Er. ~ahoney voted 'No'. Ur. Partin
voted '~es'. The D~yor voted 'No'. ~'~ ~8~
· ~r. ~ahoney said we have a ~ildingwhich could be ou~,oin operation
in thirty days and it must be used for mu~icipal p~arpose~, the most
useful in his opinion being for the children, he therefore proposes the
~0,000.00 be deleted this year and use some of the $5,000.00 set aside
last year in addition to the $1,000,00 set aside for this year_for
repairs.

to add to a reserve item, or to place the funds for a Police and Fire

Er. 0yer moved siimination of a new police car in favor of a
foot patrolman. He later withdrew this motion.
Er. Eahoney suggested that if the City stopped paying off its
bon~ed indebtedness beyond the a_mount called for ar~uua~ly, there
could be ~ reduction of I mill~ in taxes, that ie from 3 to 2 mills.
In res.,oonse to a question from She audience, ~rs. Williams sta~ed
that the millage for the i. a~ S. was set in compliance with the bonding
agreement and under the instraetions of the auditi~ fir~who set up
the City's acco~.nting system,
