PRESE~: Mart~_u Durkin~ Vice Mayor Mott Partin Harvey Oyer James J. Mahoney. City Clerk D.V. Williams Zell Taylor. Stanley'Weaver (representing Master Plan Commission). In the absenve of Mayor Chadwe!i, Vice Mayor Durkin called the meeting to order at ~.30 P.M. The minutes of the previous me,ting of May Y were read. M~. Mahoney moved the minutes be accepted as read° ~. 0yet seconded. Motion cs~ried. 't letter was read from colored citizens opposing a Communz y Center on 10th Avenue~ next to the Continental Club. It was ~sgreed that as the proposed site would be in the vmc~nm y of the Continental Club the matter be turned over to the Police Chief to inquire into it and report at the next meeting. A letter was read from the Boynton Beach Boat Club requesting water now that the~plumbing is in ~plsce. The matter was turned over to I~. 0yer who suggested that as most of the pipe is'through City prooerty it is the City's responsibility~ but the Boat Ckub should pay the deposit and the installation ~fee the meter~ one meter could be connected into the house~ the other for the public~ for which it is the City~s responsibility to furnish the water~ but in the Club House the Club to be resoonsibile ~n8 the City to take the pipe up to the house. Mm. Oyer~ ss Water Commissioner~ was asked to confer with the Club on the matter. I~. Weaver~ as Chairman of the Maste~ Plan Commission~ r~oorted on the work done to date by the Commission~ and read th~ "Declarations of Policy" so far suggested bp- M~.Pimental, to act as a procedural basis for the City until such time as the Master Plan is adooted for future procedure~ and for the Zoning~ Plauming smd I~dustrial Boards to follow. ~M. Mahoney moved the "Declarations of Po!icy~' be submitted to our Planning~ Zoning and Industrial Boards as a guide to their action as recommended to the City Council by the Master Plan Commission. I~. Partin seconded. Motion carried. It was suggested that copies of these "Declarations of Policy~ be given to each member of the various Boards. Mr, Weaver read Mr, Pimental~s recommendation to the City Cou~cil regard~ng-a Fiscal Budget System for the City and the emp~oyment~f~ Fiscal_ Agent. He advised advertising for a Fiscal Ag~in accordance with ~. Pimental's ~e~omme~tion, A r~euest for re-zoning of Lot 108 and E. 18' of Lot 109 of Boynton Hill~ to commercial wa~ read from Mr. Fasola, Mr. ~eaver said re-zoning was requested on Seae~est Boule- card to allow of a Seven/Eleven store and was rejected by the Planning Board as it is not a desirable location andrth~me is not ample parking space, The request was received from Mr, Robert H, Spain, A request for zoning of those parts of Royal Palm Village at oresent not Zoned was received from Mr, M, C, Avery, ~. Durkin read a note from ~ir. Wolken who said he had bRen approached by the officers of the Shuffleboard Court to propose the installation of sn awning at each end of the Shuffleboard Co-~rt; the Club will out UP $1~0 and would like the City to donate the remaining $1~0 of the cost. Also the Club requested better wirLng for its two exhaust fans recently installed, Mr, Mahoney moved that the wiring for the two exhaust fans necessarily required be instslled~ and further moved the City match the $1~0,00 for awnings in the Shuffleboard court~ to come out of the Parks and Playgrounds fund~ l~Lr, 0yet moved the previo~{s motion be tabled. seconded. Griffith recomme.nded the request be granted, Mr, 0yet moved e Resolution be adopted abandoning the easement in question and accepting'the re-locationfo~fthh~ easement~ and instruct the City Attorney to have the easement recorded, }~. Griffith recommended the Council have t~e necessary steps taken to clear these lots and assess the property owners in accordance. He would also like to record that this constitutes a hearing and that no person was present to dispute the Resolution. Mr. Oye~ moved the City abate the nuisance in accord with the R~t~en. Mr. Mehoney seconded. Motion carried. 'Mr. Griffith read zoning Ordinance 308 for the second readihg. Mr. M~honey moved Ordinance 308 be acceoted for the second and final reading. Mr. Partin seconded. Motion carried. Mr. Griffith read zoning Ordinance 309 for the first reading. He reed a letter from J. Kislak~ Miami~ objecting to the Lake Boynton Estate being re-zoned~ ~nich included his two lots. Mr~ 0per moved Ordinance 309 be accepted for the first reading. Mr. Partin seconded. Motion carried. ~. Griffith thought the Council should get in touch with the County to say we have not decided to sign the contract to assume obligation to move the pipe along Highway No.1. ~. Griffith said the owner of 40 acres of ~uuimproved land wished to have it brought into the City and a letter to this effec~ would be obtained from him for presentation at the next meetir~. Regarding the installation of a radio communication system for the Police Deoartment~ Mr. 0yet moved the matter be tabled until informatio~ can be obtained from the Chiefs of the Fire ~nd Police Deoartments as to the extra cost that will be involved. Mr. Partin seconded. Motion carried. It w~s agreed that ~rs. ~ii!iams be instructed to invite the Chiefs of the Fire and Police Deoartments ~nd Colonei Altman end Stanley Weaver vo a meeting a week from ~ednesdey~ so that they will be prepared to make any comments or suggestions at that time regarding radio co~m~=uication for the Police Da~oartment. M~. 0yet distributed to the members of the Co~ucil copies of the reoort of the Engineers o~ the proposed wader mains° This was ordered to be on the agenda of the meeting of May 27~ Mr. Partin said a policeman was needed at the Little League Ball Park gro~ud~ and also that people should not be allowed to park on both sides of the road. He was asked to take the matter up with the Chief of Police. ~o Mahoney moved the Council rescind the motion made to authorisa Russell & Axon to proceed with final olsns for the sewerage treatment plant until such time as we have come to terms with l~. Field. Mr. D~kin thought both votes should be rescinded until we get an ooinion from Mr. Middletan~ to give us ~ opoortunity to go in~o the matter more fully. Then to have s conference with M~. Middleton end with the Engineers. I~. Oyer moved the authorization be delayed for two weeks until our next meeting but did not thi~ the snthorisation should be reze~aded~ or-we are going to be presemted with a bill for $14~O00~00 from the Engineers. This will give Mr. Middleton an opportunity to prepare ~ contract which we can discuss with him. Mro Durkin thought Russell & Axo~ should be instructed it is not the intention of the City Council to abandon this con- tract~ but the City Co~ucil thi~dms further consideration should be given to it~ and not to oroceed until receiving further instructions from the City Council. M~r. Oyer moved Russell & A~oh be asked to postpone all work until Mr Chadwell is back ~ud we have had an opportunity to discuss the matter f~arther with Mr. Middleton. M~o Griffith said Mr o Field is leaving Tbo~sday and suggested closing this meeting tonight and carrying it over to Wednesday afternoons he would get in touch with ~ Middleton tomorrow and perhaps a meeting with Mfo Field could be arrsnged for Thursday~ to make et least s proposal. Mr. Oyer moved ~fr. Griffith,s suggestion be gollowed~ that we continue this meeting umtil Wednesday or Thursday until such time as Nb. Griffith has con~acted M~. Middletono ~.
