Chadwell, Mayor Martin Durkin, Vice N~yor. Harvey Oyez, Nott Partin James j.Nahoney. Deputy City Clerk Olive Cierpik Mr. Taylor Carl Stone The meeting was called to order by the M~ or at 7.30 The Deputy City Cler-k read the minu~es of the previous regular meeting of January 20, ~_r.~ 0yet moved the minutes be approved as read. Mahoney second.ed. ~ot~on carried The minutes of a special meeting of the Council of January 27 were read. Mr. 0yet said.he thought this had been an executive meeting rather than a speczal one, and decisions should not be mads ~ such a meeting. He moved that the transfer of the Liquor License and the purchase of the City bonds only be included in the minutes. Mr. Mahoney seconded. ~r. Partin voted ~No~. The Mayor voted 'Yes~. ~otion carried. A resident of Royal Palm V~l_age complaznem of a trai~ r being parked against all ~les and regulations. The trailer owner had applied to Mr. ~ahoney who told him to appear at this meeting and give his side of the ~uestion. He had twice been told by the Chief of Police he must move the trailer. The owmer of the trailer, who was present, pbaded ~r an extension of time. The ~ayor said he would go to see him and will help him if possible~ but that he is in conflict with an ordinance. ~r. Witlimm A. Marx of 1822 N.H. First Court, spokesman of the newly formed Civic Ass~ iation of Boynton Beach, a large number of whom were present, said they wished to protest the Coun~l's r~ling re multiple unit dwellings in Rolling Green Ridge First Addition. They wish the matter tabled, as originally decided, until a Master Plan of the City has bem obtamned. Colonel Altman talked on the necessity for Civil Defence, and asked that some one - man o~ woman ~ be appointed to act as Director of Civil Defence in Boynton~ to represent BoyntOn and to work with him. The Mayor said he will appoint either one of the Board or so~e one else to report to Colonel Altman~in a few days. A letter was read from the Consolidated Development ~omp~ny offering a parcel of land, !50' x 150~, in SeacreatvEstates to the City to be use8 as ~u off street playground for children. During the discussion which followed it was generally conceded that it would be impracticable to try to meet the conditions covering this offer. Mr. 0yet moved action on the matter be tabled and the developers thanked for their offer. Mr. Partin seconded. Durkin and Mr Mahoney voted against the motion. The Mayor voted in favor. Motion carried. A letter was read from Jot~u P. Cochrane Jr., Auditor, saying he would be glad to meet the Council Wednesday, Eebruar~T or Monday, February 10, whichever is preferable. It was agreed to reply to his letter that Council will meet him Monday night~ February 10. A letter was read from the Recreation Board, signed by Alfred Wolken, Chairman, regarding improvements to the Pence Park tennis court, ~ud new arrangements with the the Shufflebpard Club in regard to the use of the building, which is City owned, for other recreational purposes. ~r. Durkin moved the officers of the Shuffleboard Club and ~r~ Wolksn, or his designee, be invited to attend a meeting of the Council on Wednesday, February l~. Mr. Mahoney seconded. ~otion carried. Mr. 0yet moved, ~ro Durkin seconded, that the recommendations of the Recrsation Board regarding the fencin~g of Pence Park tennis court, to cost a minimum of ~$0.00 be adopted. Motion carried. & letter from the County Commissioners was read and ordered filed for reference. A letter from Allen °- Hoshall was read offering any further service in connection with natural gas. Mr. Griffith reported no reply yet recstved from the Federal Power Commission to his application fOr an allocation of natural gas for the City. The Building Inspector's report for the month of January was read, amounting to ~418,040~00o ~ith reference ~o the road ~ncro$chme~t~9~0~.~ of Lot in Crest View subdivmsion, and t~s prmce or ~o he had been -3- authorised to offer for the part of the lot in question, Mr. Griffith said their attorney has written him that the whole lo$ will be sold for ~,000. Mr. Griffith read Ordinance 303~for the second time. TRACT l: Forest Park Heights. Er. Oyer moved this item be accepted for the 2nd and final reading. Mr. Parttn seconded. Motion carried° TRACT : Rolling Greek Ridge First Addition. ~. Field said he did not want to cause any friction and certainly wanted to do what is best for the City. Mr. 0yet gave his reasons for moving that this re-zoning be adopted for the second and final reading, saying he found an overwhelming majority of the citizens, other than those who live there, are in favor. Mr. Mark again strongly voiced the objections of residents of Rolling Green~Ridge~First Addition to the proposed re-zoning for multiple unit dwellings, in place of duplexes. Mr. Durkin asked Mr. Field how many lots are~ zoned for duplexes~ Mr. Field replied only the lots round the shopping center, and about half are wanted for garden apartments. Er. Durkin asked about off-street parking in connection with the resulting increase in population. Mr. Field said ~mple space would be provided for a paved parking place for each apartment~ and asked that this be put in the Ordinance. Mr. Oyer moved that the re-zoning requested in TRACT be approved with the addition that a paved parking space for a car for each apartment be provided. Mr. ~r~in seconded. ~r. Durkin and ~r. Mahoney voted 'No'. Mayor Chadwell voted in favor, Eotion carried. TRACT 3: Mr. Durkin moved this be adopted for the ~nd reading. Mr~ yahoney seconded. ~otion carried. TRACT 4: SEACREDT ESTATES° Mr. Oyer moved this re-zoning be adopted. ~. Durkin and Nr. Nahoney voted 'No~. The ~ayor voted in favor. ~otion carried. Mr. Durkin voted to amend the motion by restricting th~ re-zoning to a depth of two. lots instea8 of three from S.E. Street. Mr. ~ahoney seconded. Amendment defeated. TRACT 6: seconded° RIDGEWOOD HILLS. Eotion carried. Mr. Oyer moved this be accepted for the second reading. Mr. Durkin TRACT 9: CENTRAL PARK A~D~rEXE ADD BOWERS PARK: Mr. 0yet moved this be accepted for the second reading. Mr. Mahoney sec~nded. Motion carried. Mr. Mahoney asked for a definition of a duplex, and Mr. Field said it was for two families, whether one or two storeys. Mr. Field said, in reply to the letter sent him by the Council, he was ready to goa~head with the railway crossing at any time. Mr. Oyer moved that an individual bond in the ~ount of ~lO,OOO.OO be obtained for the City Tax Collectpr and City Treasurer. Mr. Mahoney seconded. Motion carried. Mr. Oyer moved the City Clerk be instructed to obtain Builders' Risk Insurance on the new Coty Hall in the amount of the contract price of the building. 5(r. Mahoney offered an amendment that the Company chosen be in the County and be the lowest bidder in a suitable class. Mr. Durkin seconded. Motion carried. Mr. Oyer said the policy should be with an 'A' or 'A plus' company~ ~r. Grummons, Electrical Inspector, spoke of antenna violations, it was agreed to leave the matter to Mr. Grummons, the City kttorney and the people responsible for public safety. The suggestion was made that ~r. Grummons be made a special police officer in connection with these violations. ~.~r. Oyer moved that he be authorised to obtain from our Consulting Engineers reco~endations and specifications for a well or wells and possible water storage facilities. Mr. N~oney seconded. Motion carried. Mr. Durkin reported s meeting of the Parks Board last Thursday n~gh~ aha said they are to inspect the Casino and grounds with a view to beautifying them. ~Tr. Durkin asked whether inventories of equipment had been h~uded in by heads of City Departments and was told only three had been _ece~ved so far. It was agreed that F. Mitchell, the lifeguard at the Beach should be made a special policeman through the Chief of~ Police and the County Sherriff~s office, which would give him greater power~ he should also be sworn in in ~o~a~ Ridge.
