The meeting was called to order by the ~yor at 7:30 P.M.
Mr. Weaver requested that the Council appoint him to the
PSanning Board for the coming year.
Mr. Cha~well proposed that after a master plan is drawn upand
adopted, the Council still retain complete power by having the right to
approve or disapprove all recommendations.
i~. Weaver read the qualifications of Mr. Emery: price
of plan$6,000.O0

price, $5,000.00~
Russell and Axon offered a !enghhyproposal which was reviewed
by the Council. Price: $10,O00 plus.
Ym. Oyer opposed ~. Pimental as City Planner: price, $~,500.00.
Mr. Durkin upheld Mr. P~mental s qualifications and proposal.
~o Durk~ recommended giv~-ug the job to someone willing to
go ahead immediately and not wait for Federal Aid or any other delay.
Mr. Weaver stated that in fairness to the incoming council responsible
for the completion of the master plan, he would refrain from voting.
Mr. ~urkin asked, m~ill Russell and ~xon do the job for
$4,000 regardless o£ ~nether or not we get a Federal grant, and how
long will it take to get the grant?
After three ;hours of discussion it was decided to ssk Russell
and Axon to prepare a contract and submit it to the city attorney for
approval ~th a definite statement as to the financial responsibility
of the city.
