Mrs.D,V.Williams, '" C~y Clerk ZelI Taylor Car~ Stone The meeting was called to order by the ~ayor at 7~0 p~ Nr- Frarfm Sincoff of N.E~ 3rd Street complained of the probable noise of trucks passing through the alley close to his bedroom wiudow late at night and early in.the morning~ and also of a neighbor presently working at unusual hours. He said he would like his property re-zoned in order t~ bmild stores thereon~ He was advised to some into Cour~ with prosecuting witnesses ft~r f~n~ a complaint under the nuisance ordinance regarding the o~ g -g n ~se~ re ardin his desire for ~ ~ -~ r~zon~ng he was advised to writs to the City Zoning Board~ A large delegation of residents of Rolling Green Ridge First Addition were present to protest the proposed change in zoning to permit ~u~tiple dwellings in place of duplexes~ their spokesman presented a petition containing about eighty signatures~ After discussion Mr~ Chadwe!l moved the matter be tabled untm! after the appointment of a City ~m~nmng and Zoning Expert and the drawing~up of an over-al! master plan. ~r, Rehburg seconded. F~r~ Griffith read a zoning, ordinance covering Rolling Green and Forest Park~ ~ar~zn~ton, pastor of a church" z~ colored ~ ~ put forward the plea of Charlie Pierce for a permit to be allowed to make an ~dozt~on to his house large enough to hold a washing machine ~ ~r. Oyer moved the ~ailding inspector be authorised to issue a pe~mlt to Charlie Pierce to make such addition to the house provided the addition does not come cleser to the street line than the present building° ~r~ Chadwell seconded. ~otion carried~ At 9 P~M~ the half hour allotted to the pubiio having expired~ the City Clerk read the minutes of the last regular meeting of November !~r~ ©yet moved the~minutes be accepted as read~ Chadweli seconded~ ~otion carried~ ~?r~ Ray Allen read a letter addressed to the Council, accompanying a tentative plat o£ a proposed subdivisio~ ~r. Chadwell moved tha~ tentative approval of the sub~ division plat as presented be gr~ted. ~r~ Rehburg seconded~ ~r~ Oyer voted ,No~~ ~otion carried. A letter was read from ~r. H,V.Kilby regarding the proposed plat of Hilicrest subdivision and requesting inclusion of the land concerned within the~!imlts of the City of Boynton Beach~ ~,~r~ Griffith read Ordinance No,~0~ ar~,exing land contiguous to City limits. ~r~ Rehburg moved 0rdi~ancs No.~0~ be adopted~ Chadwel! seconded~ ~otion carried~ A letter was read from ~omas Bolden requesting a permit to operate a taxicab in Boyn~ton Beach~ it was agreed he should be notified there is an exciusiva franchise until such time as the franchise holder does not provid~ service~ A letter wes read from Paul Harrington re~arding a ch~ge for water pipe and rec~esting a refund~ Mr. 0yet moved this matter be tabled until a fixed policy in connection with such charges can be arrived at after further study~ ~r~ Weaver seconded. ~otion carried~ Requests from Robert ~rgess Jr~ and Jos~Dh Delmond for re-zoning were ordered referred to the Planning Board~ A letter of resignation as Chai~an of the Zooing Board was read from Yr~ Robert Q~ Wyckoff, to take affect December 1~ i989. ~r~ Weaver moved that Mr~ Wyckoff~s resignation be accepted with regret and a letter of thanks and appreciation for the work he has done for the City be sent to him. ~r~ Chadweli seconded~ Motion carried~ A letter was read from ?~lrs~ Ra~ond Allen, President of the P.T~A~ thanking the Council for their help in making the Hallowe,en celebration a success~ A letter was read from Hr~ Leonard L.
