Chadwell Harvey Oyer City Clerk D.V.Williams Zell Taylor Carl Stone Chief of Police A'.C.Carver Mayor Partin called the meeting to order at 7.30 P.M. The minutes of the regular meeting of July 1 were read. Mr. Oyer moved, Mr. Rehbu~g seconded, that the minutes be accepted as read. Motion carried. A letter was read from Mr. Ed. Jung of the Shore aud Country Realty detailing objections to the Sign Ordinance. A letter was read frOm POlf~ of Royal Palm Village th~nking the Council for providing street lights and requesting additional ones~ A letter was read from Mr. and Mrs. Tabano requesting ~larification of encroachment of street paving on their property. It was agreed that the letter be turned over to the City Attorney for attention~ A letter was read from the Boynton Beach Chamber of Com- merce reouesting an increase in the appropriation for advert~ ~Zng the City. Mr. Weaver's suggestion that the letter be acknowledged andthe Chamber of Commerce irJormed that it will be filed for study when the next budget is made up, was agreed to~ A petition was presented, signed by 25 people, requesting a stronger ordinance covering noises and enclosing a copy of the Lake ~orth anti-noise or8inance~ Mr. Adams and Mr. George Ness, who were present, also complained of u~ec~ssa~y noises, especially at night, from Town Tavern, It was agreed to request the police to inquire into these conplaints which should be dealt with under the existing noise o~dinance. Nr, C~iffith presented an agreement prepared by Mr~ Brand for signature by Council covering water mains~in Rolli~ Ri~ge~Seacrest Division, a certificate from Mr~Cromer~ and a pint'covering extensions to Rolling Green Subdivision water syste~ Mr, Weaver moved that the Mayor be authorised to execute this agreement. Mr. Rehburg seconded. Motion carried, Mr. Griffith reported that representatives of the Railway had called on him Wit~ reference to the railway cross~ ings into Nr, Field's property and the contracts a~e ready for signature. After discussion it was agreed that Mr~ Dunbar be asked to obtain from the County Engineer proper legal description of the property to be exchanged for that turned over to the County for the Jtunior High School. Mr~ Griffith was asked to notify Mr.Dunbar tl~at it is the City's intention to reserve that portion of the property East of a'North-South line of Western side of Ridgewood Manor. Mr. Griffith read Sign Ordinance 296 for the second time, ~r. Ed.Jung of the Shore and Cotuutry Realty voiced strong objections to this 0rdinance~ Mr. Grinke also expressed strong objections to the 0rdinance. After ~iscussion Mr. 0yet moved Ordinance £u~the~oGOn~i~eration, and the Realty Board to Chadwell seconded. Motion carried. 296 be tabled for be so notified. Mr. Griffith read Ordinance 297, covering c~vassers etc, in Boynton B~ach for the second tin~. Mr. Chadwell moved that Ordinance 287 be adopted for the second reading. M~. Weaver seconded. M~;O~arcandl. M~.Rehbu~g voted 'No~. Mayor Partin v~ted in favor. Motion carried. Police Chief Carver read the report of the Police Department for the month of June. Mr. Weaver reported the new fire tr~ck had been put into operation. Mr. 0yet said a report had now been received from the water leakage expert sayin~ the City ~ight benefit by awater Seakage survey, which woula cost $S00.00~ but he~ Mr.0yer, thoug~ht it would be wise to put this off until the ne~o fiscal year. Mr~ Oyer said Mr. Anderson, a representative from B~ockuvay, Weber & Brockway, will be at City Hall at 1~30 Wednesday after- -3- noon to go over the City water syste~ report, and some members of the Council might like to be present. ~rs~ ~'illiams was authorized to writ .~e the SRD at Fort aumerdale asking for a ~ee~ng either in Fort Lau~eraale or in Boynton Beach to go over our particular- problems. It was ~agreed the owne~ of tl~ lot on 7th Street and 1st Avenue~ N~W~ be g~ven ~hmrty days~ notice to clean it up~ Regarding ~rs~ Thompson~ s complaint about Dr~ Ploudres _~o~ Nr~ Chadwell said the mosquito control man b~d reported the only remedy would be to fmll it ~ or d~ain It, and n~ither course was feasible. ~r~ Nearer suggested a notice be inserted in tb~ Beach News designating August as ~clean up month~, in preparation for possible hurricanes, and that all brush etco~ put put on the streets will be taken away by the City trucks diring that period~ also that the Nay er issue a Proclamation to that effect. In the discussion on a name for the colored cemetery for use of Brock~ay, Weber & Broci~ay in preparing the piat~ it was agreed the name should be chosen by the colored people and must be received b~ noon on ~onday next~ three names to be put forwsrd from v£qich a choice can be made. ~r~ Chadwell was asked to Io0k after this matter, ~r~ Rehburg presented a bill for water for'~ $~0 for the Little League park~ It was agreed the ~m_l be pamd by the City as Parks and p~ayground exp~nse~ Nr. 0yet moved the adoption of a Resolution instructing the Superintendent C Public ~orks to prepare cost fi~ares for paving all dedicated streets south west of Ocean Avenue to SW 15~th Avenue~ and west to S.A.L. railroad. Nr. Nearer seconded. Notion carried~ There being no further business~ the E~yor adjourned . the meetinE at 10.55 P.M.~ after stating that a Specmal meetmng would be held Nonday July ~L~nd at 7:50 P.~.
