The Mayor called the meeting to erder at 7.30 P.M.
The minutes of the previous re,at, meeting of June 3

Mr, 0yet moved that the minutes be accepted as read.
Mr. Rehburg seconded~ Motion carried.
A letter was read from the Rin_ker Material Corporation°
A letter was read f~om the Palm Glades Girl Sc~t Council
regarding a ch~ge for water at the Girl Scout house in Boynton
Beach~
Mr. 0yet moved that the City donat& the ~otu~t of the
water bill ~ $80~80 - to the Girl Scouts and in future they
will be allowed 80,000 gallons a year free. Mr. Rehburg seconded~
Motion ca~ried~
A letter was read from St. Ma~k's Parish thanking the
City for its co-operation in connection with their winter
c~niva!.
A letter was read from Mr. F.~.~eaver, principal of
Forest Park School thanking the City for its co-operation
in the school affairs dttving the past year~
A letter was read from the Industrial Board regarding a zoning
~equest from Mr. Joe Hariess in Acreage Section 20-~5-~3.
A letter was read from the Hatless Realty Comp&ny requesting
a change in zoning, and was turned over to the Zoning Board.
It was agreed that a meeting of the Zoning Board would be
held on July l?~
An excerpt from the minutes of the Recreation Board meeting
of June 4 was read.
Mr. Henry 0isen of the Boat Club submitted an architect's
over-all plan for the ir proposed ramp, etc.
Mr. 0yet objected to any City property being turned over
to a private organisation, also to the consequent restriction
of the water front as far as the public is concerned, and to
the possibility of alcoholic beverages being served in the
Club House, which is not allowed on municipal property.
Mr. Rehburg moved that this piece of property be leased
to the Boat Club, they to build a boat ramp and to provide
public toilet and shower facilities in accordance with their
agreement to do so.
Mrl Griffith suggested a motion be adopted to enter into
an agreement with the Boat Club to lease a piece of land approxi-
mately 75' x 100' for a term of years. If this motion Us
approved the City Attorney ~o be instructed to prepare a
lease for the Cotuncil's approval, Mr. Chadwell seconded.

Mr. Elkins showed several plans of the proposed Rinker
cement plant and requested a permit to move the co-operative
building north.
Mr. Rehburg moved that the Building Inspector be instructed
to allow them to complete the removal of the building, it being
clearly understood that the Council in no way obligates
the zoning of the property to which it is being moved~ and
that Mrs. Williams be instructed to draw up a letter informing
the Ein~e~Comp~uy that the Council is in no way obligated
to gu~rantee the zoning and to allow a cement plant on the
property from which the building is being removed; ~o that
we know just what the situation is and there will be no question
avout zoning obligations in the future. Mr. Chadwell se~onded~

Mr. Field suggested that the report on sewerage of
Russell & Axon be presented to the Council by Mr. Frank T.
Osteen, Jr., who provided each member of the Council with a
bound copy of the ~eport~ before reading an explanatory
covering letter.
Mr~ Osteen stated the preparation of plans etc.% would
take four months, and the minimum time of construction would
be six months. The cost would be approxLmately $5~500,000~00.
Mr. Weaver moved that the Council authorise the City Clerk
to contact various fiscal agents and ask them for proposals~~
for their services on ~u amount up to $5~00,000~00~ for water
and sewera~m~a~6ing, with~a contingency of further expansion
of this system in future years. Proposals to be submitted
within thirty days~ Mr. Rehburg seDonded. Motion carried.
~r. Weaver moved that the Council authorise R~sse!l &
Axon to continue their ~nr~0~a~mystem and to go into the
details necessary for the preliminary portions; also that
we engage Russell & Axon to do the necessary surveying and
work to tie in our water system with a complete plat with the

Mr. Rehburg seconded. Notion carried.
Mr~ Field said he would pay for the sewerage installation
at Rolling Green Ridge with the understanding that the City
can ~a~buy it l~ater at ~ost, in return for a franchise. He
added that all ne was ~sking was the right to build a sewer
system and a treatment plant on his own land and be granted a
water and sewage franchise; that if the C~ity would not co~
operate and grant him this franchise he would withdraw from
hie operations in Boynton and sell off his holdings here.

MI'. Griffith said thee had been no time/aspect and
thought it would be best to put it off for at least two days
when a special meetir~ can be held after getting information
from some of our neig~hbors as to what is best. He outlined
his reasons for putting the decision off.
Er~ Field said all he is contemplating is putting in
sewerage for about 80 acres of l~nd, aud ~0 houses at most°
Mr~ Weaver moved that the City Attorney be authorised
to make a study of the legality of this particular questiom
as regards Er.Field's problem and that a meeting be held this
coming Wednesday at ~0 P.M, to try to decide the problem.
Er. Oyer seconded. Eotion carried.
After a discussion on the Sign Ordinance, which Mr. Boos
said was not being ~aTedC ~ith by outside realtors,
Er, Oyer moved ~at the City. Attorney be instructed to
add a section to the present Ordinance and submit the draft
at the next meeting. ~. Rehburg seconded. Motion carried.
After discussion with Er~ Leonard Braud on his water agmee-
ments, Nr~ Oysr moved that the Rolling Green Ridge Seacrest
Addition water revenue contract be made separate from the
Rolling Green Ridge contract~ Er, Weaver seconded. Notion
carried,
Er. Griffith showed a plat of Seacrest Hills and said the
developer wished to put up a bond to complete the roads.
Mr, Weaver moved that the plat of Seacrest Hills be
approved subject to completion of streets or posting of bond
to complete the streets, at which time the ~ayor is authorised
to sign the plat. ~. Rehburg seconded. Notion carried.
M~. Griffith suggested a letter be written to Ch~oel
Hills that they will get no more pe~nits if they do not
finish the roads shown on their official plat.
Excerpts from the minutes of a meeting of the Civil
Service Board ware ~eade
M~. Weaver moved that the recommendations of the Civil
Service Board be accepted as of the 15th mol this month.
M~, Rehburg seconded. Motion carried°
A letter was read from the Planning Board outlining their
reasons for recommending Mr. Grimes~ request for zoning be
disallowed ,~ ~ ~ ~.
Mrs. Williams was asked to write to Mr. Grimes that the
Industrial Board supports his request ~nd the Planning Board
has recommended that it be ~isallowedo
The meeting was recessed at 12.08 A.M, to reconvene at

Mm. Bowles made a motion to recommend that James Erwin be raised to top
patrolman pay of $ 315.00 per month. Mr. Mercer seconded-passed un~mioasly.
Meo Mercer made a motion seconded ~y yin. Dutch, bo raise starting salary
of Patrolmen to $300~00 per month, Motion passed unamiously.
It was decided to have a meeting June 18th at 7:30 to work on revision of
the City Pay Scale. All dep~rtment heads will be asked to attend, and to
send their recommendations in writing before the meeting.
Y~ ~tchmade a motion to request the Council to appoint one of their
members as laison officer to attend all meetings of the Civil Service
