Minutes 05-20-57MINUTES OF A REGUI~R ~TING OF THE CITY COUNCIL BOYNTON B~CH~ FLORIDA, HELD AT THE CITY HALL, BOYNTON BEACH, NAY ~0, l~SV. ~RESENT: Mayor Mort Partin Vice Mayor Donald Rehburg Stanley Weaver Harvey Oyer D.VoWilliams, City Mr. Eell Taylor Mr. Carl Stone The Mayor called the meeting to order at 'The minutes of the last r~ular meeting of May 8 were ~ead. Mr. Weaver said the name of the Natural Gas Company was the Sun Coast, and with this correction mO~ed the minutes be accepted. Mr. Rehbu~g seconded~ Motion carried. A letter was read from the Boynton Beach Chamber of Ce~meree ~Jecting to the manner and means by which the SRD intend to change the State ~Htghway. A secong letter from the~-Chamber of Commerce was also read. A Resolution was read referring to the losses sustained by business if the present pl~us of the c~nst~uction are carried out~ Mr. Oye~ proposed adoption of the Resolution as read., aud copies to be forwarded to the SRD and the County ComEission.~ Mr, Weaver seconded. Motion carried. A recommendation was read from the City industrial Board, signed by $~. Lavin, Chairman, covering the establishment of the Grimes Manu£ectu~ing Company West of Chapel Hill. Mr. John Mac Farlane, one of a large number of residents of the Chapel Hill. vic[nity~ present, said he-and other residents objected to industrial z0~ing~th~re. Mr. George Miles, of Chapel Hill, said he also spoke for other ~esidents who objected to the industrial zoning as an opening wedS, ~ N~. Weaver explained that no decision will be made tonight as the matter will first ~ave to go to the Planning Board and then to the Zoning Board~ ~ Mr, J. B. Baughman, of Chapel Hill, asked why that territory was comsidered a good location for light manufacture. Mr. Lavin explained at length the viewpoint of the Industrial Board, aud it was finally agreed that the objectirs should choose a Committee from amongst themselves to attend a JoinS. messing of the Industrial Boa~d and the Planning Board at 7.30 P.M. Wednesday evening, at City Hall, when the matter can bemore ~lly discussed. Dr. Ba~bour, of Chapel Hill, expressed the wish to go on record as objecting to the proposed industrial zoning. M~. G~ifftth read a Resolution covering the approval of subdivisions within Boynton Beach in ~elation to Highway No.1. Mr~ Weaver moved the Resolution be adopted. seconded. Motion ca, tied. Nm. 0yet Mr. G~iffith read 0~dinance 295 on zoning. Mr. Weaver moved, Mr. 0yet seconded, that Ordinance be adopted. Motion ca,tied. N~. Weaver moved that at such times as street items and tmxes on all that part of the South half of the S.E. quarter of Section 28, Township 46, South Range 43 Eo lying West of the railway H/~ and lying East of plat of Central Park Annexe, recorded in Plat Book 12, page 51, PaL~ Beach County z~cords, ~e paid, th~ Mayor be authorised to sign a Quit Deed. Mr. Rehbu~g seconded. Motion carried. A Resolution was read in answer to the County School Board~s request for the surrender of tWenty acres of the City,s property on 2nd Avenue. M~s~ Dick Duncan, M~so Bedford Jo~s, M~s. Charles Tatum, Mr. Albert McGregor and M~. Tatum all spoke in favor o~ ~eeing with the School Boa~d in order to have a Junior High School in Boynton Beach. Mr. 0yet also spoke in favor of having the school in B0ynton and against ~efusing to g~ant the laud under discussion to the School Board. Mr. Weaver moved the Resolution be adopted. seconded. Motion ca,tied. Mr. Rehbu~g Mr. ~eaver referred to the t~ouble caused to the administra- tion ~y the loss of one of the best girls in City Hall because of the low pay scale compared with that of other employers and strongly advocated an increase. The minutes of the special meeting of the Council held on 13 were read. Mr. Weaver moved the adoption of the minutes. Mr. Rehburg seconded. ~o Oyer voted: No, as he does not think a fi~m of architects should be employed by the City while a City employee is a member of that Fi~mo Motion ca,Tied. -3- Mr. Weaver said he had heard several cemplaints of the noise made by model airplanes in Pence Park on Sundays, Mr~ Griffith said this could be dealt with under the Nuisance Ordinance. Mr. Partin said the Chief of Police had asked that Irwin be made acting night sergeant. Mr. Weaver S~ggested the Mayor talk tq the Chief Police about the Police Training School in Lake Worth. Mr. Oyer moved that Mr. Weaver and Mr. Taylor be authorised ~o purchase a motor for the roll,r, and to rent a roller until the motor is received. Mr. Weaver seconded.
