PRE SENT Mott Partin, Mayo~ Donald Rehbu~g, Vice Mayor Stanley Weaver L.S. Chadwetl Harvey0ye~. D.V.Willisms, City Clerk. Zell Taylor Ca~l Stone Police Chief Carver. The Mayor called the meeting to order at 7.30 P.M. The City Clerk ~ead the minutes of the last regul~ meeting of April N~. Weaver said the crossings to be requested from the S.A.L. Railway should be described more specifically as 23rd Avenue. With this correction he moved that the minu~ be accepted. ~. Rehburg seconded. Motion carried. N~. Edward S~ith raised a question regarding zoning and was advised ~o present his objections to_the Honing Board at their meeting of Nay 10th. M~s. Hood said she had sold a piece of p~operty advertised in Zoning Board meeting announcement as Tract lC, and wan~ed immediate appreval from the Council that it would be zoned mer¢ial. She was told this cannot be given ~ntil the Zoning Board have passed on it at thei~ meeting of May 10th. Ca~l Warner brought in his plat for further discussion on water plans. A letter was read from the local charter of the American Institute of Architects gi~ing a list of architects specialis- lng in designs for City Halls. A letter was read from the Florida League of Municipali- ties also giving a list of architects specialising in municipal buildings. letter was read from the Municipal Code Corporation of Tallahassee requesting further City documents be sent to them. Mr. Griffith outlined the form of reply w~ s~ould be sent to them. A letter was read from the County School Board requesting the surrender of our new Little League ball field to the Soho61 Board for re-dedication, Mr. Weaver suggested the City Clerk draw up a Resolution on the subject for the next Council meeting and write the School B~ard that their Resolution has been given consideration and is being further discussed. A letter was read from the County Commissioners, signed by the County Isles plat, of which a pa~t of lot 46 U.S.1, and Which owner refuses to give ~ County, and obJ~ectiug to approval of plats which include lot~$ needed for R/W in the public interest. ~r. Griffith suggested a Resolution not to accept plats U.S.1 not showing a certain depth to allow of E/W s~j~ba~k. Mr. Griffith said nothing can be done about it now sLince the plat has been approved. He was asked to draw up a Res- o~ution on highway setbacks for next meeting. A letter was read from the Lake Worth General Hospital asking for financial assistance f~mthe City. The letter was tabled for further consideration, in the meantime a suitable reply to be sent to the hospital~ A letter was read from Russell & Axon advising on progress of sewerage survey. A letter was read from the Building Board requesting Council to set May 2t as the date for examination of contractors. Mr. Griffith suggested a rettuvn receipt letter be sent to everyone involved advising them of the date an~ procedt~e. Mr, Oyer moved that the City hotify all general contractors in accordance with the Resolution passed in l~Sl: that exam- inations will be held for all contractors, the first to be on May 21; subsequent ones to be set up by. the Building Board, and any building permit issued under a valid contractor's license can be completed. Mr. Weaver. seconded. Motion carried. The building report for'the month of April was read, amounting to ~1,005,610,00. The City Clerk announc~ two Companies have made proposals regarding the plan of the new City Hall, one was f~om the De Soto Corporation, represented by M~. Ogden, who was present and said they would prefer to have their proposal referred to a Committee. It was agreed that all Department Heads should form part of the Committee with the whole Council. This Committee to meet received from the Architects will be reviewed at that tmme $~d a deczsion made by the Council. Mr. George F. Locke~ of Russell & Axon, showed example,s of their a~chitectural work on municipal buildings ~d gave their idea of the possibilities of the site. A letter was read from the American Legion, Eline Pautsch Post 164, requesting a portion of the water front property. The City Clerk was instructed to reply that no City property at the p~esent time is being given away or leased to anybody. ~/ Mr. Roberts, representing the Sun C~~Natural Gas Company, stated ~they have recently 2~m~d ~ F~orida Company having franchises with Boca Raton, Pompano, etc., and a~e at present and strongly u~ged that Boynton Beach grant for the supply of natural gas. Mr. M.R.Kays o2 the Florida Public Utilities Company and Flo-Gas Corporation of West Palm Beach, also spoke regarding a gas franchise which'his Company would like from Boynton~ each. Mr. Weaver did not think tonigh~ was the time to make a decision, and was sure these gentlemen would supply the Council with w~itten information fe~ study before decision on natural gas is reached; he added that all Com~nies should be .given a chance to bid on the supply of gas. Mr. Oyer said if the City do not give a franchise, it can get natural gas when the pipes go in. ~r, Chadwell moved that Ynm. Roberts be given a franchise for two yea~s at a maximum cost of 16 cents. There was no second. Mr, Weaver said such~a franchise womld have to be put to a referendum vote. Mr. Roberts asked for a letter of inten~ subject to a referendum vote. Nr. Weaver thought the matter should be delayed for another two weeks, when Mr. Roberts, firm woul~ have a more definite rate. ~ A Resolution was read regarding the collection of taxes. Mr. Weaver moved the Resolution be adopted. Mr. Chadwell seconded. Notion carmied. A Resolution was read on streets to he repaired. ~. Oyer moved the Resolution be adopted~ seconded, Motion carried.
