B. Consider request from Robert Spence, Vice Chairman,
Memorial Tree Fund Committee to reorganize struc-
ture of committee
The Memorial Tree Fund Committee has been having a problem
with a quorum over the past year. It is recommended to
expand the membership from three to five as outlined in the
attached memorandum from Mr. Robert Spence. If the City
Commission approves this recommendation, the actual appoint-
ment would be scheduled at a later City Commission meeting.

RE: Memorial Tree Fund Committee
Dear Mr. Miller:
The Memorial Tree Fund Committee has been in existence
for seven years . Regular total membership of the committee
is three members : a chairman, vice-chairman and secretary.
One member, the chairman, is a member of the Parks and
Recreation one member is designated by the Chamber of
Commerce, and one member is the public member. Kevin
Hallahan the City Forester is member ex-officio.
For almost all of the past two years, our committee has
lacked the attendance of a chairman, or the post has been
vacant.. The committee feels this has significantly posed
problems and impeded progress.
The committee respectfully recommends that the
membership of the Memorial Tree Fund Committee be increased
from three to five members and that the member fom the Parks
and Recreation Board be eliminated. With Kevin Hallahan as
member ex-officio, excellent coordination and cooperation
with this Board will continue.
The proposed membership of the Memorial Tree Committee
would be four public members and one designated by the
Chamber of Commerce.
It is believed that the three new additional public
members of the committee may be readily appointed from
candidates proposed by the Boynton Beach Garden Club and
from other interested volunteer residents.
