Minutes 05-14-54Present:
MINUTES OF THE SPECIAL M~ETIN~ OF
THE CITY COUNCIL HELD AT THE CITY
HALL ON THE l~th. DAY OF MAY, 19~*.
Councilmen A.E. Shook~ C.H. Hood, C. Stanley Weaver
and A. W. Dean
This meeting was held for the puroose of meeting with
Er. Oscar Winchester to discuss the locatio~ of the proposed
turnpike, now lO~ated just west of Military Trail.
Mr. Winchester, with the aid of s ma~Ked~' map of the
location proposed in Palm Beach County for the toll turnpike~
gave a iSngthy talk exolaining the disadvantages to all the cities
an~ majority· of lando¢~ners in the county, if the ~o~ road is
built as the survey stakes now are placed.
Mr. Shook moved~ seconded by Mr. Weaver~ that the fol-
lowing resolution be adopted and same presented t6 Palm Beach
County commission at the meeting to be held 10:30 A.M. Monday
May l?th in the new Agricultural ~ailding. Motion oassed '
unanimously. -
'WHEREAS,
WHEREAS,
~H_~REAS,
W-~EREAS~
RESOLUT~ON
the engineering plans of the presently proposed route
of the Sunshine ~ate Parkway, unkown to the general
public: are in the final stages of completion, and
without benefit of public hearings or public surveys
an arbitrary route was selected by an out-of-state
engineering firm and that said route is unso-~ndly pur-
ported by representatives of the Turnpike Authority
to be the only approvable route, and
said route in Broward County, without general public
knowledge~ plmus to take over the right-of-way of
state road ~9~ the prooosed free super-highway, which
wes purchased with taxpayers funds~ and the taking of
which would virtually kill the possibility of the people
of this county ever benefiting from the much needed
free road and being forced instead to use the toll road
apparently being located so as ~o replace any free
state road,
said engineering firm failed to evaluate properly the
westward expansion of the southeast Florida cities in
this abnormal growth area~ and since the City of Boynton
Beach has no other direction to expand except to the
west, the toll road so located would cut off all farm
areas westward from said toll road to the detriment of
both the City of Boynton Beach, and to the residents in
such area~ sRd
the present routing crosses through the center of one of
the most valuable and most productive agricultural areas
in the United States, the sand farm lands of Palm Beach
County~ the size of which is narrowly limited.
NOW Ti~EREFORE~
7-
PASSED AND ADOPTED,
be it resolved that the City Council of the
City of Boynton Beach unanimously opposes the pre-
sent location of the toll highway, but urges the
construction of a toll highway in the county which
will satisfy the following:
l- That the ri~ht-of-way for the Sunshine State
Park~¢ay be relocated west of state road
2- That the toll road not interfere or tend to block
construction of State Road ~9, a free road de-
signed to relieve U.S. I of a part of its traffic
overload;
Where it would not provide a hinderance to the
anticipated westward growth of the coastal cities;
~_~here ?nly limited productive farm lands now exist,
Where it would be better located to serve the heav~
agricultural traffic from the Everglades and south
Dade County;
Where it could be incorporated more soundly into
the plans of any statewide system in the,future;
Where engineering estimates indicate a savings of
over $9,000,000.
