Minutes 10-12-17 0 MINUTES OF THE ARTS COMMISSION MEETING HELD ON THURSDAY, OCTOBER 12, 2017, AT 6:30 P.M. AT FIRE STATION NO. 2, 2615 W. WOOLBRIGHT ROAD BOYNTON BEACH, FLORIDA PRESENT: Kim Weiss, Chair Debby Coles-Dobay, Public Art Manager Robyn Lorenz Cindy Falco-DiCorrado Golene Louis Clovis Moodie Lauren Huff Anderson Slocombe I. CALL TO ORDER Motion Ms. Lorenz moved to call the meeting to order. Ms. Falco-DiCorrado seconded the motion that unanimously passed. The meeting was called to order at 6:33 p.m. II. ROLL CALL OF MEMBERS Self-introductions were made. A quorum was present. Rick Maharajh, Community Redevelopment Agency Advisory Board member and long-time resident and Marsha Levine, a new resident to Boynton Beach were present. Ms. Levine explained she saw the Albert Paley art on the Avenue and had seen his work in New York City. She was following the art in the City and wanted to get involved to find out what was occurring and show her support. III. AGENDA APPROVAL Motion Ms. Falco-Dicorrado moved to approve the agenda. Ms. Louis seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES A. August 10 minutes The minutes were deferred to the next meeting. Meeting Minutes Arts Commission Boynton Beach, Florida October 12, 2017 V. INFORMATIONAL ITEMS FROM THE BOARD Chair Weiss announced a book launch for The Painting and The Piano at Barnes and Noble in Boca Raton next week that her company published. She advised she belongs to the Ocean Ridge Book Club and they loved the book. Ms. DiCorrado announced a Farmer's Market every Saturday, from 9 a.m. to 2 p.m. in front of the Schoolhouse Children's Museum. Vendors arrive at 8 a.m. and pay $40 to sell their wares. Pirates Fest was also on October 21st and 22nd (Ms. Huff and Ms. Moodie arrived at 6:36 p.m.) VI. ANNOUNCEMENTS/REPORTS A. Thurs., Sept. 28, "Destination in Art" exhibit reception. Ms. Louis congratulated Ms. Coles-Dobay for putting together the Destination Art event at the Library. She enjoyed it very much and thought it was very creative. She particularly enjoyed the paper art. Ms. Coles-Dobay explained the reception was for the Delray Art League and there was a wide variety of art. One artist cut paper and mounted it and another artist displayed a collage. Jim Rigg, a nationally known artist and teacher in the local area, was a judge. Ms. Coles-Dobay videotaped Mr. Rigg explaining what it was about the art that warranted the award and posted it on the website. Artist Deborah LeFogg Docherty also demonstrated her work with pastels at the reception and the pieces were displayed to be auctioned. It was noted the Arts Commission receives a commission on any art sales. She advised a diverse group of people attended the event and the Delray Art League was so impressed with the video of the judging that they decided to do the same at all their events B. Oct. Arts & Humanities Month Ms. Coles-Dobay announced there was a proclamation read at the last City Commission meeting recognizing Arts and Humanities Month. Arts Commission Chair Kim Weiss accepted the proclamation and explained what art does for society and people individually. C. Albert on the Avenue exhibit Chair Weiss commented it is good when people talk about art and people are talking about the iconic Albert Paley art. She expressed interesting times lay ahead for the City regardless of people's opinion for or against the piece. It was explained Ms. Coles-Dobay worked with the developer of 500 Ocean to help place iconic art in Boynton Beach. The Arts Commission knows the public art process and knows people lay blame and say things, but it was important to keep supporting one another and art in the City. It will encourage people to be aware of art and in the bigger picture, the exhibit is showing every 2 Meeting Minutes Arts Commission Boynton Beach, Florida October 12, 2017 sign it will attract national and international attention. The media is already aware of the art. Ms. Coles-Dobay referenced the meeting materials about Albert on the Avenue that will be posted on the web page to provide information about the rotating outdoor exhibit. The large piece for 500 Ocean was the Cavalcade. The Arts Commission thought it would be great to have an Albert Paley Exhibition and it was noted this type of exhibit is not typically hosted by cities, rather museums usually host the exhibits. The Paley Studio advised, other than New York City, cities may have one or two pieces. The piece by City Hall on Seacrest and Boynton Beach Boulevard, entitled Envious Composure, is 18 feet high. It weighs 6,400 pounds and it was formerly on Park Avenue. There were 13 artworks created for Park Avenue for a 2013 Exhibition and nine of them presold. It was noted if one piece sells, it will pay for the AIPP program's costs to ship, install and remove the pieces. Ms. Coles-Dobay included a link to view Mr. Paley's work. Although the sculpture is not kinetic, the interlaced shapegives the impression of movement. (Mr. Slocombe arrived at 6:48 p.m.) Ms. Coles-Dobay reviewed Mr. Paley's work as contained in the meeting materials. In addition to the Seacrest and Boynton Beach Boulevard location, Coalescance was situated at the Schoolhouse Children's Museum, and Proscenium and Moment were at other locations on Ocean Avenue and Dewey Park. Some pieces were made from weathered steel. The reason why the 500 Ocean piece was painted was normally when pieces circulate throughout the country for exhibits, there is a great deal of wear and tear, and there would be a significant maintenance issues if all pieces were painted. The piece at 500 Ocean was permanent. Ms. Coles-Dobay advised brochures were forthcoming. Plaques with QR Codes were in production and Autocast Ottocast was in touch with Mr. Paley, who was giving his personal commentary on each of his pieces. Discussion followed there was a great deal of detail with the pieces that was not visible from the pictures and all of the pieces have presence. The reason why the Arts Commission wanted to coordinate the Avenue with the Cavalcade was it makes for a national exhibit. The exhibit has gained notoriety and Mr. Paley already gave an interview with Art and Culture magazine. Art Hives will do a story about Mr. Paley and the exhibit and they will have a presence at Art Basel. Ms. Coles-Dobay explained the City will notify all of its contacts about the exhibit. Susan Oyer sent exhibit information to a friend who is a review writer for a Palm Beach art magazine. He was unaware of the exhibit. The artwork is on loan for one year, but the Cavalcade piece is permanent. VII. PROJECT UPDATES/APPROVALS A. 500 Ocean - Cavalcade Albert Paley artwork installation 3 Meeting Minutes Arts Commission Boynton Beach, Florida October 12, 2017 Ms. Coles-Dobay had sent meeting materials about the installation process and the Board's approval of the Cavalcade. She explained the piece will be painted when it is ready to be installed and the base alone weighed 10,000 pounds. She noted the developers were trying to obtain their certificate of occupancy for the residential component of the project so they would start receiving revenue. Motion Ms. Lorenz moved to approve the installation of Cavalcade. Chair Weiss seconded the motion that unanimously passed. It was noted the process for this project started in 2015. • Ms. Coles-Dobay explained there are several owners of the project. The Ordinance explains the Arts Commission can help the owners find an artist or they can provide their own artist, which would require Arts Commission approval. The three owners decided on Mr. Paley. She noted Mr. Paley visited the project site beforehand. Ms. Coles-Dobay thought the piece was a landmark for the City. Ms. Coles-Dobay noted art is subjective and explained Caulder is a very modern, abstract artist. There is a gigantic beautiful red Caulder piece situated in Grand Rapids which created a lot of confusion and chatter when it was installed as no one knew what it was. Years later, the piece is one of the most visited sculptures in the world with a tremendous cultural tourism draw. There was discussion about removing the piece, but the residents objected as it helps with economic development and tourism. Ms. Levine asked what other nearby cities and art communities thought about having the Paley pieces in Boynton Beach. She asked if there was any commentary about it. Ms. Coles-Dobay explained Sevelio Welter is the Public Art Administrator in West Palm Beach and she lives in Boynton Beach. She contacted Ms. Coles-Dobay immediately and was estatic. Artist Elayna Toby-Singer from Palm Beach County, the director from the Delray Old School Square and others in the art scene, gave kudos to Boynton Beach. Ms. Levine informed the members she became aware of the art from Boynton Beach Raw and the amount of discussion was significant. One comment suggested getting involved if someone did not like it. She contacted Ms. Coles-Dobay and decided to learn about the process. Ms. Coles-Dobay explained people have personal preferences, but the Arts Commission has to ensure the art is well-rounded and if it meets the criteria, the art is installed. Rick Maharajh liked the colors and the size of the piece. He asked how the public was involved as the members make decisions, how, they seek artists, engage the developers and if the art is funded or if it was consigned art. Ms. Coles-Dobay explained the piece.for the Ocean 500 project is part of the AIPP Ordinance, which requires 1% of the project cost to be spent on art. The Avenue of the 4 Meeting Minutes Arts Commission - Boynton Beach, Florida October 12, 2017 Arts pieces are on loan for a year, but every year, they give the artist a stipend and help with shipping the artwork. Out of the 1% public art fee, 30% of the 1% fee funds the operation of the AIPP program and the Avenue of the Arts. Public art is not purchased with General Fund dollars. It is a separate fund. Mr. Slocombe commented the developer of every project over a certain amount in the City has to pay the 1% fee. The 70% of the 1°/0 is used for the art and the Arts Commission helps with the project. The 1% is paid at the time of permit. Www.BoyntonBeachArts.org contains more details about the program and its exemptions. As for public input, Ms. Coles-Dobay explained whenever there is an exhibit, a reception is held in which the public is invited. They partnered with the developers of Ocean 500, the City and the CRA for the reception which is tentatively planned for February 2nd. It is also on social media. Mr. Slocombe pointed out they also have questionnaires at events to survey the public. Chair Weiss explained Ms. Coles-Dobay documents each step of the progress. B. Leeward Luxury Mural review Ms. Coles-Dobay explained this item was a mural application and she had sent the information to the members. The Leeward Luxury, which handles luxury resorts in the Caribbean Islands, is located at 636 E. Ocean Boulevard, across from Ocean 500, East of Federal Highway (Ms. Moodie left the meeting at 7:16 p.m.) The owner specifically wanted to have a mural and images of the building were viewed. The artist is Craig Mclness who has created many murals in Palm Beach County and in Boynton Beach. He also painted the mural at the Boynton Theater. The mural was entitled The Spiritual Path of Letting Fear Go. Motion Ms. Lorenz moved to approve. Mr. Slocombe thought the location of the mural should attract attention, but was unsure it would. The entire wall was 75' by 12' and it faced west. Ms. Huff seconded the motion. Ms. Oyer did not like the boxes, but thought the flowers, hands and dove were beautiful. She also did not like the shade of brown, and she favored the left hand side of the mural. Suggestions followed to change the bead boxes, have more open bead boxes and more of a transition. It was noted perhaps the brown boxes could be changed. Chair Weiss explained the work was the artist's concept. The artist expressed to Ms. Coles-Dobay the work was the result of a very detailed exchange between him and the owner. Ms. Oyer commented the City was looking to have a trend on Ocean Avenue. Mr. Slocombe thought the question to ask was about the colors. It was also noted the sun will bleach the paint over time and the color may not be actually depicted from the picture. 5 Meeting Minutes Arts Commission Boynton Beach, Florida October 12, 2017 Ms. Louis liked the contrast in the mural and thought children and adults would try to figure it out. Lucy Keshavarz asked about the maintenance of a mural and learned it would be coated. In the future if it needed to be touched up or repainted, the artist will do so. It was noted Ms. Coles-Dobay keeps track of needed repairs and maintenance. Vote The motion passed 4-2 ( Ms. Lorenz and Ms. Falco-DiCorrado dissenting.) VII. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING A. None. (See future discussion below) VIII. NEW BUSINESS A. Town Square Public Art Master Plan 1. August 24 Public Input Workshop Open spaces & Public Art Public Artist Lucy Keshavarz thought the workshop was fun and advised she and Ms. Coles-Dobay were working hard compiling the information from the workshop. Ms. Huff thought the workshop brought the community together and she appreciated the public comments. She apprised the members she started to hear the same comments from different people. Chair Weiss agreed with Ms. Huff. The community was excited to contribute and there were different variations of the same things. She thought more workshops were a good idea. Ms. Falco-DiCorrado also agreed. Her task was to solicit feedback on the concept of smell and she announced the attendees definitely did not want the smell of trash or dog waste. The participants wanted a place to gather and get coffee or popcorn and she noted residents felt their comments were heard. They felt invested and had something to contribute. Ms. Louis concurred. Attendees were excited to be there and not afraid to say what they did not like. They liked visualizing what the City would be like and they had fun. Participants want the area to be for all ages and accessible to the disabled. Ms. Lorenz commented she had attended one of the workshops and people freely voiced their opinions. Chair Weiss noted the input was important. 6 Meeting Minutes Arts Commission Boynton Beach, Florida October 12, 2017 Ms. Keshavarz pointed out the Boy Scouts attended to earn a badge and be part of a public meeting. It was fun to have that age group present. Ms. LaVerriere, the City Manager, was excited about the Scouts being present as well. She thought they should hold another workshop with kids about the playground Ms. Oyer thought the workshop brought forward many great ideas. She wanted to save the trees, ensure there are shade trees, a splash park water feature and have enough LED lighting to attract people to the west side of the Old High School so it could be used for weddings and events. She liked solar and warm lights, noting light festivals draw people to the downtown. Mr. Maharajh added he also heard comments about LED lighting, a splash park or some type of water activity with shade trees dominating. Ms. Coles-Dobay reviewed the Town Square Plan conceptual plans explaining the feedback received and how the Arts Commission was trying to help guide the process. Ms. Keshavarz read a narrative as contained in the meeting materials. The Town Square is in Phase I. • Potential Avenue of the Art sites Ms. Coles-Dobay commented on the potential Avenue of the Arts pad sites. The purpose of the Avenue is to draw people from one end of the Avenue to the other and is a way finder. The members viewed images of proposed sites, which are subject to change. The AIPP program will continue with the program. • Potential relocation for existing public art She showed potential relocation sites for existing art. Ms. Keshavarz commented the new private development will also include public art. (Ms. Louis left the meeting at 7:54 p.m. and returned at 7:55 p.m.) Ms. Keshavarz explained they had been hearing how important sight lines from the outer boulevards are when looking into the Town Square development. The sight lines should be intriguing and inviting, beckoning passersby to enter. She also explained development faces outwards as well and they are pushing for iconic art. She noted even large spaces can have smaller intimate areas. Ms. Oyer advised the CRA was improving Boynton Beach Boulevard between 1-95 and Federal Highway and a wave design was selected. She suggested the Town Square be a coordinated effort with the CRA. • Potential new public art sites 7 Meeting Minutes Arts Commission Boynton Beach, Florida October 12, 2017 Ms. Lorenz pointed out the City's Code allows for buildings 50 feet in height which would be a change in the building topography. Iconic artwork connects areas and can capture attention turning south on Seacrest from Boynton Beach Boulevard. There are private buildings facing Boynton Beach Boulevard and these areas can begin the entry with wave flows into the inner portion of the Town Square. The art could be functional, having seating, a trellis or a glowing light sculpture at night. Ms. Coles-Dobay explained the City is looking to provide services in a shared space. The idea is to create an intimate public gathering space suitable for weddings, photo shoots or special ceremonies and connect the community to the Old High School, celebrate community, the old kapok tree and integrate native plant materials. It also seeks to honor Boynton's history. She explained Libraries are changing. Ms. Oyer favored a digital wall. Ms. Keshavarz explained a visual screen could be used for Movies in the Park events or watching a concert that is taking place from somewhere else. The sky is the limit as to what could be done. Ms. Ready asked why a splash pad would not be unique to Boynton Beach. She asserted there are ways to make it unique and the children want one. Ms. Keshavarz explained it was not her decision., Splash pads are expensive and had heard the developers would rather not have water in that form at that location. Ms. Coles-Dobay explained they would need a lifeguard and a splash park has a lot of maintenance. Mr. Slocombe asked about the plans for Boynton Beach Boulevard as it is the main street into the downtown. He did not see anything in the plan where there would be artwork and thought it should start on Boynton Beach Boulevard. Ms. Coles-Dobay explained they were trying to draft conceptual plans, but they do not know what the budget was or what type of buildings would be constructed. Mr. Slocombe explained it is critical to start thinking about the area outside of the Town Square and how to integrate public art on the • building to help make it memorable. Ms. Ready asked if the Arts Commission would only review the City's art features and learned the Arts Commission will review both the private and public art as they must be approved by the Arts Commission and the art must conform to the Master Plan. Ms. Lorenz thought it was odd to have the parking lot for City Hall and the Library across the street. Ms. Oyer believed there was a covered walkway and understood there was a parking lot on the corner of Seacrest in an alcove area which would be a private secured parking lot for the City Commission and upper City Management. It will have its own access in and out due to security concerns. They would have their own private access and regular employees would use the public garage. IX. UNFINISHED BUSINESS A. NONE X.
