The City- Council convened a~ a special ~etir~ at the
City Hall at 7~h. 5 P.M~ December 26, 1950~

the advisability of sending out raquests for bids on tha
propossd water sahems~
City Attorney Robert Grlffith~ in reply to a question
from ~ne ~syor, said he had nothing special ~o say~
~r. Senior said that as far as tbs Fire Department
is concerned n0th!ing but 6" hydrants ars desira~l~? Fega~dless
of tbs visws of the Unds~Jriters~ and that the mns5ailatmon
of 6" hydrants now wdll save the Cisy money in the future~
that Jokunis Raulerson now has the job of taking out ah4"'
Tee in order to put in a steamer~ which change will cosy
about $100~00~
The Mayor said Dna C~ty would like to save $40 ~o $~0
on the cost of hydrants whsrevar possible~

partment wanted in order no get enough water all the way
through. Sometimes thsy gat on s lateral line and hays to
uss bard suction and they simply~canno% get enough water from
the ~ ~in. All we ~e ta~ing about is the difference
between a 4~ tee and a 6" tee. He added that the average
h~drant costs about $90.
Mr:, Broc~vay said hydrants cost between $50 and $60.

Mr~ Senior said they were already o%~rloaded and that
foresight shoyld be used n~, citing as a lac2~ of foresight
the City baying put up the present water tank a few years
ago, when they could jmst as well have put up a 100,000
gailon one. He said that in some places thay have to lay
1200 feet of fire hose, and all .firs chiefs will say tkay
don~t want to accept ~yt~ng but 6~, to be .on the safe

The ~ayor said that if the e~oerts could ~ove mathe-
matically that we can get ~nough waver from the &"~ why have
the

in the business dlstric~, and out in the residential areas

~r~ Senior agreed that there should be ~a area in ~tich

The ~!ayor said tlat any existing 2~ are coming out ~d
that a good deal of pressur~ is lost on ac co~t of the ~ny
dead ends.
~r~ Senior said the City should be building for the
future and that a little planning now would says much tronble
la,ers that if so~thing happens~ such as a bad v~nd, the
pressure would not be sufficient in case of a big fir~
however much outside help we got.
~,Ir. Brockway said that after the bids wer~ ~ceived,
what the City cannot afford to finance at the moment will

installed~ which ~,ouid mean no change in the specifications~
~r. BrocKway- said the only object behind his reco~end-
ations was to keep the cost to the City do'~m.
The Mayow suggested the City would benefit by h'aving
~ ~ and that the d~fference between us and o~ neigh-
bouts is that we charge only ~1~50 for 5,000 gallons.
~r~ Brockway said that regardless of wha~ ohs n~igh-

first 3,000 gallons and ~2~50 for 5~000 gallons, as this

The ~ayor said the pooential mmmb~r of ms,rs on the
other sid~ of the Canal was 150.
D~ Brockway thought there vould be a lot of potsntiai
meters in Briny Breezes and adjoining territory~

The ~iayor asked whether it was the option of the 0om~
missioners that we want to go across ~he canai~
~r~ Shook said that the City's potential revenue from
~ohav source was ~lf a cent on th~ doliar~ and that it would
cost a lot of money, He ~sked If there was not some way
which the people across the canal could carry their share of
the b~den, and asked ~Brockway whether the biggest shar~
of th~ inves~nt wa~ act over thurs. ~?s ~dded that we have

~r~ Brockway said he thomght that Ocean Ridge vould
grow far more quickly t~an Boymton Bsach~ and that it is over
there that the ~City will evemt~ally make its money.

i-~. Griffith suggested that they might agree to have
their water rates increased for ten years if the City gave
them proper water pressure~
The 3f~yor said he was looking vo ten years ahead,
otherwise the 3ity could cut out Ocean Ridge altogether.
in a discussion on Briny Breezes it was pointed out
that there' was no incoTporation there~ and so it would be im-
possible vo do business with that place as a whole; that we
could raise the water rave in order to ~ke them pay a percent-
age of our investment; and that they need the wa~er badly as
their present supply is -~ufit to drink or even for laundry pur-
poses~ At present the people there have tc si~J~ wells and
buy pumps~ and they should therefore be %~lling to pay more
if we are going to pay for a line under the canal to give them
good pressure~ regardless of what we charge Ocean Ridges other-
wise we can leave them alone~
The Eayor said he would nov approve of going ahead with
anything in anticipation of what they might do, bat that we
must first find out ~nat they are willing to do-
Mr. Shook suggested a meeting witA Ocean Ridge and
Briny Breezes ~o see what they are willing to do~
Mr~ Hood said there would be no meeting of the Ocean
Ridge Commissioners until some time in ~anuary~
Mr~ Joe Hatless suggested thatthey issue their own
bonds over there and have one big meter pus in~ and collect
their ~n bills; or collection could '~ made through our
City Hall for a fee.
~r~ ~erket said it looked as if we were giving 0cea~
Ridge all the extra wate~ and pressure for nothing since we
are paying for the canal crossing~
Mr~ Shook susgested a higher cost for instaltation~ and
~'r~ Ho~ thought 33~/3 per cent. more on the water bill would
offsat the cost of the meters~
M~ Brockway warned that it would be unwise zo post~
pone a decision as prises are going ~ e~ery day~ that the
time is criticai~ amd restrictions may be put on at any
tima~ He asked how the requests for bids were to be adver~
tisad~ and for how long~
Mr~ Griffith said that at a maxi~un it -aould not be
over four times, and possibly only two~ and that he would pus
the advertisement in a Palm Beach County paper.
The Mayor asked whethsr it was the wish of the Council
to go through with the request ~or bids~
~r~ Shook ~made e motion, seconded by M~.Hood, that
~ Brockway be given authority to proceed with ~putting
out tbs requests for bids at once~ Motion passed.
Mr~ Griffith said that few contractors would give
bid now ~thoub inserting a clause protecting thamselvss
in case of national emergency,
