Purinton suggested that ~5 of a slightly better tyl~ of chair might be obtained at this tine. 5ir. Purinton stated thst he had given quite a little thought to the matter of the Chamber of Commerce and had made enquiries in West Pain Beach, Lake Worth and other places as to their donations to their Chambers of Co~erce. He found tha~t West PaLm Beach received ~7,000 from their Chsmber of Commerce for advertising annually, but that the smaller towns have to make donations to their Chambers of Con~%erce. He suggested that the question be tabled. Reg~ding the land the County wants returned to it, ~roPurinton stated that there seems to be no reason why it should have been given to the City as it is stu~rounded by private land, add there is no entrance to it~ that the land must have been given to the City in error as it c~not be sold. ~g~. Griffith%, City Att~ ney, by the County through foreclosure dedicated to the C~ty in error. stated that the land was acquired of taxes and that it could have been ~r. Shook made a motion, seconded by ~.Hood th~ a Resolution be made that the l~nd be turned back ~o the County,. ~otion passed. 5(r. Griffith reported he had received no word from ~r.~alcinelli who had already been approached by 5~r. Hood regarding the swapping of lo~s, plus a cash pay~n~nt, for certain e~aipment. ~r. Hood reported that Mr. F~!cinelli insists on ~500 cash and the lots, and that he wants the price of the lots reduced from ~6.00 to ~5.O0 ~ foot. ~,~r. Hood made a motion th~ the City trade the land at the market price of ~8.00 a foot, which would be ~1~500 for the equipment, includ- ing tractor, cultivator and bRade, the bsla~e payable in cash. ~r. Province seconded the motion, which was passed. Regarding the Rainbow Club water bill, it was stated that water had been used there after it had been turned off, as the me~rs apparently ~a~.~ h~e~ .... s~I~d. ~tfter some discussion it was d~c~ded~' that the water ~.bi!l must be paid, as everyone must be treated ~ '~ ~g~o ~rzffzth reported that he had written to ~.~elear ~e~ard~ng his lack of a building ~ermit, but had received no acknowledgment. The matter was tabled. - 4 - The question arose as to the payment of bills for medical atten- tion for a colcred man who had recently been arrested. Mr. Griffith stated thata nytm~ng~ ~' that hsppens to a prisoner wh~le being technically arrested must be taken care of by the City. The officer shot the prisoner twice in the performance of his duty, but prior to the shots he had arrested the me~u, and the insts~t he had placed his ha~uds on the prisoner the City assu~mes the responsibility, and any bills that occur for the upkeep of the prisoner must be assu~med by the City. ~. Province asked if the City had any insurance which would cover the case. ~Ar. Hood said it should come under liability. Purinton suggested getting in touch with the Insurance Compan~ for informer ion. The s_mount received from the Cigarette Tax for April was stated be ~1~274.~7. ~e~e. was re~d from Mr. H.L.Siever of Delray Beach request- ing a building permit for the erection of a car shelter. Nr. Purinton stated th~ that could nco be sanctioned, the Building Znspector. ~r. Siever,s request was something and ~r. Hood said it was a matter for ~. Greenwood, ~ilding Insoector stated that he had twice turned down the permit. ~Yr. Purinton stated that, legally, ~. Siever could not be given the permit, and a letter was ~rdered written to him to this effect. A letter was also read from the City Basebal~ Te~ ~ ~ ' - ~xpre~s~ng appreciation for co-operation in fixing up the ball park° ~ g~dmng the proposed duplex tp be built on the S. side of ~ad Merkle,s property~ ~. Hood sa~d he understood this had been agreed to. - ~r. Purinton suggested leaving the matter to be taken up with ?gr. Paul Mercer who understands it, ~nd they a definite answer could probably be given within 48 hours. Mr. ~arinton then brought up the matter of Civil~an Defence and ~e~o_ted a docu~en~ outling the proposed set-up which he had re- ceived from the County Authorities at ~est p~ m B~ach. ~.Province read the document. ~r~ ~rinton asked for suggestions and whether it was the opinion that Boynton Beach should work with the town of Ocean Ridge as had been done in the last - 5 ~r. Kenneth Adams suggested that rescue boats would be neces- sary at the Inlet. The formation of a Con~mittee was discussed and it was suggested thav the ~ayor of Ocesa Ridge should be on this Committee. It was stated that a great many of the angles of the pls~n were covered by Bed Cross and Disasver arrangements, but not the water front° ~r. H~tsss described the work of the Coast Gu~d Aux~ ....... ~ in the last w~ on inland waters, and s aid they had nov yet received any instructions for re-org~ization. He suggested that the Co~ittee take the responsibility of c~ling on the Coast Gu~d Auxiliary and of asking for co-operation of all loc~ boat o~srs for v~ious patrols ~ other duties along the baadh, - ~r. Purinton said that the work definitely had to be done, al- though it might not be necessary, sad that local electric and water works should be taken care of. Mr. Hood suggested setting up the same outfit as during the last war,- air warden work, regular Boards, etc., and that everybody in town should have one job or another. r~r. t~o-rinton suggested thav the Fire, Police and Americ~ Legion could handle a good deal of this work, but ~Yr. Griffith said he would ask for advice on the set-up for a town of the size of Bo2-nton Be~'h. There was much discussion as to a Chairman to head the Cor~mittee to be appointed, but no decision was reached. ~r. Province suggested some one who had had experience in the last war, and },~r.~fmvshatl~s name was mentioned, ~r. Purinton Suggested the appointment of a ChaLrman with a police officer as his assist~ut, and thav whoever the Chairma~n was he ~.~ould~s urgent, have to settle doyen and get to work right_ away, as the matter It was~ finally decided that the mat~er be tabled until the return of ~. Purinton stated thav many roads had been newly pa~ed, and thav if the City had had to hire a tractor and equipment the average cost would have been ~Io09 a square yard, but, having this e~aipment, the City had done the work for .26 cents a square yard. imf. JoB_n Raulerson was commende~ by the Mayor for his work in this connection. ~r. Purinton stated that the C~ty h~d never been in a better position financially and that, with this saving~ the equipment is costing practic~!ly nothing. He added that after the w~rst streets had been fixed, any others about which complaints are received can a~tended to.
