I. CALL TO ORDER
Chair Weiss called the meeting to order at 6:35 p.m.
II. ROLL CALL OF MEMBERS
Self-introductions were made. A quorum was present.
III. AGENDA APPROVAL
Motion
Ms. Levine moved to approve the agenda. Ms. Zell seconded the motion that
unanimously passed.
IV. APPROVE MEETING MINUTES
A. Feb. 8 minutes
Motion
Vice Chair Lorenz moved to approve the February Minutes as written. Ms. Moodie
seconded the motion that unanimously passed.
B. March 8 minutes
Ms. Coles-Dobay made the following two changes to page five as follows: first paragraph
fourth line, " . . . Mr.-HowaFd to Tim Brown . . ." and last paragraph, fourth line, "Ralphonso
to Ralfonso . . ."

C. April 12 minutes
The minutes were not available.
V. INFORMATIONAL ITEMS FROM THE BOARD
Ms. Moodie announced she wore her kinetic art shirt to dance class and it generated a
lot of discussion and her classmates wanted to know when the next Symposium was.
Additionally, at a meeting she had at Wells Fargo, a woman from the bank offered to
distribute the brochures for the event.
Chair Weiss inquired if anyone attended the Sister Cities awards and learned no one was
present. Ms. Lorenz announced her artwork won first place locally and second place
nationally for the Veteran's Administration. The members congratulated her on her
accomplishment.
It was noted artist Ralph Papa had social media coverage in Sante Fe. Ms. Levine
inquired if the members could share with one another what they are doing outside of
meetings. Ms. Coles-Dobay cautioned the members to be mindful about the Sunshine
Law. She suggested using Facebook and liking one another as it is not a discussion
about the Board, swaying a decision, or anything that may come before the Board. She
also emphasized it was important to be conscious of what is posted on social media.
VI. ANNOUNCEMENTS/REPORTS
A. Conrad Pickel bus tour
Ms. Coles-Dobay reminded all the tour is scheduled for May 19th, from 8 a.m. to 1:30 p.m.
Currently, eight individuals out of a tour bus of 30 people signed up. If the bus is not filled,
the tour will be cancelled. The deadline for ticket purchases is Monday and a decision
will be made to move forward with the event then. Ms. Coles-Dobay sent information to
the members and it is on the Boynton Beach Art in Public Places and Facebook pages.

A. Kinetic Art Event planning
• Kinetic Community project artist lead proposal
Ms. Coles-Dobay had previously sent two proposals to the members to review, discuss
and make a decision about at the meeting and she recalled the Arts Commission had
previously decided it was fine if the Board invited an artist to be part of the community
group, building a kinetic art project. The program is educational and involves South Tech,
Boca Bearings, other artists, and community participants. She advised the project was a
continuation of the 2017 proposed concept they wanted to move forward and make more
dynamic. The group would put together a description and half-scale maquette, similar to
a canopy that would have self-sustaining green elements. The project would be kinetic
and have elements from water, wind and/or solar and/or demonstrate alternative energy
and sustainability. There is a group of people working together on the project along with
students. At the last meeting, the members approved of Artist Rolando Chang Barerro
facilitating the project. He put together a proposal and was anxious to create it. A signed
artist agreement will have to be signed. She noted Mr. Barerro included commitment
levels with dates of the actual projects and materials needed, although South Tech
already had some materials. They all recognize the International Kinetic Art and
Symposium is a signature event created by the Arts Commission and the City, and all
marketing and advertising will have to be authorized. Mr. Barerro is a great promoter, but
he will need to ensure whatever he issues to promote the event is in line with the City's
objectives. It was noted the stipend will only be paid to Mr. Barerro. The ultimate goal is
to find the artwork a permanent home. Ms. Coles-Dobay will bring the concept to the Arts
Commission for review and she commented the artwork has to have some type of kinetic
element and demonstrate alternative energy and sustainability. The finished product will
be exhibited and displayed as part of the Symposium.
Motion
Ms. Moodie moved to approve the community kinetic art project and program. Ms. Huff
seconded the motion that unanimously passed.
• Alternate Reality proposal
Ms. Coles-Dobay explained she and Mr. Peirera had been speaking for some time as he
created a project at the Old School Square in Delray Beach involving an alternate reality.
She commented this concept could add another dimension to the Kinetic Art event,
bringing the future, through technology, to the Symposium. Preparation would begin in
November, but the technology would be used all the way up to the event. She commented
the Arts Commission would need to start getting the word out to the media. Ms. Coles-
Dobay explained the proposal is a fun project and that will continue for the entire year.
Mr. Peirera will conduct tours and train docents. Trainees were happy with the Otocast
mobile audio guide app and would share with the tour groups. Event goers could

download Mr. Peirera's app. Each site will have a "target" display. When the attendee
walks up to the sculpture they can click on either target, and a message, video or some
type of image and the artist who created the piece will share their experience with the
piece will appear. The artist will provide information on how they created the piece and
give other brief information about it. Ms. Coles-Dobay explained the app provided a visual
presentation.
Mr. Pierera explained the exhibit at the Old School Square lasted seven months and at
that event, either music, a screen, animation or short film was used for various exhibits
such as photography and painting. The alternate reality information becomes visible to
the event goer through the app and some of the artwork actually rotated. Large targets
would be used on outdoor installations for which Mr. Pierera developed various pictures
and short films that described what he does around the world. The technology was also
used at the Cornell Museum.
Ms. Zell left the meeting at 7:02 p.m. and returned at 7:03 p.m.
The members downloaded the app and reviewed the technology, which all the members
liked. Further discussion followed about pre event publicity and having alternate reality
tours before the Symposium weekend, acting as a crescendo to the event. It was noted
10 targets were planned and if attendees visited all 10 sites they could receive something
such as a business gift certificate or be featured on the film for the event.
Mr. Pierera will schedule time to go to different schools as the app has educational
opportunities. He also gives tours of the Avenue of the Arts with the Alternate Reality
feature. If the schools want to take the tour, they can take a bus and he will meet with
them. The same holds true for other organizations.
Motion
Ms. Levine moved to approve the proposal. Ms. Zell seconded the motion that
unanimously passed.
IX. NEW BUSINESS
A. Florida Public Art Association Year in Review presentation
The members reviewed the Florida Public Art Association Year in Review presentation,
which took place in Tampa last week. Ms. Coles-Dobay explained every year, different
cities from throughout the State submit artwork. This year, about 60 artworks were
submitted. It was a good opportunity to see what other municipalities were doing and
how much it cost. In June, Ms. Coles-Dobay advised she would be attending the America
for the Arts Conference in Denver, which is the national program. They have a selection
panel composed of distinguished artists who select the top public artworks.

X. UNFINISHED BUSINESS
A. Town Square Plan
• Master Plan review
Ms. Louis returned to the meeting at 8:8', p.m.
Ms. Coles-Dobay gave an update and explained Ralfonso will create an iconic kinetic
artwork for area 1 .A. which will be visually appealing both day and night. It was hoped
areas 1.A. would tie into areas 1.13 and 1.C. Area 2 was planned to have an intimate feel
by the Old High School as there will be a courtyard. The Old High School will be for rent
or lease for conferences, lunches or weddings. It would be a great area for cocktail
parties and it offers photo opportunities. Area 3 by the City Hall/Library will have two-
story windows, columns, and a sitting area portico. The amphitheater will be demolished
and a new amphitheater constructed. She indicated where the private development area
would be located and commented art will installed in a lot of it. The parking garage
changes were viewed. There is a huge campus and a great opportunity for art. The
Moonfish would be on Seacrest by the Library by the proposed Makers Space. The
Seahorse Fountain could be east of the City Hall/Library by the portico and Area 3 on the
east side of the Old High School was the suggested location for the Bloomer Tree.
There was consensus to locate the pieces as recommended.
Ms. Coles-Dobay reviewed the suggested sites for the Avenue of the Art pieces and
advised the City would work with the team who is planning open spaces.
In the past, the Arts Commission had issued a call to artists for the Avenue of the Art.
Ms. Coles-Dobay explained there is a team that reviews the kinetic submissions, but one
Board member was needed to sit on the team. The team would meet Wednesday, May
23rd at 10 a.m. Ms. Lorenz and Ms. Levine both volunteered.
The members were in agreement with the proposed sites for the Avenue of the Arts as
recommended. The Kapok and Banyon trees would remain. Ms. Coles-Dobay wanted
to issue an RFQ to Public Art America by the end of May.
On a different matter, Ms. Coles-Dobay inquired who planned to attend the Conrad Pickel
event. Ms. Levine volunteered and Ms. Louis advised she could also help.
