• Awarded a stipend of$1,500 each to prepare a proposal
• Participate in-building and planning team interviews exchange information such as: - -
Past artwork approaches, working methods and project details.Address the new police
station project specifications. Methods and designs to integrate the artwork into the -
plaza. How to capture the connection City's policing services to the community it serves
• Finalists (short listed artist/artists team) proposal presentations Thursday, September
13, 2018, 6-9pm. (Intracoastal Park Clubhouse)
• Final selected artist/artists team hired to complete the integration into the plaza design, _-
fabricate and install the artwork.
4) Qualifications for short listing artists
• Base responses on criteria outlined on work sheet _

-The questions criteria is based on the police call to artist document criteria:
• Art integration and interventions that place emphasis on preserving the sanctity of public
trust through an innovative layout, interpretative visuals, and sculptural elements.
• The project should include the creation of public art to express the unique connection of
the City's policing services to the community it serves.
• Location for public art in the plaza of the new Police building where Police and Community
ceremonial activities will take place.
Community Engagement Examples
• The department's Boys and Blue mentoring program with Congress Middle School is the
first of its kind in Palm Beach County. Officers mentor male students in sixth through eighth
grade, meeting with them weekly to learn civics and U.S. history using lesson plans
provided by teachers at the school.
• Every August, the department hosts the Teen Police Academy, a week-tong summer camp
dedicated to increasing understanding between the community's youth and their local
police.
• The department also hosts an annual Citizen's Police Academy—a nine-week program
taught by police officers that aims to educate participants about police practices and the
legal system as it pertains to police work.
• The department holds a quarterly Coffee with a Cop event in which members of the public
can enjoy a cup of coffee with a police officer at a local restaurant.
• For the past six years; the BBPD has hosted the South Florida Police K9 Competition, a
free family event that gives the public a chance to see police officers and their K-9 partners
in action.
• Over the past ten years, BBPD has successfully used social media to engage the
community and humanize the officers who protect and serve the City. Now that the
department has built such a following on social media, they are using that network to
empower residents to help better their own community.
--The above criteria and question as based the artist/artist team's past projects that they
have submitted.
5) Submission review process
A. Review each artist/artists team's past 3 project submitted and letters and proposal
example.
B. Selection panel member give each category a score 1 the highest and 5 the lowest.
C. Provide 1/2 hour to review each of the proposal submissions materials.
D. Final scored each category conduct a brief discussions and answer questions about the
submissions.
6) Final recommendation of 2 short listed artists
7)Arts Commission board will make a motion to accept the final 2 short listed artists.

Dear Debby,
I sincerely thank you for the invitation and opportunity to create public art for Town Square Boynton
Beach. Per your request and for your consideration, please find outlined on the following pages a
proposal for design phase services for public art for the Old High School Plaza and Kapok Tree. I am
proposing a fee of$10,000 to complete the conceptual design. As we discussed there is precedence for
this proposed fee on similar public art projects completed for the City of Boynton Beach and on various
AIPP projects I have completed for developers.
During the design phase services the conceptual design for the public art will be completed.This
conceptual design will include proposed design, materials, cost estimate,timeline for completion as
well as future maintenance requires. Final design (engineering & permitting),fabrication and
installation will be under a separate contract based on the approved conceptual design.

Proposal for Public Art Design Phase services for the City of Boynton Beach (Client) by
Lucy Keshavarz, Artist/President, Art & Culture Group (Artist):
Public Art/ EcoArt for Old High School Plaza and Kapok Tree, Town Square Boynton
Beach public / private partnership (TSBB).
General Project Information:
Objective: Create an intimate public gathering space that:
• Connects community to historical Old High School
• Celebrates the community's oldest Kapok Tree
• Integrates native plant material
• Honors Boynton's Historical imprint
• Creates a public space suited for weddings, intimate gatherings, photo shoots and special
ceremonies.
Creative Design Process will include:
• Collaboration with the TSBB team, city staff and possibly others to create the Old High School
plaza into an Eco Art project incorporating the hardscape and landscape elements into the
space design.
• The objectives listed above, which come from the goals identified from the August 25 Open
Space public workshop and ideals identified in the TSBB Public Art Master Plan.
. • Explore opportunities for youth and/or environmental organizations to be involved in creative
process.
Outcome:
Artist's public art design services will include the following:
1) Project Assessment
2) Conceptual Design (includes cost estimate,timeline & maintenance requirements)
3) Submittal to Arts Commission for approval.
Note:The final design, fabrication and installation of artwork will be under a separate contract
with Artist upon approval of the AIPP Conceptual Design.
Estimated timeline:
To be finalized with input from Client. Client's most recent timeline indicates Conceptual
Approval on 9-13-18 and a completion date of 2-28-2019.

Outline of Artist and Client deliverables/responsibilities:
A. Artist agrees to perform certain professional services for Client as follows:
1.) AIPP Assessment-
a. Artist will collaborate with Client/TSBB team to create a Public Art/Ecological Art
concept for the Old High School Plaza and Kapok Tree area.
b. Develop a draft public art timeline and budget based on project information provided by
Client.
c. Develop a working knowledge of project based on information provided by Client such
as: site, infrastructure, architecture, facility programing, etc.
d. Artist to walk site with Client/TSBB team
e. Conduct other research as needed
f. Develop list of project challenges, needs and solutions
g. Brainstorm ideas and integration possibilities.
h. Schedule meetings with Client and TSBB team to discuss and receive input on
preliminary concepts for the public art.
i. Assessment phase includes up to four meetings with Client and TSBB team.
2.) AIPP Conceptual Design/Cost Estimate-
a. Based on input during assessment phase, Artist will create draft conceptual design.
b. Schedule meetings with Client and TSBB team for input/review during creative process.
c. Create final conceptual design and coordinate exchange between Client and TSBB team
members as needed.
d. Receive input/comments from Client and TSBB team. Finalize conceptual design.
e. Determine estimated budget and maintenance requirements for proposed public art.
f. Conceptual design phase includes up to three meetings with Client and TSBB team.
3.) Submittal for AIPP Conceptual Design Approval -
a. Develop timeline and budget.
b. Coordinate and complete required submittal documents for Arts Commission
c. Create presentation/give presentation to Arts Commission.
d. Approval phase includes up to two meetings with Client and TSBB team.
B. Client agrees to the following in order for Artist to perform professional services:
1.) Client and TSBB team will collaborate with Artist to create a Public Art/Ecological Art
concept for the Old High School Plaza and Kapok Tree area.

2.) Client will provide the following materials to Artist at execution of contract and prior to
start of"A., 1.)AIPP Assessment":
a. Project schedule and budget
b. Relevant and most up to date site plans, elevations, landscape plans, lighting plans,
architectural renderings, facility programing, and other information needed to give
Artist the overall look, feel and demands of the project.
3.) Client will pay Artist the $10,000 design fee on the following schedule:
a. $2,000 at completion of AIPP Assessment
b. $6,000 at completion of AIPP Conceptual Design/Cost Estimate
c. $2,000 at completion of Submittal & Presentation to Arts Commission for AIPP
Conceptual Design Approval

CONTRACT PROVISIONS-Artist Design Phase Services
1. LIMITS OF LIABILITY: The ARTIST shall be performing a portion of its services based on the
representation of others and through collaboration with CLIENT and TSBB team members. At
any time ARTIST'S liability is limited to the fees collected for a given task.
2. APPROVAL BY ARTS COMMISION, CITY OF BOYNTON BEACH: While ARTIST will inform and
request input from decision makers as needed during the design process, ARTIST cannot
guarantee approval of conceptual design(s) by the Arts Commission.
3. INVOICES: Invoices for all services and reimbursable expenses shall be issued based on a
contracted schedule reflecting services performed during the period. Fees for professional
services rendered are due and payable within 30 days. In the event the CLIENT has an objection
to any portions of said invoice, the CLIENT must notify ARTIST in writing within twenty (20) days
of the date of the invoice. Such notice of objection shall be accompanied by payment of any
undisputed portion of said invoice. If written objection is not received within twenty (20) days,
it shall constitute approval of invoice by CLIENT. Amounts not paid in 30 days are subject to 1%
monthly service charge (12% annual rate). Outstanding invoices delinquent beyond 60 days,
may, at the ARTIST's election be deemed a notice to stop performance under this contract until
such invoices are paid. Payment in full shall be made at or before delivery to the CLIENT of any
performed services under this contract. Should collection become necessary on any
outstanding accounts, then all appropriate costs including reasonable attorney's fees shall be
charged in addition to monies due plus interest.
4. JURISDICTION: In the event that any litigation arises from this contract, the laws of the State of
Florida shall apply and jurisdiction and venue shall be in Palm Beach County, Florida.
5. REIMBURSABLE: Direct costs such as prints, copies, photography, advertising, travel costs, etc.,
are not included in the above fees. CLIENT and ARTIST will agree to any additional expenses
prior to ARTIST output and ARTIST shall bill as Reimbursable Expenses.
6. DOCUMENTS: All documents furnished by the ARTIST are instruments of this contracted
service and owned by CLIENT. Said documents are not suitable or intended for reuse in any
other way or on any other project without specific written approval by the ARTIST.
7. RIGHTS, RESPONSIBILITY AND CREDIT FOR WORK OF ART: ARTIST intends to design a work of
art that is site / project specific, an artistic creation within the ARTIST'S aesthetic and design
vocabulary. CLIENT acknowledges and agrees to abide by copyright laws and the Visual Artists
Right Act (VARA).
8. TERMINATION: This agreement may be terminated by either party upon seven (7) days written
notice in the event of substantial failure by the other party to perform in accordance with the
terms herein through no fault of the terminating party. In the event of any termination, the
ARTIST will be paid for all services rendered to the date of termination.
9. SUCCESSORS AND ASSIGNS: Except to its affiliates, neither the CLIENT nor ARTIST shall assign,
sublet or transfer any rights under or interest in this agreement without the written consent of
the other. Nothing herein shall be construed to give any rights or benefits hereunder to anyone
other than the CLIENT, its affiliates or the ARTIST.

2012- Babbling Brook, Westgate/Belvedere Homes CRA, unincorporated West Palm Beach -A
stormwater beautification EcoArt project in collaboration with civil engineers, landscape architect and
CRA. Located in a large dry detention area on a main thoroughfare into Westgate off of Okeechobee
Blvd.; this project will create an aesthetically pleasing dry detention area and increase stormwater
quality by circulating water from the Central Lake through the Babbling Brook. In addition, the
remaining portion of the dry detention area will be landscaped with Native Florida vegetation that
provide food and shelter for migrating birds and the opportunity for hands-on science for community
members. This project has received "Urban Oasis Designation" from Audubon of Florida and was
included in public art tours for FAPAP 2011 conference.

a habitat that attracts and sustains butterfly wildlife. More than 62 species of Florida native plants,
provide food and shelter for native butterflies, wildlife and a welcoming environment for the human
species.A lush pedestrian pathway in the reforested area - about a quarter of a mile long and fifty
feet wide - includes carved Florida cap rock sculptures used as resting spots, bases for plant
identification tiles, educational interpretive panels and butterfly watering basins.
