Minutes 06-11-18 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD ON MONDAY, JUNE 11, 2018, AT 6:30 P.M. IN CITY COMMISSION CHAMBERS, 100 E. BOYNTON BEACH BOULEVARD BOYNTON BEACH, FLORIDA PRESENT: Barbara Ready, Chair Mike Rumpf, Board Liaison Cheryl Black Susan Oyer Dr. Ginger Pedersen Michael Wilson Richard "Brian" Bonnell, Alternate ABSENT: Hollis Tidwell Jesse Feldman, Alternate 1. Pledge of Allegiance Chair Ready called the meeting to order at 6:30 p.m. Mr. Bonnell led the members in the Pledge to the Flag. 2. Agenda Approval Motion Ms. Oyer moved to approve the agenda. Mr. Wilson seconded the motion that unanimously passed. 3. Approval of Minutes The minutes were tabled to the next meeting 4. Communications and Announcements Mike Rumpf, Interim Development Director, noted corrections in the attached staff report regarding Item 5 B second page regarding the minimum plaques to be purchased under the bronze alternatives. The language should read "at least 10 $4-0 plaques." He also announced the next meeting would occur in October due to City Hall moving. If there is an item that warrants a meeting, a special meeting will be called. There were no objections from the members Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida June 11, 2018 5. Old Business: A. Boynton High School (125 E. Ocean Ave.) — Rehabilitation and adaptive reuse project update (slide Pictorial to be presented and general update is provided in combined staff report). Mr. Rumpf explained the projector is broken so he had made copies of the presentation showing the progress of the Old High School. He advised the project is still in Phase I and the priority is to seal the building, windows, doors and roof. The members viewed pictures of the roof over the stage. Most of the windows on the west side of the building were installed. There is still no flooring on the stage and the under the stage storage was not part of Phase I. The front of the building on the south side will be used for office space and was being worked on and the roof over the auditorium was over 90% complete. On the south side,. the contractor continued forming up the windows as there is some concrete reconstruction needed. The windows were boarded to cure the concrete. Mr. Rumpf was fairly certain they will keep the light poles, and they are trying to save the poles by the circular driveway. Mr. Rumpf advised staff will continue to take pictures of the building's restoration. Mr. Bonnell asked once the project was complete, if there were any plans for a presentation or a display so visitors will learn the history of the school. Mr. Rumpf responded they have collected some elements, but he did not know. Chair Ready thought the Historical Society may be interested. Dr. Pedersen commented they Historical Society has several good photographs of the school and perhaps there could be a touch screen or a five-minute film that could run continuously. Mr. Bonnell thought even a poster board would be relevant. He had visited Morikami Gardens noting there was a display of what they had on the land and people associated with the area, which he thought would be appropriate. Mr. Wilson asked if the scoreboard was kept. Mr. Rumpf did not know and would find out. B. Historic plaques for designated properties — Status of establishing a marker program (see accompanying combined staff report for update). Mr. Rumpf advised on the suggestion of Ms. Oyer, he contacted the Irene Revelas, CEO of Hack Lab, and she was familiar with the markers and plaques. He included information in the meeting backup. An example of the material and one of the color lamination combinations was also provided. Ms. Revelas originally was aware this was available and mentioned if the Board opted to use a different color, the cost would be much higher because it would need a special board. The sample board provided was from a local company in Delray. Hack Lab obtains sheets from them and produces the final product. They have a designer, and the design costs were included. All she would need is final dimensions. The sample board was a half-inch thick and most markers are a quarter- inch thick. She indicated if the Board wanted the mounting hardware recessed, the Board should use half-inch thickness. There was a price difference between the two boards. Mr. Wilson inquired after years of being bolted in, if the board would bow. Mr. Rumpf agreed 2 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida June 11, 2018 to find out. Ms. Oyer thought an alternative was to put holes at the end of the board and not the middle. Mr. Rumpf pointed out if a material has a tendency to warp, the shorter the board is, the better. Dr. Pedersen commented the material should be something that is not attractive to a thief as bronze plaques have been stolen in the past. A board would have no residual value. There was concern about fading, however, Mr. Rumpf explained there was clouding on the sample, which Ms. Revelas explained could be addressed. Discussion turned to color selection. Ms. Oyer and Mr. Bonnell liked the first selection and Dr. Pedersen, Mr. Wilson, Ms. Black and Chair Ready favored the brown because it resembled bronze. Further dialogue ensued about the design. Ms. Revelas had suggested the marker should be 8 to 10 inches and they would probably put City of Boynton Beach, Historic Preservation typical lettering and the date in the middle. She had reviewed one of the City's social media sites with only the standalone sailfish without all the letters and said it could work. It was just an additional design feature. Chair Ready commented the majority favored option number 3, but there was no consensus reached. Ms. Oyer and Chair Ready wanted to see a blue option and requested Ms. Oyer provide an example of the blue and white plaques, which Ms. Oyer pulled up online. Mr. Wilson noted brown signage is used by the Florida Department of Transportation for historical sites, which was why he liked the brown. The State also uses bronze plaques. Mr. Rumpf explained the plaque could contain just the date of the house and suggested keeping it simple so there would not be changes. It would be a generic plaque that would be placed on whatever home is on the registry versus having the date. Ms. Revelas advised she could easily accommodate the date with a minor redesign cost for each property. She thought it may be congested to put the house name/property name on the plaque. Chair Ready inquired about the cost if the minimum amount was purchased. Mr. Rumpf explained he had discussed a comparison with the bronze product. A company that provides bronze plaques was slightly less for a slightly smaller plaque and a minimum had to be ordered to keep the price low. If the plaques are ordered individually, it would be slightly higher. The product from Hack Lab did not have that expense, but the cost will be determined by how many plaques they work into a sheet of the material. Ms. Revelas advised they would have to purchase a sheet, which was about $400. Ms. Oyer thought it would not be too difficult or costly if they put the same thing on every plaque and change the date, which would be only changing two numbers. The initial setup and design is about $180 to $270 depending on the size and the logo. The individual customization to change the date of the property was $45. The total individual cost after initial design is $135 each. The cost for the bronze initial design was $250 to $300 and $125 each after for something smaller if ordering in small quantities (10). He thought it would be $150 to $175 individually for the same plaque with no changes. Mr. Wilson would like to see the date. Mr. Bonnell thought in the initial design the plaque could be mountable as is, and if the owner wants to take it back to Hack Lab and engrave 3 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida June 11, 2018 it, it would be cheaper. If owners obtain the plaques through the Board, they will get the discount. Ms. Oyer thought there were several structures in the City that should have signs. Chair Ready asked about the details that would be included. Mr. Rumpf indicated Ms. Revelas contemplated on an 8 by 10 plaque would read Historic Property, City of Boynton Beach, the logo and the date. Mr. Rumpf could get further information on a smaller or larger plaque. Ms. Revelas would want to know the size, and what they want on it and the design crew would create a mockup. Chair Ready asked if they could use the emblem from the high school as she thought it was more historic looking than the sailfish. Mr. Wilson noted the Historical Society's logo. Dr. Pedersen thought the logo should come from this Board as being historically designated. It should have some official representation of the City. Additionally, individuals may not recognize the Old High School emblem. Mr. Rumpf commented they would have to see if they could even fabricate the emblem. Chair Ready would love to see if they could use the emblem as it is much more historic and dignified looking and have the date in the middle. Ms. Oyer commented the City is less than 100 years old. It would take less space if the plaque just read Boynton Beach instead of the City of Boynton Beach. Messrs. Wilson and Bonnell, and Dr. Pedersen and Ms. Black were fine with the plaque just saying Boynton Beach. The members also reached consensus the plaque could read Boynton Beach Historic Place. Mr. Rumpf agreed to research the cost of the different colored sheets, would look for examples of the blue and white signs and would bring the information back to the next meeting. He will also find out about the cost of redesign on the bronze product and the date changes. The members liked the bronze, but they are expensive and often stolen. Mr. Wilson asked if there was a way to secure a bronze plaque such as with cement. Mr. Bonnell commented they are affixed to a main post on the front porch. He advised there are ways to mount them to the homes. They weather better and they are more historic looking. Ms. Oyer was concerned how bronze plaques would weather as the other plaque is a polymer and would weather better. Dr. Pedersen noted the bronze sign by the inlet was very corroded and there is more upkeep and care for the bronze. Some people will maintain the bronze; but some would not. Chair Ready favored pursuing both materials and asked if they could request funding for plaques in the upcoming budget, as there was no funding for it in the current budget. Mr. Rumpf suggested determining how the Board wants to fund the plaques. The Board liked the idea of the owners paying for a part of them, which could offset the cost of changing the dates. Chair Ready thought the budget would be about $2,000 for about 10 plaques. Mr. Rumpf explained the 10 plaques pertained to the bronze. The initial design would be about $300 for either plaque. There is an original set up cost and they could figure out how to purchase each one. They are not very costly and the Board could order plaques before buyer interest. Ms. Oyer thought the Board should at least plan for plaques for public buildings such as the Old High School and Schoolhouse Children's Museum and include something on the City's website for those wishing to start the designation process. It was also suggested the press could assist by writing a story. 4 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida June 11, 2018 Chair Ready pointed out unless there is money in the budget, they cannot do anything. She favored asking the City Commission to put at least $2,000 in the budget and mpted the Historical Society would want to know how much, how many and what the plaques would look like. Mr. Rumpf explained Hack Lab would have to provide conceptual designs if selected. It was thought a letter from the Board would be appropriate. Motion Ms. Oyer moved to approve $2,500 in the budget. Dr. Pedersen seconded the motion that unanimously passed. Chair Ready agreed to write a letter and the members would be copied. Individual members were also free to lobby their Commissioners on their own. Mr. Bonnell inquired, in terms of garnering interest, if anyone knows a realtor or assessor, that could determine what the increase in value of a historic home would be, and if there is an impact on resale value, which can be conveyed to potential plaque owners. Ms. Black commented having a historic home in the City does not increase its property value. Mr. Wilson agreed it did not at this point. C. Original street name signage — Recognition of original street names through adding name plates to existing signage, and options and costs (see accompanying combined staff report for update). Mr. Rumpf explained he began discussions with new the Public Works Director, Andrew Mack, and he will take this up with staff and create a mock up design. He is more concerned with future maintenance and replacement costs and he should receive information from him before the next meeting. Mr. Rumpf explained street signs are basically done in-house. Besides materials, Public Works has the equipment and they will fabricate all of the City's signs. It is a public rights-of-way issue so it is a Public Works and Engineering matter and it is good to have the departments buy in. Former Public Works Director Jeff Livergood had supported the idea and did think the cost and additional work was an impediment. Mr. Rumpf advised he would work with Mr. Mack. D. Historic trail markers —Assessment of current condition and determining replacement needs and costs (see accompanying combined staff report for update). Mr. Rumpf explained before they start site clearing for the Town Square Downtown, staff will inventory the trail markers to be replaced. Some of the components of the markers deteriorated quickly. He hoped to have an intern on staff to handle the project as he located Mr. Adams' prior files of where the markers were designed. Chair Ready noted the markers contained GPS identification and they would be removed. She questioned if the GPS locations could be reinstalled and learned they could and staff would handle that task. Other 8. Comments by members Chair Ready invited all to the Meet and Greet for the upcoming candidates from 1 p.m. to 3 p.m. at the Seagate Clubhouse, 2020 S. Federal Highway. Sustainable Cities Initiative Political Action Committee is having the meet and greet with refreshments and wine. Mr. Wilson noted the Civic Center's last dance is June 16th from 12 noon to 6 p.m. There is also a Father/Daughter Dance at the Intracoastal Park Clubhouse between 1 p.m. and 5 p.m. that same day, sponsored by Recreation and Parks. 9.
