OF THE CITY OF B0~i~TON BEACH, HELD AT CITY i~ ON
I~HE FIFTH DAY OF JANUA~Y, 1948, AND CONTINUED ON
THE s~NTH DAY OF j'~i~J~~Y~ 1948.
The City Commission convened at their first regular
meeting under the new City Charter on the fifth day of January,
19~8, at 7:30 P.M. The meeting was an open meeting and those
citizens of Boynton Beach who chose were present.
Those ~resent were: B.V. Tattersall, Mayor
H. T. Woolbright
Ralph D. Ross
F. L. ~rinton
Clarence Benson.
The meeting was called to order by Mayor Purinton
with the azauouncement zo the yublic present-that this was a
citizens meeting and anyone present had the right to talk.
There was discussion about a legal defugalty in Section 12 of
the Charter. Mr. McCoy, City ~ttorney, read the secDion and
stated that it was up to these co~missioners to decide'whether
or not a new ~ayor was to be e~ected at this time. He said
t~at it was a point of interpretation. The Commission agreed
to elect a new ~ayor at this time, and Mayor Purinton said that
the chair was open for nominations for zne office of ~ayor.
~r~Woolbright nominated Mr. Tattersall as Mayor, Mr. Ross
seconded the nomination. A show of hands was called for and
Mr. Tattersalt was elected Mayor by the following ~ote:

Benson - Not voting.
Mr. Tattersa!l signed the oath of office and took the
chair of ~ayor.
The Mayor designated Mr. Benson as secretary of this
meeting.
The resignations of Holland T. May, Deputy Clerk and
Treasurer, and N. O. Marshall, Jr., Police Officer, were read
by the Oom~_ission. The resignation of Holland T. May was ac-
cepted by the Commission; the resignation of N. 0. Marshall~Jr.
was withdravm at his request, after discussion.
Applications for vhe position of 0bier of Police were
read by the Connuission. The Mayor made the recommendation that
Charles Tatum be elected Chief of Police. Mr. Woolbright,

forthwith, nominated Mr. Tatum for that office, the nomination
was seconded by Mr. Ross; Mr. TazUm was elected to this Qffice
by a vote o~ four to one. ~r. Tatum signed the oath of office.
The am lications of Mr. H. D. S~evens and Mr. Ralph

W. Chapman lo~ ~he position of Municipal Judge were read by
Commission. The Mayor declared the chair open for nominations
for the office of Municipal Judge. Mr. ~oolorlgh nominated
Mr. H. D, Stevens; the nomination was seconded by Mr. Ross.
Mr. Benson nominated ~r. Ralph W. Chapman; the nomination
was seconded by Mr. Purinton. Er. Stevens was elected to this
position by a vote of three to two.
The ~ayor declared the next order of business was
the appoinzment of City Attorney. ~r, C. L. ~cCoy was nomi-
nated; the nomination was seconded; and Mr. McCoy was elected
to this office by a unanimous vote.
The Mayor declared, the next order of business was
the apoointment of the Superintendent of Public Works.

Mr. Woolorign moved that this ~fice be vacated.
x~as seconded by ~r. Ross. ~hen explanation of this move was
asked, the Mayor stated that it was in the interest of economy.
A show of hands was called and the office was declared vacated
by a vote of three to two.
The Mayor stated that in as m_uch as ~r. a. R. cook
was acting as the Fire Chief that office should be filled by
a duly elected oerson. The ~ayor then nominated Claude Ross
for this oositi~n, the nomination was seconded by ~r. Ross
and he was elected unan~dously.
There being~eg this time, and allzthrough the meeting,
so much comotion made by the citizens present, the meeting was
declared adjourned by the ~ayor until Wednesday, January 7th,
1945, at ~:30 P.~., which will be held as an execuzive session.
Tt~ City Commission convened in executive session
on the seventh day of January, 19&8, at 7:30 P.i~. for the con-
tinuation of their first regu_lar meeting under the new City
Charter, held on the fifth day of January 19A8, at 7:30 P.M.,
which meeting was adjourned due to disturbances made by the
citizens present.

The meeting was called to order by ~ayor Tattersall.
The minutes of the first part of the meeting were read by
Mr. ~oolbright. The minutes of the meeting of the Oity
Commission on the third day of December 1947 were read by
Mr. Benson. The Commissioners who were in office at that time
approved the minuzes as read.
The Mayor declared the first order &f business to be
that of deciding upon the salaries of the employees of the City.
~fter discussion the following salaries were agreea upon by
the Commission:
Charles Tatum, thief of Police, $250.00 Per Mth.
Frank Cline, Lieutenant of Police, 225.00
N. 0. Marshall, Police 0ffice~, 200.00
~rs. DorothyWilliams, Temporary Treasurer, 170.00
John Raulerson 225.00
0. S. Heaton, Building Inspector, 100~00
It was agreed upon that the fee of the Municipal Judge be ~l.00
for any forfiture or bond and ~2.50 for the trying of cases.
The cost of conducting a trial was set at $3.25, the Judge
to get ~2.50 and the City, 75~.
The ~ayor made the recon~endation that the City employ
the services of Himes ~ Himes to check the cash receipts from
~ovember 1st to December 31st. All the Commissioners were in
favor of this recommendation.
Letters from several citizens of the City in regard-
to garbage collection were read to the Co~aission by the Mayor.
~fter 8ne consideration the mayor reoom~mended that the order
making it necessary to place garbage cans on the street be
rescinded. The order was rescinded by the unanimous vote of
the Co~missioners.

The City Commission approved the sale of Lot 19, Block
of Section 22, Lake Addition, to Lesse! 0. Phelps and Mattie
~. Phelns at the s~m of ~!75.00.
The City Commission also approved the sale of Lots
ll ~o 14 inclusive, Block 2, Boynton Heights, to Einnie Lee
Barker, at the sum of $400.00.
The Commission authorized ~r. Purinvon to negotiate
with ~r. W. J. Cook, Attorney, in the Harvey Buil~ ng in West
Palm Beach, in regar8 to the sale of lots on the Federal Highway
for the purpose of building a theatre on this property.
Mr. Purinton was also authorized to refund an over-
charge, in the amount of ~15.00, to the candidates for the office
of City Commissioner in the recent election.
The 0ommission appointed Mrs. Dorothy ~illiams as
Temporary Treasurer.
It was agree~ that the Oo~issioners would meet, here-
after, on the first and thir~ Mondays of each month az 7:30 P.~.,
at the City Hall.
There being no further business at this time, the meet-
in~ was declared adjourned by the ~dayor.
