The meeting was called to order at 6:31 p.m. by Chair Pierce-Roe.
The Pledge of Allegiance was recited.
IL ATTENDANCE
Roll was called, and a quorum was present.
III. APPROVAL OF MINUTES- September, October, November
Motion made by Ms. Stern, seconded by Mr. Kanter, to approve the minutes of the September,
October, and November, 2017, meetings as presented. In a voice vote, the motion passed
unanimously (6-0).
IV. UNFINISHED BUSINESS
A. System Master Plan
Mr. Majors said that Ms. Browne-Banic was interested in how parts of the plan are maintained,
and he suggested waiting to discuss the item until she and other board members could be present.

A. Dogs at Oceanfront Park- Survey
Mr. Majors reported that several City Commissioners have persisted in their interest of allowing
dogs at Oceanfront Park on the beach. The Town Attorney and Town Manager are not in favor of
it, partly because they do not have much detail in terms of implementation.
Staff has drafted a community survey that can be completed online to determine interest in the
issue, and Mr. Majors said they would like the board's input on it. He wants to offer a public
meeting before the board in February to express their opinion. In March, the board can put forth
a recommendation. Based on the feedback from the surveys and input, the board will make a
recommendation to the City Commission.
Mr. Majors said that the County does not support having dogs at their beaches, and private property
owners are probably not too enthusiastic about it either.
Mr. Majors advised there is a privacy policy regarding the survey questions and answers.
The questions are as follows:
• Should the City of Boynton Beach allow dogs on the beach at Oceanfront Park during
select days and hours? (Times would be restricted to less busy hours, not the middle of the
day)
• If the City of Boynton Beach allows dogs on the beach at Oceanfront Park, under what
conditions should they be permitting: on leash or off leash?
• Do you own a dog?
• Would you bring your dog to Oceanfront Park if it was allowed on the beach?
• Should people be required to obtain a permit and pay a related fee to bringing their dogs
on the beach at Oceanfront Park?
Mr. Majors noted there would be an expense to having the dogs there, because there would have
to be somebody there to monitor the dogs and their locations, perhaps a Park Ranger or someone
else with authority. They also need someone dedicated to cleaning the beach every time there is a
dog on it (allow for an hour each time).
Boca does allow dogs on the beach with a permit, which is costly for non-Boca residents. It is,
however, popular with the residents, and they had to hire additional staff
Mr. Majors said that tlwey-there has been a lot of interest shown on Facebook. He said they have
to realize that the beach is within the town of Ocean Ridge.
It was noted that dog parks are not monitored, even though dogs have to be licensed, altered, and
up to date with shots.
Mr. Majors said staff met with the Town Attorney and Town Manager for Ocean Ridge. He said
the residents there are not particularly interested in having dogs at the beach.

With the board's consensus, Mr. Majors said he will post the survey and invite the public to the
February meeting. A suggestion was made to add a question about how often a resident would go
with their dog to the beach. It was also recommended to clarify in the survey what hours the beach
might be accessible to them.
Other details that have to be worked out include parking, the hours, staff position, etc.
B. Veterans Events
Mr. Majors advised that Ms. Browne-Banc wanted to discuss this item, and he said they will defer
the discussion until the next meeting. The Veterans Advisory Board disbanded recently because
they were focused on getting the Memorial Park up and running.
C. Park Conditions
Since Ms. Browne-Banc also wished to discuss this item, Mr. Majors said they would defer this
item to the next meeting.
D. Upcoming Events
• Magic Wheels & Special Deals @ Barrier Free Park- Fri., Feb. 9, 6:00 p.m.
• Barrier Free 5K Run, Walk& Roll @ Barrier Free Park- Sat., Feb. 10, 7:30 a.m.
Mr. Majors announced they will unveil the magic wheelchair at the February 9 event, and there
will be a ribbon-cutting for the new playground. He asked the board members to attend if possible.
Joshua Hazard, the honorary starter, will receive the magic wheelchair. There will be vendors and
organizations present. He asked that Ms. Stern acknowledge Hunter's Run at the event. He will
be sending invitations.
The Barrier Free 5K Run will also have a one-miler. There will be a virtual 5K, for people who
would like to donate and get a shirt, but do not want to run.
