The City Council convened at the regular meeting at the City
Hall, at 7:30 PoM., November 21, 19~9

The Meeting was called to order by the Mayor.

Mayor Purinton stressed the need of a bookkeeoer to relieve
the overworked staff at the City Hall office force.
Charles Hight and J.W. Dean of Alden Street appeared to ask
help in improving the streets weed-growm condition. The Commission
agreed to take action.
A letter from Mrs. Bates Fountain of the P.T.A.~ thanking the
Commission for its cooperation in the P.T.A. Halloween carnival
was read by the Mayor.
Clyde 0. Miller~ reoresenting the Resource De%elopment Board
asked that the City coht~ibute $100 to the state fair being held
at Tampa~ Florida. The Commission thanked the soeaker but agreed
there were "more desoerate needs closer home" so decided against.
Mr. Miller (and Anne Barrett~ another RDB member) agreed with
the Commission that the West Coas~ is more benefited by this fair.
Mayor Purinton issued the following proclamation:
"I~ F.L. Purinton~ Mayor of the City of Boynton Beach~ Florida,
do hereby oroclaim that an election for two councilmen will be
held at th~ Shuffleboard Pavilion in Boynton Beach, Florida~ on
Tuesday~ 6th day of December, ~.D. 1949 fr6m sunrise to sunset on
said day."

Qualified to have their names placed on the ballot of the
before-mentioned General Election December 6th were: Clifford C.
Province, Henry (Bud) Merkel Jr., W.T. (Sam) ~oolbright and
Ralph D. Ross. The Droclamation and the qualification both
oassed unanimously by general consent.
The Commission appointed as election aides: Mark B. Mitchell,
clerk; George Seegit~, constable~ and as inspectors: Mrs. Alice
Sheoard, Mrs. Sara Dame and Mrs. Clara White.
Commissioner Shook made the motion that one ballot box be
used in the election. Mayor ~urinton and Commissioner Hood voted
.aye.. Commissioners Ross and Woolbright voted "nay". It passed
by majority vote.
Commissioner Woolbright requested the Mayor to get legal
advice on the prerequisites of additional voting precincts.
On a motion of Commissioner Ross, seconded by Commissioner
Shook a special meeting was called for Friday, November 25th
at 7:30 ~.M. to discuss the advisability of appointing a local
resident as City Attorney in place of the law- firm of Winters,
Foskett, Cook & Tylandero This motion passed unamiously.
It was later decided to take uo the matter of the new Boynton
highway signs aU this special meoting also.
Mayor Murinton, discussing the proposition of a local City
Attorney agreed this is desirable but explained the above-mentioned
law firm took over the job of City Attorney for the City of Boynton
Beach after the Oassing of Jack Collie who died while holding that
office. There being no qualified Boynton-ite living here~ the firm
mentioned agreed to serve. In deference to that~ the Mayor asked
"we give them a chance to resig~ and oromised to have word by the
special meeting night. The consensus was this courtesy would be
extended.
Mrs. Ella Adams invited everyone to atten8 the Townsend Club
meetings and party and suggested new visitors be encouraged to
utilize the shuffle board courts.
Mrs. Adams asked the Mayor if Boynton Beach would be taken out
of the drainage district when the East boundary lines are changed in
Lake Worth and D~lray. Mayor Burinton said he would look into it.
The Commission dis-allowed the protest of Eva Guyon who thought
her tax valuation at Happy Home Hei~hts~ too high .... Hearing peti-
tions from Thad Williams, Charles Hight, Timothy Jones and others
requesting adjustment of taxes~ a motion was made by Commissioner
Ross an8 seconded by Commissioner Hood that the following resolution
be adopted:

WHEREAS, in the levy of taxes by the City of Boynton Beach, Fla., for the taxable year 1949,
certain errors have become apparent wherein certsin lands and buildings in the City of Boynton
Beach,Florida ha~e been omitted from the roll or have had levied against such lands or buildings
excessive taxes, and taxes in error; and
WITEREAS, it is deemed to be to the best interests of the City of Boynton Beach, Floridm, snd
the taxpayers thereof, that such taxes as shall have been levied in error, and in excess or insuff-
icient of the proper amount, be abated or added, insofar as such error and excessive o~ insufficient
amounts shall appear;
NOW THEREFOR, BE IT RESOLVED, by the City Council of the City of Boyn~on Beach, Florida that
the 1949 Taxes upon the property hereinafter described be corrected in accord with the amount set
opposite such property, viz:

A delegation of citizens took part in the discussion which
~ollowed on the placing, the size~ the wording and the color of
the Hypothetical signs to be placed fore and aft of Boynton limits
on Federal Highway. Ray Williams suggested the signs be as large
as possible, as colorful as consistent with good taste~ and as
concise as possible in wording. He reminded his audience that the
State Highway da~oartment, the railroad right-of-way and other
factors imoosed specific prohibitions on the size of signs and
where they might be placed. Arthur Worrell suggested they be
olaced as close to the actual boundary line of the city as allowed
after meeting all these potential prohibitions. The price, the
wordage, the typ~e signs desired etc.~ was discussed at great lenght.
Mr. Worrell and Commissioner Hood agreed to act as a committee of
two to allocate the proposed sign. Mr~ Miller suggested the best
phrase (according to the opinion) This was "This is It"~ then the
title "Boynton Beach, Florida~ with a picttu~e of a sailfish between
the phrase and the name.
Ann Barrett and'Mayor Purinton stressed the time element re-
minding the assemblage these signs must be ready to greet earliest
of the early-arriving winter guests.
Mr. Miller said he thought a compaign of personalized friendship
might help welcome the 1959-19~0 visitors to our city.
Mayor Purinton suggested the City Commission underwrite the
orooosed signs discussed for the North-South boundaries of the city.
Explaining he hoped~ eventually, to get the money back from various
local civic grouos he stressed the need is IE~DIATE. And this under~i~
writing seems the one logical solution. All agreed.

Following reading motion made by Mm. Shook~ seconded by Mr.
Woolbright and unaminously carried that Ordinance No. 213 be
passed on second and final reading, this 21st day of November 19~9o
There being no further business Mayor Purinton thanked the
citizens for their presences-and adjonrned.
